The key requirement of the Tactical Procurement Buyer is to ensure that INEOS Acetyls -Texas City has the correct goods and services available to be able to meet the site production plans (including TAR and Maintenance) and CAPEX portfolio supplied at the optimal value. This role is accountable for the strategic development, negotiation, delivery and ongoing management of key third party goods and services providers.

Accountabilities of the job: 

  • Deputize for Procurement Manager when necessary
  • Network with the global INEOS procurement organization and other INEOS BUs to maximize volume leverage.
  •  Procure and manage supply chain of goods and services
  • Prepare Requests for Quotation (RFQ) or Proposal (RFP) documents in accordance with the specifications and/or scopes of work, including all technical, commercial, and quality requirements
  • Work closely with, Project Managers, Coordinators, Expeditors, and Engineers optimize the information in purchase requests to mitigate any internal or external issues with procuring materials
  • Attend required meetings both during and after normal business hours with suppliers, operations, engineering, project management, quality, etc.
  • Ensure that PO delivery dates are maintained accurately in SAP for stakeholder visibility and reporting integrity
  •  Lead negotiations with suppliers to secure best commercial terms for the business.
  • Initiation of an intent to purchase through satisfactory delivery of materials
  • Plans, organizes, prioritizes and performs multiple tasks to perform job functions in an orderly, efficient manner
  • Provides leadership and oversight to less experienced Buyers

Required profile:

Level of Education & Knowledge:

  • 2-year degree in Business Management or related with 10 years’ experience

Experience & Technical Skills:

  • MCIPS qualified preferred or equivalent chartered membership or QS qualifications
  • Previous procurement (10+ years) experience in a large complex manufacturing environment, dealing with contract negotiation and management desirable.
  • Strong IT skills including Excel, Word, SAP & Database analysis would be advantageous.
  • Identification of Total Cost of Ownership
  • Deep understanding of cost drivers in contracts in order to demonstrate transparency and overall value.
  • Expert, advanced negotiation skills and techniques.
  • Sound understanding of company policies, site safety standards and legislation.
