Organizational context and job purpose

Business Context: 

Headquartered in League City, TX, INEOS Olefins and Polymers USA is one of the largest producers of Olefins and Polyolefins in North America.  Ineos produces high-density polyethylene and polypropylene from one of its manufacturing locations at Battleground Manufacturing Complex.

The O&P USA business includes the product lines Ethylene, Propylene, Butadiene, Polypropylene and Polyethylene.  Manufacturing sites include Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (La Porte, TX), and Carson (Carson, CA), with a division office in League City, TX.   

The Main Purpose of the Role: 

The Site Execution Lead is responsible for ensuring approved Capital Turnaround projects in the business plan are completed safely per approved scope, budget, and schedule.

This position has accountability, in keeping with the INEOS Responsible Care principles and ethics, for all aspects of the field construction work in the Plant, including field mobilization readiness of construction contractors, safety/environmental performance, directions and priorities for Ineos and contractors field execution team, cost control, and quality assurance of the mechanically completed work.

This position will embrace and promote the INEOS 20 safety principles.

Responsibilities AND Accountabilities

Accountability 1:  Validate planned scope and execution schedule prior to full scope sanction by Exco

  • Review and validate clarity of work scope
  • Visit job location and field verify
  • Modify, develop work plans that maximize safe/efficient/effective use of resources

Accountability 2:  Ensure pre-TAR mobilization readiness

  • Ensure site logistics infrastructure are ready for on-site contractors mobilization
  • Ensure HSE field execution plan is implemented prior to field execution
  • Validate tagged equipment, bulk materials and construction equipment on-site need dates are per schedule

Accountability 3:  Function as Safety lead for the event

  • Audit safety on-boarding plan for effectiveness
  • Lead daily safety meetings with support from HSE function to highlights current data, mitigation plans and focus on that day’s work
  • Participate in BSP and lead by examples
  • Develop HSE mitigation plan as required

Accountability 4:  Ensure progress reporting by construction contractors are completed according to the Project Controls plan

  • Review daily and weekly progress reports and evaluate risks against approved budget and schedule
  • Lead change management process during field execution according to DoA
  • Lead 3 days, 7 days, major milestones schedule look-ahead in daily progress meetings
  • Develop cost and schedule risk mitigation plan as required

Accountability 5:  Ensure Quality Assurance surveillance program are executed per plan

  • Review schedule performance metrics on inspection hold points and turn-over packages and develop mitigation measures as required with QA Lead
  • Lead execution schedule transition from mechanical completion to commissioning support
  • Ensure PSSR are executed according to plan

Accountability 6:  Complete lessons learned process 90 days after feed-in

  • Validate completed work scope according to plan
  • Ensure publication of final HSE performance report including procedures deviations lessons learned for continuous improvement to site’s practices
  • Ensure publication of final QA performance report including non-conformance deviations lessons learned for continuous improvement to site’s practices
  • Ensure completed transfer of required maintenance, reliability, operations data to the respective functions
  • Baseline scope of work for the next TAR and ensure execution schedule reflect the same

Skills & Knowledge Required

Education/Experience

  • High school diploma required; 2-year technical degree preferred
  • Minimum 10 years in a refinery/chemicals maintenance, construction or turnaround environment
  • Minimum 5 years in turnaround field execution roles, preferably in a lead function

Skills/Competencies

Technical Skills

  • Ability to demonstrate strong working knowledge of process and personal safety and health practices applicable in the petrochemical industry. This includes energy isolation, lockout tagout, work permitting, confined space entry, working from heights, hazard communication, lifting and hoisting, incident reporting and investigation, and PSM.
  • Ability to read P&IDs and equipment datasheets
  • Be able to read and understand technical drawings and documentation associated with production equipment, vessels, tankage and other process equipment
  • Familiarity of industrial static and rotating equipment inspection, maintenance, and repair techniques
  • Familiarity of industrial I&E equipment inspection, maintenance, and repair techniques
  • Working knowledge of safe rigging and lifting operations
  • Demonstrated capabilities to assess work sequencing, optimize work planning, scheduling, and cost
  • Knowledge and experience in TAR schedule optimization

Key Skills & Knowledge

  • Knowledge of safety, maintenance, and operations management systems
  • Working understanding of construction contracts types, terms and conditions, and administration
  • Be able to communicate effectively both orally and written to all levels of the organizations within an operations, maintenance, and reliability/inspection departments in a chemicals manufacturing facility
  • Ability to manage work priorities to deliver performance improvements and reliability in a demanding work environment
  • Good analytical and organizational skills,

  • Proficient in use of standard office productivity tools such as MS Office suite
  • Familiarity of SAP PM and PS modules functionality
