Business Context: 

Headquartered in League City, TX, INEOS Olefins and Polymers USA is one of the largest producers of Olefins and Polyolefins in North America.  Ineos produces high-density polyethylene and polypropylene from one of its manufacturing locations at Battleground Manufacturing Complex.

The O&P USA business includes the product lines Ethylene, Propylene, Butadiene, Polypropylene and Polyethylene.  Manufacturing sites include Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (La Porte, TX), and Carson (Carson, CA), with a division office in League City, TX.   

The Main Purpose of the Role: 

The primary function of this position is to serve as the single point of accountability for the planning and execution of maintenance turnarounds at the relevant facility.  The incumbent will be responsible for coordinating the activities of contractors and INEOS personnel in order to ensure that defined turnaround goals, including safety, environmental, duration and cost are achieved.  This is a key influencing job within the sites and contractor organizations and has a significant influence on Business safety, costs, and reliability performance.

This position will also be responsible for leading a team of Job Representatives whose duties consist of ensuring safe and efficient execution of all TAR planning and execution activities.

This position will be the formal deputy for the INEOS O&P USA Business TAR Manager.

Responsibilities AND Accountabilities

Accountability 1Turnaround Planning – For each discrete TAR and in accordance with all established Business processes, procedures and standards, deliver the development, communication, and achievement of turnaround goals and objectives.

  • Clearly define the turnaround organization and roles, responsibilities, and interfaces between the required turnaround participants.
  • Provide leadership and guidance to the turnaround team and all participants during the planning and execution phases of the turnaround. 
  • Develop a milestone schedule, assigning responsibility for each step to the appropriate person, monitoring progress against this schedule, and intervening where necessary to resolve issues and keep the planning effort on track.
  • Work with the turnaround team to prioritize the work list, identify long delivery items, identify RV testing and equipment inspection requirements, identify specialty contractor and shop needs, develop job plans, cost estimates, LOTO/blind lists, Operations staffing plans, special job procedures, and Job Safety Analyses.
  • Develop a staffing and contracting plan for the turnaround which ensures the staffing of all jobs with qualified and competent personnel.
  • Ensure contingency plans exist for all critical personnel and contracting organizations working critical path scope.
  • Lead implementation of an SHE management plan for the turnaround.
  • Work with Turnaround Scheduling personnel and Capital Projects to develop a consolidated turnaround schedule which includes all operations, maintenance, and project tasks.
  • Identify the need for and appointing of Job Representatives to oversee all pre-, during- and post-TAR scope.
  • Ensure that a process for controlling scope changes is in place.  This includes ensuring that any post-cutoff date changes to scope or schedule are approved by the appropriate authority.

Accountability 2:   Co-ordinate all elements of TAR execution

  • During execution of the turnaround, the incumbent must monitor and manage all elements of the turnaround, including Safety, Environmental, Security, Cost, Schedule, Inspection and Work Quality.
  • Conduct daily update meetings to track progress and address issues.
  • Intervene wherever necessary to prevent and deal with safety, cost, and schedule problems.
  • Communicate turnaround progress, status, issues, concerns and requests to relevant stakeholders.
  • Within the overall quality assurance plan for the TAR, ensure that the pre-commissioning process has been completed prior to formal handover to Operations for PSSR completion and commissioning.
  • Ensure that all post turnaround work and demobilization is completed in a safe and timely manner.
  • Complete a post-TAR evaluation, recommending changes to Business standards, practices and ways of working to INEOS TAR / Site management and contractors.
  • Document key information which will assist in the planning of future outages.

Accountability 3:  Contractor Management Process

  • Ensure expectations, policies, and procedures are adequately communicated.
  • Ensure safety audits and performance reviews are completed for contract companies.
  • Ensure staffing levels, overtime, cost to budgets and quality of work is monitored.

Skills & Knowledge Required

Education/Experience

  • Minimum of fifteen years experience in a petrochemical or refining facility, preferably in the maintenance or operations areas, including field experience with turnarounds.
  • Proven ability to effectively build relationships at all levels of the organization and to manage external as well as internal resources.
  • Proven ability to influence with/without direct control.

Skills/Competencies

  • Ensures safety is core in all own and others’ activities.
  • Expert knowledge of safety management systems in field work planning and execution.
  • Expertise in work scheduling, planning and execution processes (TAR, maintenance, operations and capital projects).
  • Written and verbal communication at all levels of the organization (internal and external).
  • Experience of contractor contract negotiations.
  • Building effective teams across functional boundaries.
  • Leadership and conflict resolution.
  • Knowledge of safety, maintenance, and operations management systems.
  • Strong bias for action, confidently driving self and others to deliver, often in pressured situations.
