The INEOS Joliet facility was originally constructed by Amoco starting in 1957. It currently manufactures two separate chemical intermediate product lines which share an integrated utility and wastewater treatment units with a capacity equal to a city of 200,000 people. At our ~775-acre site in Channahon, Illinois (about 40 miles southwest of Chicago) we produce three products - Purified Isophthalic Acid (PIA) and Maleic Anhydride (MAN). Several of the technologies used on site were originally developed by Amoco at the site.
Main Purpose
The Area Inspector plans & delivers mechanical integrity inspections of piping, vessels, and tanks to achieve full compliance with legal requirements, site inspection standards and business goals for asset integrity, costs and productivity. The Area Inspector must also be able to explain the differences between “regulatory requirements”, “corporate requirements”, and “best practices” as they apply to the fixed equipment in their area to allow the Asset Owners to make appropriate decisions with the equipment.
The primary focus is daily support to the assigned area to ensure mechanical integrity issues are identified prior to a loss of containment of the pressure boundary. This includes providing timely reports/notifications to assigned asset areas of any inspection findings to elevate current issues and implement changes to prevent future events.
The Area Inspector is a Safety & Compliance Sensitive positions that reports to the Chief Inspector.
Responsibilities & Accountabilities
- Ensure compliance for all Fixed Equipment with regulatory due dates in assigned area.
- Adhere to the Illinois Boiler and Pressure Vessel Safety Act, Rules and Regulations.
- Adhere to the INEOS Joliet Fixed Equipment Quality Control Manual.
- Adhere to NFPA requirements for firewater storage tanks.
- Adhere to 33CFR156, Coast Guard requirement if assigned to the Utilities unit.
- No compliance dates should become overdue without prior approvals required by site leadership and/or (where applicable) regulatory agencies.
- Perform pressure vessel inspections per API 510 in assigned area.
- Perform piping inspections per API 570 in assigned area.
- Manage & approve Non-destructive examination results provided by contract examiners for equipment in assigned area.
- Ensure company specific integrity management requirements are implemented and followed in assigned area.
- Follow the requirements of the companies Fixed Equipment Mechanical Integrity Policy
- Support management of corrosion under insulation, structures inspections, lift inspections & other contractor supplied inspection programs within assigned area.
- Complete relevant inspections metrics during monthly reporting cycle.
- Ensure that Equipment Owners are advised on a quarterly basis of upcoming due dates within 2-yr window.
- Ensure any inspections performed, in the area assigned, are performed per the applicable codes, standards, and/or INEOS Joliet Inspection Program documents.
- The inspector takes a proactive approach to ensuring they are knowledgably in the current codes, standards, and/or INEOS Joliet Inspection Programs and they are being executed properly. (i.e. Structural Inspection, CUI, PSV, etc.)
- Maintain certifications in API 510, 570. API 653, NBIC certifications are encouraged but not required.
- Ensure repairs to fixed equipment within assigned area meet applicable industry codes & standards, site specific engineering specifications & standards, or recognized and generally accepted good engineering practices.
- In coordination with the site mechanical engineer, clear written scopes are to be issued for any regulatory covered repairs to Fixed Equipment with reference to the appropriate codes & standards.
- The inspector is engaged in repairs and is pro-active towards assuring that the execution team fully understands they must seek the inspector’s approval for deviation from the inspector’s scope.
- Ensure fixed equipment inspection records are accurate and updated in a timely manner after inspections and repairs.
- Act as the information owner for the corrosivity data for their respective process units.
- Perform 200 regulator & non-regulatory inspections per year.
- Perform equipment failure inspections, participate in root cause analysis & provide code/non-code repair recommendations for the area assigned.
- Coordinate the NDT inspection services for both repairs to equipment and to perform the code required data gathering in the area assigned.
Skills & Knowledge Required
Education/Experience
- Associate’s Degree
- Minimum 5 years working experience completing inspects in process plant environments.
- Certifications in API510 Pressure Vessel Inspector and API570 Piping Inspector required. API 653 and NBIC Certifications are a plus.
- Working knowledge of mechanical design codes and their application in petrochemical industries and within a PSM regulated facility.
- Good working knowledge of routine non-destructive testing techniques and an appreciation of specialized NDT techniques, actual certifications are preferred but not required.
- Basic knowledge of fabrication, maintenance and operation process piping, pressure vessels, tanks, and pressure relief systems.
- Ability to work in a fast-paced 24/7 environment
- Advanced computer skills in spreadsheets, word processing, and database software
- Must have a strong, demonstrated commitment to safety
- Excellent interpersonal skills and advanced communication skills, both written and verbal
- Must be able to obtain a TWIC card.
Physical Requirements:
Must be able to work in a variety of environments that include both fieldwork and deskwork. Minimum requirements include:
- Maintaining constant awareness of personal safety and the safety of all other personnel. This includes knowledge of unit operation, procedures, and rules.
- Being able to work in a safety sensitive environment that includes large rotating equipment and hazardous chemicals.
- Ability to appropriately deal with multiple & changing site priorities.
- Must be able to withstand both winter and summer temperatures while wearing the appropriate personal protective equipment.
- In addition, must be comfortable working in a loud environment that could include exposure to fumes / odors or vibration from surrounding equipment.
- Being able to ascend and descend a barrel ladder with continuous vertical length of up to 35 feet.
- Being able to climb and descend stairs up to a total structure height of +100 feet.
- Being able to operate and work at heights out of a man lift.
- Being physically able to wear and navigate through the unit with a respirator if needed.
- Being able to pick up a 50 lb object, such as a fire extinguisher or a large book/binder.
- Strong capability of conscious mental effort or concentration required. Complexity of tasks is high due to uncertainty and unpredictability, in the plant setting, and in a plant outage. Considerable attention required, possibly for extended periods of time.
This role is a 40-hour week, day schedule; however, overtime may be required as needed in addition to being available for the evening and weekend call-out schedule.
