The O&P USA business includes the product lines Ethylene, Propylene, Butadiene, Polypropylene and Polyethylene. Manufacturing sites include Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (LA Porte, TX), and Carson, (Carson, CA), with a division office in League City, TX.
The Main Purpose of the Role:
We are looking for a Turnaround Manager for INEOS Olefins & Polymers USA, supporting sites in Alvin, TX; LaPorte, TX; Hobbs, NM and Carson, CA.
The TAR Manager is accountable for the safe and efficient planning, scheduling, cost control, execution, follow-up and documentation of all turnaround events. This position manages all elements of all TARs across the entire Business, from front-end planning and preparation through execution phases, as well as post-TAR lessons learned to drive continuous improvement. This position is accountable for leading the central TAR team and wider organization to achieve defined milestones around safety, environmental, outage duration, cost, quality and driving continual improvement in our processes over a significant, rolling TAR program. Ultimately the TAR Manager is accountable for these Business critical deliverables.
Management and leadership of a team of in-house and contract personnel, as well co-ordination of other INEOS Asset / Functional and Contractor-partner personnel is the key accountability of the role. The TAR Manager will develop and maintain an effectively trained and motivated team of individuals with technical expertise to provide TAR planning, scheduling, cost monitoring, and field execution. The TAR Manager must also build and maintain effective, trusting relationships with relevant Asset / Functional personnel at both a strategic and tactical levels.
Responsibilities AND Accountabilities
This role is accountable for delivering the Business rolling TAR program to meet committed targets on safety, environmental, quality, cost and schedule, and therefore has a shared accountability for subsequent unit performance. Safety, Health & Environmental Stewardship
This position must commit to and deliver all activities that secure safe delivery of TAR events. As a senior leader in the organization, the post holder must continually demonstrate the standards, behaviours and commitment required to meet the Business SHE expectations. This role will:
- Champion the 20 Principles and Life Saving Rules, ensuring the understanding and application of these principles and other SHE policies and procedures within their team and all involved in planning and execution of the TAR program.
- Appropriately resource the organization, both short and long-term to ensure all SHE requirements are consistently delivered to the relevant standard. Resource plans must cover TAR, Asset and contractor organizations.
- Proactively engage with Contractor partners to ensure they understand our safety expectations and that they commit and deliver relevant action plans to ensure safe delivery of their contracted scope during planning and execution phases of the TAR.
- Implement, lead delivery of and maintain a safety management system for all TAR activity that is entirely consistent with Business and Asset standards, procedures and protocols.
- Support long-term integrity management of the Assets through delivery of all scheduled work using Business certified standards, practices and procedures. Ensure delivery of a robust Quality Assurance protocol to guarantee completion of all work to the agreed standard prior to handback to the Asset owner.
Planning and Execution
- Secure and manage all resources required in the planning and execution phases of the multiple Site / location rolling TAR program.
- Overview all TAR scope (TAR, maintenance, capital projects) to ensure timely provision of resources, services and materials for all scope being delivered in the lead-up to and during the actual execution of the TAR itself.
- Develop the material procurement and service contracting strategies for the rolling cross Site TAR program that captures synergies with Capital project execution activities. Develop and maintain effective relationships with key suppliers of parts, services, and labor to ensure all supply chain risks are continually minimized and synergies / opportunities maximized.
- Develop standardized processes and procedures for all aspects of TAR planning, execution and control. Capture learnings from each TAR and adapt the TAR management system to incorporate the insights to deliver continuous improvement.
- Deliver a TAR milestone plan for each outage and monitor progress during pre-TAR, TAR execution, and post-TAR phases. Drive the entire organization to deliver to specified standards and commitments. React as appropriate to ensure delivery to Safety, quality, cost and schedule commitments. On the required frequency update all stakeholders on performance versus committed plans.
- Look beyond the in-year TAR events to ensure optimal deliver of the rolling Business TAR program and associated commitments.
Activity and Relationship Management
- Ensure robust supervision of all field activities to drive delivery safely and efficiently to plan.
- Ensure coordination of all contractors and their subcontractors to optimize delivery versus the plan.
- Build long-term relationships with external organizations such as TAR planning & scheduling companies, exchanger pulling/cleaning, tower work contractors, etc. to maximize long-term TAR execution performance and INEOS cost optimization.
- Drive INEOS procurement activities to ensure delivery of strategic through tactical objectives across the TAR program.
Cost Control, Reporting & Continuous Improvement
- Work with all relevant Business stakeholders to set the optimum multi-year TAR program / schedule and update that schedule and delivery plan as driven by Business requirements / events.
- Implement effective control mechanisms to allow full control of INEOS and contractor-partner resources to ensure delivery to committed schedules and budgets. Ensure sufficient knowledgeable field presence to allow detailed analysis of plan versus actual performance on an ongoing basis.
- Ensure appropriate allocation of all planning and execution costs to the relevant cost centers.
- With site / Asset leadership, agree relevant working patterns, cost and duration targets for the TAR and ensure delivery to them.
- During TAR execution, provide management oversight to monitor, communicate progress, and adjust plans if required on a daily basis.
- Ensure accurate cost and schedule tracking and forecasting to allow updating of Business financial outlook on an as required frequency.
- Facilitate periodic auditing of TAR cost settlements and communicate status to relevant stakeholders.
- Conduct TAR post-audits and lessons learned sessions to deliver continuous improvement in TAR planning and execution capabilities.
Skills & Knowledge Required
Level of Education & Experience in general
- B.S. Degree in Engineering (Mechanical, Chemical, Electrical, or related).
- Petrochemical or Refining industry experience (minimum 15 years) having held senior positions such as Asset Operations management, Asset Maintenance management and / or large Capital Project Management.
- Minimum of 10 years of TAR experience preferred or integral participation in at least 4 major TARs ($10m or greater).
- Broad knowledge of integrated site manufacturing operations and technologies.
- Proven line management and leadership capabilities with demonstrated ability to lead organizations out-with direct line control.
- Demonstrated ability to manage complex 3rd party interfaces, including successful contract construction and negotiation.
Skills and Competencies
- Proven expertise in developing strategies for highly visible, cross-functional, high risk projects with significant business impact.
- Knowledge of engineering contracting and project execution contracting/strategy is a key competency.
- Ability to create complex multi-discipline work process that span across all functions of both internal and external organizations.

Technical Skills
- Experienced and skilled in cost, estimating and schedule management.
- Understanding and experience of purchasing/procurement.
