INEOS Grangemouth are looking for a Technical Clerk to join our Pipelines team. This role helps to ensure the integrity and availability of the cross country pipelines is maintained through the provision of Technical clerk support to the pipeline team primarily in terms of operations management and wayleave awareness; interfaces, communications and, reporting on issues and performance. 

Principle Accountabilities

  • Consult with, advise and instruct external 3rd party’s who contact the Pipeline Office and provide guidance on legal requirements and INEOS specific conditions and restrictions for work within pipeline exclusion zones. Arrange support from Pipelines Specialists for any works that are deemed to impact the pipelines. Provide maps and other relevant information upon request.
  • Organise and participate in Pipeline awareness events, providing important information to a wide cross section of people, businesses and organizations outside of INEOS. In ensuring key information is understood by all involved, the likelihood of 3rd party damage to INEOS pipelines is reduced. 
  • Provide first line response to emergency telephone calls to Pipelines Office 0800 phone line during normal office hours. Advise callers of the correct requirements for work inside the Pipeline wayleave & Consultation Zones in a clear and concise manner.  Ensure the correct mobilization of the IMT and Pipeline Emergency Response Office (PERO). Provide callers with clear and concise safety information.  
  • Analyse and identify appropriate responses to 3rd party works submitted via the Internet based Scottish Road Works Register (SRWR) and Linesearch facility to determine if they impact on any pipeline in the network. Provide comments, requests for feedback information and follow up works to ensure the 3rd party’s carry the work out with appropriate pipeline team involvement.
  • Input INEOS Works to the Scottish Road Works Register (SRWR) as required. 
  • Review, respond to and update records for routine Land Use Planning Applications from the various local authorities for developments along pipeline network.  Report to the Pipeline Manager on more complex land use planning issues.
  • Schedule and organize the Landowner and 3rd party annual visit programmes to promote pipeline   awareness to these parties and reduce the potential for 3rd party damage to the pipeline. (Includes, issuing a plan, organising the visits, reporting and update the landowner record files). 
  • Collate and distribute four cross country pipeline monthly reports to respective relevant managers at INEOS Grangemouth, and SLA partner companies in order to keep them briefed on the team performance and pipeline issues.
  • Collate information, develop and assist delivery of the pipeline teams KPI power-point slide reports as per performance contract to the Central Operations Manager, and SLA partner companies. 
  • Analyse monthly Pipeline Team expenditure and report findings to Pipeline Team Leader. Provide guidance to the Pipeline Team Leader on misallocations, cost transfers and update the site Business Analysts with corrected information as required. (Pipelines costs are charged to six different organizations/businesses in a variety of complex allocations)
  • Responsible for the pipeline Geographical Information System (GIS). Ensure all updates are applied to all team members.
  • Represent INEOS at 5 Local Authority Road Authority and Utility Committee (RAUC) meetings (Central, Fife, West Lothian, Borders and West of Scotland) along with Scottish Water, Scottish Gas Networks, BEAR, BT, Virgin etc. Provide guidance and recommendations on legal aspects and INEOS specific requirements for work in close proximity to the Pipeline network. Network with all participants to ensure all proposed and planned works do not conflict with INEOS pipeline interests.  Deliver Pipelines awareness presentations to all of the above as and when required.
  • Produce and distribute Pipeline annual newsletter, pipeline safety information and awareness literature to landowners across the pipeline network.
  • Review Training records of team, identify training requirements, organise relevant Training Courses and update Team competency matrix.

Special Features

The Cross Country Pipeline Technical Clerk role involves interfacing with a wide number of people, both internal and external to the site and from a broad range of diverse organisations.  This includes, Landowners, other petrochemical companies, Police and Fire Emergency services, Local Authority Planners, utility companies etc.

  • The post holder must have the confidence and knowledge to represent the company with 3rd parties external to the site (mentioned above) who carry out work near to the pipelines or have other involvement with pipeline operations. The post holder is required to advise 3rd parties on a wide range of pipelines matters and provide them with appropriate information that will ensure any activities undertaken by the 3rd parties meet with INEOS conditions and restrictions and appropriate involvement by INEOS is assured. In doing so INEOS gains assurance that any decisions or discussions made will not impact on the company reputation, or the pipeline integrity and availability.
  • The post holder must be able to work externally to and remote from the site with no immediate supervision, to have the confidence to make the correct decision(s) to ensure company reputation as well as pipeline integrity and availability are protected at all times. 
  • The post holder provides Incident Management Team support on an on-call roster for the site as a whole.  The Post holder must be prepared to respond 24 hours. 
  • Post holder should be capable of dealing and taking action on routine issues outwith their normal experience.  They must also be prepared to effectively manage a number of different requests and issues at any one time and to priorities accordingly. 

Qualifications, Knowledge and Skills

  • The post holder requires to have an HNC in Business & Administration have a minimum of 5 years experience in a Technical Clerk Role or Senior Administration role on site and be fully conversant with computer packages and the use of the Internet.
  • Post holder should have the experience and confidence to represent INEOS at a variety of forums with a range of different organizations and members of the public.
  • Post holder must be highly responsible, have a good & manner, be adaptable and able to undertake a variety of different tasks outwith their normal area of expertise.  They should also have an awareness of pipeline maintenance and wayleave management practices.
  • Post holder must have a knowledge and understanding of HSE requirements applied to working on a remote pipeline asset especially working with contractors.
  • Post holder must  have a good working knowledge of the Maximo maintenance management system. 
  • Post holder must have experience of managing budgets and the ability to control costs tightly.
  • Post holder must be competent in Word, Excel, Powerpoint, Lotus Notes, Business Objects, Pipeline Mapping System, and external supports systems –i.e. SRWR & Linesearch.
