The Olefins & Polymers USA (O&P USA) Business within INEOS includes the product lines Ethylene, Propylene, Butadiene, Polypropylene (PP) and Polyethylene (PE).  Our 4 Manufacturing sites encompass Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (LaPorte, TX), and Carson (Carson, CA), with a division office in League City, TX.  Overall, O&P USA has approximately 1,300 employees, 1,400 contractors, and annual revenue of $6.5 billion.

The purpose of this position is to lead standardized project and construction management throughout the project lifecycle for capital projects executed at an assigned O&P site. This role directs the progression of the site capital project portfolio through the O&P stage-gate process and ensures consistent application of company standards, project controls, and execution practices. Through strong process discipline, coordination, and site leadership, the role improves predictability in project performance and drives project delivery from early FEL through handover to operations and final project closeout, escalating significant issues to the Project Execution Manager as appropriate.

The role operates within a single O&P USA manufacturing site and leads execution of the site capital investment portfolio. This position ensures delivery of the site capital portfolio in alignment with approved plans, company standards, and local operational priorities.

Lead execution of capital projects at the assigned site in compliance with relevant business standards, processes, and project-specific expectations, including Project Execution Plans. This includes directing project implementation by internal teams and external contractors and escalating major execution risks or gaps to the Project Execution Manager as appropriate.

  • Lead Site Execution Activities: Ensure site project execution activities are aligned with business needs, approved plans, and established engineering, procurement, and implementation practices.
  • Implement Project Management Tools and Methodologies: Apply approved project management tools, templates, and methodologies at the site to ensure consistent execution and reporting.
  • Monitor Performance and Compliance: Monitor project and contractor performance against project requirements, KPIs, company standards, and safety expectations, and escalate significant concerns when required.
  • Lead Project Lifecycle Execution: Drive project progression from feasibility through engineering, construction, commissioning/start-up, and documentation closeout in the electronic document management system, including SAP uploads for asset management where applicable.
  • Drive Lessons Learned from Project Closeouts: Lead project look-backs to confirm objectives and goals were met and incorporate lessons learned into local execution practices.

Lead site requests for project sanctioning and DSP (Decision Support Package) development in alignment with the approved capital plan. This includes coordinating technical inputs, risk assessments, stakeholder reviews, and execution planning for site projects.

  • Lead DSP Preparation: Coordinate development of site Decision Support Packages (DSPs) that meet business requirements for review and project sanctioning.
  • Confirm Alignment with Approved Plans: Verify that proposed site projects align with the approved capital plan, site priorities, and business objectives, and escalate misalignment where needed.
  • Lead Execution Readiness: Review execution strategies to confirm minimum requirements are addressed for engineering deliverables by stage, funding requests, contractor selection, quality assurance, stakeholder engagement, startup/handover, and closeout.
  • Drive Project Risk Management: Ensure project execution strategies are informed by project risk registers and relevant lessons learned.
  • Lead Site Planning Inputs: Work with site stakeholders and support functions to develop conceptual execution inputs for future capital planning based on site-identified risks, ongoing projects, and market considerations.

Lead project execution and budget alignment through disciplined change management while keeping site stakeholders informed on schedule, costs, key decisions, and progress.

  • Execute a Robust Change Management Process: Apply and maintain the formal change management process for site project modifications, including initiation, review, documentation, and coordination of approvals.
  • Assess and Quantify Change Impact: Evaluate the financial, schedule, and resource impact of proposed changes on site projects and escalate significant impacts to the project execution manager and other stakeholders as needed.
  • Communicate Performance Status: Work with the project services team to provide regular updates to site stakeholders on schedule status, cost performance, and critical issues.
  • Lead Budget Reconciliations and Forecast Updates: Maintain project forecasts and budget updates based on execution progress and approved changes, escalating variances requiring higher-level review.
  • Lead Stakeholder Touch Points: Maintain appropriate touchpoints for site capital projects and stakeholders to review deliverables, progress, and emerging issues.

Lead and develop the site project management and construction coordination resources needed to deliver projects successfully. This includes team leadership, training, performance feedback, and reinforcement of SHE expectations and continuous improvement practices.

  • Lead Project Team Integration: Implement and maintain project team roles, responsibilities, and RACI alignment for site projects.
  • Lead Training and Development: Lead onboarding, skills development, and ongoing training for project managers, construction coordinators, and other site project resources.
  • Provide Performance Feedback and Coaching: Provide day-to-day feedback and coaching to site project team members and communicate broader performance issues to the manager as appropriate.
  • Promote a Culture of SHE Excellence: Reinforce adherence to all Safety, Health, and Environmental (SHE) requirements and foster a proactive safety culture within the site team and among contractors.
  • Drive Continuous Improvement Initiatives: Encourage identification of process improvement opportunities, implement approved best practices, and share lessons learned to improve site project delivery.
  • Build Team Capability: Build capability within the site project execution team through mentoring, knowledge sharing, and development of less experienced personnel.

Ensure implementation and effective use of project management policies, systems, procedures, and standards at the assigned site, and maintain compliance with regulatory, industry, and INEOS Group requirements.

  • Implement Existing Policies: Apply project management policies, procedures, and standards at the site and identify where clarification or updates may be needed.
  • Incorporate New Requirements Locally: Implement updates to documentation, systems, and procedures to maintain compliance and alignment with evolving requirements.
  • Communicate Policy Changes: Communicate relevant policy, system, and standard updates to site project teams and stakeholders to support understanding and adoption.
  • Monitor System Effectiveness: Evaluate the usability and effectiveness of project management systems and tools at the site and recommend improvements as appropriate.

Develop and maintain internal and external working relationships that enable successful delivery of site capital projects. Lead coordination with engineering and construction firms and site stakeholders to drive performance and resolve issues.

Most important activities:

  • Lead Site Stakeholder Touch Points: Maintain regular coordination with plant stakeholders to review deliverables, progress projects, and address site execution needs.
  • Manage Engineering & Construction Firm Relationships: Maintain collaborative working relationships with engineering and construction firms supporting the site, focusing on delivery performance, communication, and issue resolution.
  • Monitor Contractor Performance: Assess contractor performance using established KPIs such as safety, quality, schedule adherence, and cost control, and escalate significant concerns when needed.
  • Facilitate Knowledge Sharing: Drive knowledge sharing across project teams and contractors so site projects benefit from lessons learned and effective practices.
  • Maintain Awareness of External Practices: Stay informed on relevant industry practices, emerging technologies, and lessons applicable to site project delivery and share insights with site stakeholders and leadership as appropriate.

Lead site-level functional performance reviews and audits related to project management and construction activities on capital projects. This includes coordinating the audit process, gathering relevant information, implementing corrective and preventive actions, and reinforcing alignment with O&P USA and INEOS Group standards (IGGN).

  • Coordinate Audit Readiness and Response: Lead site execution performance improvement efforts, respond to audit findings, and address identified gaps.
  • Analyze Findings and Identify Root Causes: Interpret audit results, identify probable causes of performance gaps, and develop practical corrective actions.
  • Benchmark Against Industry Best Practices: Gather and review relevant industry information and benchmarks to strengthen audit findings and improve local performance.
  • Implement Corrective and Preventive Actions: Drive corrective and preventive actions with site stakeholders to improve project execution performance.
  • Ensure IGGN Alignment: Ensure project processes at the site are aligned with applicable IGGN and company requirements.

Required Knowledge and Skills

  • Bachelor's degree in mechanical, electrical, civil, structural, chemical engineering, or related engineering discipline engineering degree.
  • 15+ years of project execution experience in Oil & Gas, Petrochemical, Infrastructure, or other high hazard industries.
  • Demonstrated experience leading capital project execution with strong change management, coordination, and cross-functional integration capabilities.
  • Track record of reliable delivery in a capital project environment.
  • Experience leading multidisciplinary teams, contractors, and site stakeholders.
  • Strong planning, organizational, and execution skills with the ability to deliver under challenging deadlines.
  • Ability to influence others, communicate effectively, and lead change within established organizational frameworks.
  • Experience working with engineering design houses, EPC contractors, or construction service providers is preferred.
  • Excellent communication and interpersonal skills.

Technical skills
