Our O&P Europe business unit, is responsible for the development and growth of the High Density Polyethylene and Polypropylene markets for INEOS.
We are looking for a Belgium Procurement Manager, who will work at our sites in Lillo (Antwerp) and/or Geel and leads and delivers end-to-end procurement across the INEOS O&PEU Belgian sites (Lillo, Geel and NOH) to optimize cost, secure supply, and support safe, reliable operations, while building a high-performing, compliant procurement organisation that strengthens supplier partnerships and operational performance.
About the role
- Leads and delivers end-to-end procurement across INEOS O&PEU Belgian sites (Lillo, Geel and NOH) to optimize cost (fixed/variable costs, CAPEX, Revex), secure supply, and support safe, reliable operations
- Translates business and sites needs into aligned procurement strategies that drive EBITDA impact and long-term value in line with the strategic direction of the function, representing procurement at the sites management teams
- Builds a high-performing, compliant procurement organisation that strengthens supplier partnerships and operational performance
- Ensures full compliance with INEOS Policies, processes, procedures and procurement Governance and legal requirements
Responsibilities
Leadership & People Management
- Member of the Belgian Site Management Teams in Lillo and Geel, representing Procurement at site-level leadership and decision-making forums
- Provide line management and development of the Belgian Sites Procurement Team: set clear objectives, priorities, coach performance and ensure effective onboarding and training plans to ensure high performance, professionalism and ethical behavior
- Recommend and implement continuous improvement initiatives to improve operational excellence and satisfaction of stakeholders
- Provide feedback and reinforcement to team members regarding development needs and opportunities, and secures resources to support development efforts
- Ensure INEOS policies, processes, and business practices comply with and are maintained in accordance to Global, regional and local standards
Strategy & Planning
- Define and deliver aligned procurement strategies supporting site priorities, O&P EU objectives and long-term value creation
- Drive annual performance across cost optimisation, working capital, cash-out and security of supply
- Translate business, project and category priorities into an integrated Belgian Sites procurement roadmap
- Ensure strategic alignment between project procurement and category/technical strategies, balancing short-term needs with long-term value
- Represent Belgian procurement at O&P EU level, providing insights on demand, risks, capacity, supplier performance and strategic opportunities
Source to Contract (S2C)
- Accountable for all RFx and sourcing activities related to engineering, maintenance, construction, CAPEX and REVEX
- Ensure transparent, compliant and objective supplier selection processes, including pre-qualification, HSSE and risk assessments
- Own the full S2C process for site-level indirect spend to deliver high value contract and supplier relationship management processes
- Review and challenge all major contracts and SLA's, lead or support renegotiations and alternative sourcing strategies
- Lead or support complex commercial negotiations ensuring best value, HSSE compliance and contractual robustness
Procure to Pay (P2P)
- Ensure efficient and compliant P2P execution, using SAP, e-catalogues (GEP) and standard processes
- Manage and monitor procurement team operational KPI's performance
- Drive automation, data quality and reduction of manual transactions
- Resolve supply, delivery and invoice issues to protect operations and business continuity
Supplier & Contract Management
- Manage and ensure supplier and contractor relationships to ensure performance, reliability and long-term value
- Lead supplier reviews, KPI/SLA monitoring and corrective actions
- Drive cross-site alignment on supplier performance, material strategy and standardisation
- Identify and implement opportunities for supplier innovation, productivity gains and strategic partnerships
Governance & Continuous Improvement
- Ensure full compliance to INEOS Policies, IGGN's and procedures, legal requirements, Procurement Governance and excellence processes
- Drive improvements in processes, tools, digitalisation and data quality
- Maintain audit readiness and complete documentation procurement activities
- Act as a role model for integrity, compliance and professional procurement conduct
Profile
Level of education & experience
- Master's degree in Engineering, Business, Supply Chain or Procurement (or equivalent by experience)
- Professional procurement certifications (CIPS, CPSM or equivalent) are preferred
- Extensive experience (typically 10yrs+) in a Procurement management role in Chemical/petrochemical and/or polymer industries in complex, multi-site organisation
- Exceptional leadership, negotiation, and stakeholder management skills
Technical skills
- Understanding of business context, market interactions, business strategy & planning
- Leadership and performance management driving delivery and cost focus
- Strong Expertise in strategic sourcing, tendering, negotiation, contracting and supplier risk management
- Deep knowledge of procurement and contract management with advanced commercial and negotiation capabilities
- Solid understanding of technical equipment, materials and services within a chemical plant environment and industrial supply markets
- Advanced analytical skills (cost models, benchmarking, supplier risk)
- Computer literacy: SAP MM, BW, MS Office and GEP is a plus
- Local language (NL) and fluent in English, ability in other European languages is an advantage
