Turnaround Shutdown Manager

We’re looking for a Turaround Shutdown Manager to join the INEOS Acetyls team.

You will be based at the Hull site, which is the largest producer of acetic acid, acetic anhydride and ethyl acetate in Europe. The products we produce are essential building blocks used in almost every industry, including renewable power, automotive, pharmaceuticals, coatings and textiles.

The opportunity

The primary function of this position is to serve as the single point of responsibility for the readiness planning and execution of scheduled turnarounds on all INEOS Acetyls owned and operated assets at the Hull site. The incumbent will be responsible for coordinating the activities of both INEOS Staff and Agency or Third Party contractors in order to ensure that defined turnaround goals (SHE, Schedule, Quality & Cost) are achieved.

Reporting to the Site Asset Support Manager, this is a key role and has a significant influence on Business safety, costs, and reliability performance. The successful candidate would sit on the Asset Support Leadership Team and work closely with relevant Asset Manager’s to ensure successful outcomes.

Accountability 1

Turnaround Planning, Estimation and Scheduling:

In accordance with all established INEOS Acetyls Business processes, procedures and standards, deliver the TAR Prep plan in a quality manner, in accordance with agreed prep milestones.

  • Ensure all SHE requirements are put in place in a timely manner including but not limited to all CDM2015 requirements of the role, methods in place to design for safety, TAR SHE Strategy, all relevant SSO’s or Technical practices are adhered to. In this role the successful candidate will be owner and custodian of several Site standing orders.
  • Clearly define the turnaround organisation roles, responsibilities, and interfaces between the required turnaround participants.
  • Provide leadership and guidance to the TAR team and all TAR participants during the planning and execution phases of the turnaround.
  • Ensure the JTD planning and scheduling progress follow the established completion milestones and intervene where necessary to resolve issues. Delivery of fully optimised resource loaded schedule including system handback profile.
  • Ensure critical elements of the scope of work are identified and communicated to the wider team and with their team input to ensure optimum outcome.
  • Develop and execute suitable and sufficient Pre-During and Post TAR welfare, logistics, pre-TAR scaffolding, pre-Rigging and facilities plan and ensure that they are fully in place and effective prior to the TAR start date.
  • Implement a process to ensure all Materials arrive on site no later than 1 months from the start of TAR.
  • Implement a process to ensure that all service contracts are in place well before the TAR to ensure security of supply with optimal contract mechanisms in place to ensure their performance.
  • Develop an accurate and timely TAR cost estimate at each stage gate of the TAR.
  • Ensure suitable and sufficient in event reporting structures are in place to accurately track and monitor in event TAR performance.
  • Develop a pre-during and post-TAR Organisation considering staffing and contracting plan for the turnaround such to ensure all roles are filled with suitably with qualified and competent personnel.
  • Ensure contingency plans exist for all critical personnel and contracting are in place to minimise any potential impact to the TAR objectives.
  • Lead implementation of a suitable and sufficient SHE management plan that correspond to the scope of work with proactive mitigation of risks to persons, environment, and company assets. This plan will also need to ensure all site and business requirements are achieved to ensure zero incidents, zero Life saving rule violations.
  • Work with relevant Project Teams/Leads to develop a single “master” turnaround execution schedule and ensure optimal resources are available to complete the work in a safe and efficient manner.

Accountability 2

Co-ordinate all elements of TAR execution:

  • Lead the overall TAR Organisation to deliver the TAR Objectives.
  • During execution of the turnaround, effectively monitor and manage all elements of the turnaround, including Safety, Environmental, Security, Cost, Schedule, Inspection and Quality.
  • Conduct daily update meetings to track progress and address issues.
  • Ensure compliance with the site scope changes process, offering knowledgeable and reasonable challenge to ensure only scope is undertaken that in line with the TAR Objectives document. This includes ensuring that any post-cut off date changes to scope or schedule are approved by the appropriate authority.
  • Intervene wherever necessary to prevent and quickly respond to arising problems (SHE, Schedule, Quality, Cost).
  • Communicate turnaround progress, status, issues, concerns and requests to all relevant stakeholders.
  • Produce accurate and timely daily summary reports and weekly steering team information to the Site leadership team.
  • Ensure that accurate and timely completions process is in place. Arrange for suitable and sufficient proactive auditing/monitoring of this system to ensure this is right first-time, every-time to avoid potential process safety risks.
  • Ensure that all post turnaround work and demobilization is completed in a safe and timely manner.
  • Complete a post-TAR evaluation lessons-learnt, recommending changes to standards, practices and ways of working to INEOS TAR / Site management and contractors.
  • Ensure the TAR daily flow is working in an effective manner such that effective communication takes place between relevant teams & individuals.
  • Document key information which will assist in the planning of future Turnarounds.

Contractor Management Process:

  • Be Contract owner for Major Mechanical and Fabrication Contracts
  • Ensure accurate technical specifications and tender information is delivered to the Procurement team for TAR contracts such to ensure correct contracting strategies and mechanisms are selected to deliver vendor performance and de-risk INEOS.
  • Ensure safety audits and performance reviews are completed for contract companies.
  • Ensure all requirements of the Management of Contractors Site Standing Order are complied with.
  • Ensure labour levels, overtime, cost and quality of work is monitored and intervene in a timely and effective manner when drift is identified.

Level of Education & Experience:

  • Bachelor degree level in Engineering, Construction or Project Management
  • Ideally minimum of 10 years experience in a petrochemical or refining facility, preferably in the Turnaround maintenance, major projects or operations areas, including field experience
  • Formal Project Management training desirable (e.g. APMP etc.)
  • IT literate with strong presentation skills
  • Proven ability to effectively build relationships at all levels of the organization and to manage external as well as internal resources
  • Proven ability to work independently and influence with/without direct control

Technical Skills:

  • Demonstrable knowledge & experience of safety management systems in field work planning and execution
  • Expertise in work scheduling, planning and execution processes (TAR, maintenance, operations and capital projects)
  • Written and verbal communciation and all levels of the organsiation (internal and external), including effetive presentation skills
  • Experience of contractor contract negotiations and performance management
  • Building effective teams across functional boundaries
  • Leadership and conflict resolution
  • Knowledge of safety, maintenance, and operations management systems
  • Strong bias for action, confidently driving self and others to deliver, often in pressured situations
