TAR I E Engineer

The Acetyls Business Unit is one of the world's leading manufacturers of acetic acid and its derivatives, and owns & deploys its leading technology in Europe, Asia and US.
 
INEOS Hull Site is the European manufacturing facility for the Acetyls Business Unit and is of significant strategic importance to the Global Business, with a focus on Manufacturing Petrochemicals as well as Research & Technology. Our core product range is Acetic Acid and Acetic Anhydride.

This role works within the TAR team; who are accountable for the preparation and execution of Turnarounds for all INEOS Hull production assets. Turnaround activity accounts for a significant proportion of the organisation’s maintenance and Capital investment. Safety, Schedule, Quality and Cost are critical deliverables. The role provides Instrument and Electrical Engineering technical discipline support as part of a team of multi-discipline engineers dedicated to supporting the TAR's on all plants. They provide technical input associated with their core discipline, as well as engagement in broader cross-discipline activities to develop understanding and appreciation of other discipline sets.

Ensuring compliance with HSSE standards and expectations set through the INEOS group, and fostering a “Believe in Zero” culture.

As TAR I&E engineer work closely with the Asset Team to ensure the asset has a coherent plan for the planning, preparation and delivery of successful TAR's;

Working with asset teams to develop TAR scopes – offers challenge to areas and items of scope that are not aligned to the approved TAR Objectives document.

Accountabilities:

  • Ensure all TAR I&E statutory, integrity and Preventative requirements are fulfilled via the TAR worklist.
  • Identify optimal methods and techniques to provide safe and efficient TAR scope delivery.
  • Work with the Asset and where applicable Inspection teams to ensure that all inspection, test and written scheme requirements are optimised without detriment to plant integrity. (in both deferral opportunities and delivery scope reduced as much as possible e.g. non/less intrusive inspection)
  • Ensure that all TAR E&I equipment items meet the various Hull Site specifications.
  • Liaise with the Site Analyser Engineer to ensure complete and optimised scopes
  • Ensure all works comply with the Hull SSO’s IEAP’s, INEOS IGGN’s or fully approved concession in place.
  • Primary contact for E&I equipment and consumables including Control valves and associated spares kits etc. Maintains an updated and accurate TAR equipment and materials tracker.
  • Provide discipline engineering expertise and input to mid & long term TAR activities, these may include projects and the HAZOP/LOPA programs;
  • Incorporate lessons learnt from previous TAR’s to ensure successful TAR Delivery for the Hull site.
  • Work with the TAR Mechanical Engineer to participate in the TAR readiness actions and close outs
  • Lead the TAR Scope Optimization process for I&E Workscopes inc. HV and Control Valve scopes.
  • Support / Review and approval of JTD and final work packages
  • Generate JTD’s as required 
  • Support / Review compilation of TAR execution procedures A4 2024 TAR
  • Attend Applicable TAR Core Team Meetings, TAR Contractor Strategy Meetings, TAR Constructability Reviews, TAR Schedule Optimization Sessions, TAR Peer Reviews, TAR Cost Reviews
  • Define Scope of Work, produce Scope Definition Documents
  • Identify and develop scopes for ordering of long lead material items
  • Develop final engineering work scopes
  • Single Point Accountability (SPA) for Control Valves, CV re-certs, Instrument and Electrical equipment specification and delivery.
  • Accountable for responding to E&I technical queries from the Contractor supply chain
  • Coordinate with TAR planning on integration needs (IFC package quality, contractor selection, procurement, cost allocation, etc.).
  • Identify Long Lead Materials and work with Procurement to place orders within lead times to ensure all materials arrive on-site at least 1 month prior to Feed off.
  • Actively participate in the SIMOPS reviews and assist in risk mitigation
  • Liaison with OEM / equipment vendor / contractor to obtain drawings / datasheets / method statements / manuals to support the work packages
  • Contribute towards TAR Lessons learnt process and own a number of improvement projects to increase Hull Site TAR performance.

Technical Skills:

  • Degree qualified or Time-served apprenticeship with significant proven and relevant experience within an Upper Tier COMAH Manufacturing site within the Petrochemical, Oil & Gas or Power Generation industries.
  • Proven experience in R&M/Projects/TAR roles.
  • Experience of petrochemical and/or refinery process equipment, reliability, damage mechanisms and failure modes;  
  • Understanding of maintenance strategies and integrity management principles;  
  • Performance bias;  Ability to balance conflicting demands in a continuously developing environment;     

    Behavioral Skills:

  • Strong accuracy and analytical skills.
  • Posses the ability to effectively communicate and influence both internal and external (e.g. suppliers/vendors etc.) stakeholders, Technician teams, Operations & Asset team.
  • Self starter working effectively with ad hoc multi disciplinary teams.
  • Strong organisational skills and the ability to react quickly and work to tight deadlines
  • Experience in streamlining and optimising existing processes is desirable. (Continuous Improvement)
  • TAR Execute Phase will require additional hours including weekend working on a 6&1 working pattern.
  • TAR Team Preparation compliance with INEOS Hull FEL prep activity schedule.
  • Compliance with all requirements of the site SSO’s, IEAP’s and INEOS GGN’s
  • Ensure TAR Objectives achieved in areas of SHE, Schedule, QA & Cost
