Main Purpose
The Construction Manager is responsible for the safe, timely and in budget field execution of maintenance activities and/or projects by using internal and external resources to deliver a defined scope of work. The Construction Manager defines, arranges and manages scope of work, adherence to SHEQ policies, assess and challenges change orders, develops logistics plan, develops execution and constructability, assures that codes and standards are observed/complied, assess quality and timely address workmanship and work efficiency issues, assure housekeeping/asset acre is maintained throughout the execution and support job close out. The Construction Manager is expected to drive excellence by promoting open communications with internal and external resources/personnel, promoting safe work practices and maintaining a field presence during execution of scope of work. This role requires general knowledge but not limited to the following technical areas: electrical, instrumentation, motors, rotating equipment, fixed equipment and civil. The Construction Manager reports to the Maintenance Manager and during special assignments might also report to a Project Manager.
RESPONSIBILITIES and ACCOUNTABILITIES
Key Responsibilities
- Ensure safety, health and environmental systems are in place, complied with, and improvements adopted so personal and process safety is delivered while maintaining the asset to deliver business objectives.
- Ensure HSE delivery and compliance for maintenance activities and projects, serving as a champion for INEOS 20 Principles, life savings rules for INEOS employees and contractors working within the areas.
- Promotes expectations for safe execution and operates with a zero tolerance for work defects and rework.
- Support the management of cost by driving field execution efficiency, timely addressing work delays, assessing scope change orders, scrutinizing time sheets and efficiently using of resources (e.g., rental equipment, support groups and others).
- Assure effective and timely communication between constructions/field work groups, project team and gatekeepers is maintained at all times (e.g., progress meetings, tail gate meetings, one-one meetings and staff briefings).
- Promotes and ensure participation of personnel in site safety programs, identification/reporting field hazards and as necessary in incident investigations.
- Assures external resources are aware on how to manage and case manage deviations (e.g., near misses, injuries, performance and behaviours issues)
- Communicates and holds resources accountable for the completion and execution according to agreed JSAs and defines hold points if conditions change requiring approval before proceeding with the work.
- Coordinate cand assure control of work requirements are met and ensue resources execute work within the boundaries of the agreed scope of work.
- Performs scheduled and unscheduled observations of the work crews under his responsibility.
- Ensures waste handling and disposal is executed per project plan and agreements with site SHE team.
- Assures resources have means to communicate with site support team.
- Oversees and is direct INEOS contact for contractor supporting his/her assigned projects. This includes assessing and challenging crew size, competencies needed and changes in manpower to deliver business needs.
- Proficient in the use of SAP and their capabilities to track work progression and cost “earn vs. Burn”.
- Works with Maintenance Manager and Project Managers to deliver site business requirements with regards to budget and execution deadlines.
- Works with Planners, Operations Asset Coordinators, Asset Engineers, Project Managers, Inspections team and other Maintenance Supervisors to prioritize tasks and workload.
- Attend, participate and assures alignment between resources and capabilities during Maintenance planning meetings is achieved.
- Conducts maintenance/work planning to support progression of projects to minimize taxing other site planning resources.
- Work with planning groups to help execute and provide status of weekly schedules.
- Tracks and manage performance of contractors supporting projects (e.g. safety, quality, timeliness, field efficiency, staffing, housekeeping/asset care, change order, execution readiness and others) and timely address non-conformances.
- Provides and coordinate work execution during off hours as required.
- Conducts performance evaluation for contractors supporting field execution and/or projects.
- Ensure crews and trades have materials, equipment, required training/certification and support required to execute work.
- Support maintaining the asset protective systems integrity and equipment integrity program.
- Interfaces with others, both internal and external, as appropriate to develop, schedule, and execute projects; support unit teams to shape projects field execution timelines and philosophy.
- Ensure maintenance facilities, building, storage and work areas meet the expectations of the INEOS AsCare program and perform routine audits of the facilities.
- Assure that materials and resources are available for field execution to prevent delays and assure excess material is accounted for and returned to storehouse for use at later times.
Principal Accountabilities
- Works with Reliability, Maintenance, SHEQ, Project Managers and Operations team to determine ways to execute work/projects and assuring that reliability of equipment and safety systems is not impacted/compromised.
- Leads the observance of safety policies and assure understanding of safety rules and policies in all work performed by internal and external resources.
- Provides assistance and technical advice necessary to assist in the execution of maintenance activities and projects.
- Leadership, including workforce engagement, diversity, employee mentorship and training.
- Communicate performance levels and standards to personnel supporting projects and/or field activities.
- Responsible for ensuring that all field work is performed in accordance with applicable codes and standards.
- Keep current documentation on projects scope of work, cost, performance and schedule.
- Develop work schedule and manage execution related needs (resources) through SAP data.
- Participates in Root Cause failure Analysis (RCFA) and drives corrective actions.
- Ensure PSM and MI programs are followed and executed flawlessly; ensuring the work is planned, scheduled and completed according to requirements
Skills & Knowledge Required
Education/Experience
- Technical Degree & a minimum of 15 years of experience. Equivalent years of related maintenance experience may be considered in lieu of a technical degree.
- Experience and knowledge of NFPA, ISA and applicable API Industry Standards
Skills/Competencies
- Must have a strong, demonstrated commitment to personal safety, process safety, environmental compliance and industrial hygiene compliance.
- Supervisor experience with demonstrated leadership skills.
- Proactive problem solver.
- At least 15 years?? experience in a Petro-chemical manufacturing environment.
- Demonstrated field project execution and recognized for leading by example.
- Must be able to prioritize, develop timelines, set milestones and manage multiple changing priorities
- Self-starter, organized and capable of working under pressure to meet deadlines
- Excellent verbal and written communication skills at all levels – Site Manager through hourly employee.
- Performance Bias – holds people accountable
- Ability to work in a fast-paced 24/7 environment.
- Proficient computer skills in spreadsheets, word processing, presentations and database software.
- Excellent interpersonal skills and advanced communication skills, both written and verbal.
- Proficient in the use Maintenance Management System (SAP).
- Self-motivated, and enjoy working in a team environment
Physical Requirements:
While performing the duties of this job the individual will perform primarily office tasks requiring repetitive use of hands; however, may be required to enter production areas to understand and scope project needs. Minimum requirements include:
- Maintaining constant awareness of personal safety and the safety of all other personnel. This includes knowledge of INEOS 20 Safety Principles and other safety procedures and rules.
- Being able to pick up a 25lb object such as a fire extinguisher or a large book/binder.
- Being able to work at a desk and operate routine items such as a computer and calculator; close visual acuity to perform an activity such as: preparing and analyzing data and figures, transcribing, viewing a computer terminal and extensive reading.
- Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make discriminations in sound.
- Able and willing to meet with stakeholders or vendors within the facility including providing tours.
- Being able to wear the appropriate PPE when inside the facility.
