How the Role Fits in: 

The Construction Engineer will report to the O&P Construction Manager and provide construction technical expertise in the areas of high risk job planning and scheduling, construction cost and schedule performance analysis, and oversight of construction contractors’ performance in safety and field execution.

The Main Purpose of the Role:

The Construction Engineer will have accountability for ensuring constructability input in the early capital project development phases and overseeing field execution and handover of installed assets to the Project Management function as designed. The Construction Engineer supports project execution throughout all of the project phases consistent with published objectives, guidelines, company principles, and the interests of the project stakeholders.

Responsibilities AND Accountabilities

  • Responsible for promoting safety leadership through implementation of the INEOS 20 principles
  • Responsible for promoting personal and process safety management in the design and execution of all capital projects
  • Participate in all phases of the project including engineering, design, execution, startup, and evaluation
  • Lead constructability input during project engineering and design
  • Lead input to project construction cost estimates and preliminary schedules
  • Develop the Construction Execution Plan within the overall Project Execution Plan
  • Review and approve construction contractors’ execution plans, cost estimates and schedules
  • Provide support to INEOS Construction Coordinators during field construction:
    • Work with site’s mechanical integrity and inspections personnel on quality assurance requirements
    • Oversee high risk job execution in the field
    • Investigate incidents and elevate Safety, Health, Environmental and Security (SHES) issues per site’s requirements
    • Advise Project Management in the resolution of field change orders and engineering design issues as necessary
  • Provide assistance for project administration:
    • Assist Project Management with cost and schedule performance analysis
  • Recommend action plan to Project Management for cost and schedule recovery against budget

Skills & Knowledge Required

Level of Education & Experience in general

  • BS Degree in Construction Engineering or equivalent
  • 10+ years of relevant experience in chemical, refining or industrial manufacturing
  • 8+ years in capital or turnaround projects construction

Skills and Competencies

  • Thorough understanding of construction safety practices and high risk job planning
  • Thorough understanding of constructability review processes in early project development phases
  • Thorough understanding of construction planning and scheduling
  • Thorough understanding in construction contract terms and conditions and cost estimating
  • Working knowledge in engineering design practices such as 3D model review and engineering work packaging
  • Working knowledge in project stage gate management processes
