Organizational context and job purpose

The Chocolate Bayou Works site is located in Southeastern Texas about 40 miles south of Houston and consists of two Olefin units that produce approximately 3bn pounds/year of ethylene, 2 Polypropylene units that produce approximately 800m pounds/ year of polypropylene,  storage and transfer facilities at Stratton Ridge.  The site also provides knowledge sharing support and functional guidance through relationships with the PE / PP facilities at Battleground and the Hobbs gas processing facility in New Mexico, with the headquarters located in League City, TX. 

How the Role Fits In:

The Sr Rotating Reliability Engineer maintains and improves the safe operation, reliability and availability of rotating equipment systems throughout the site by the use of predictive and preventive maintenance programs, troubleshooting equipment problems, and ensuring equipment is properly overhauled and repaired and by using sound mechanical judgment.

The main goals of the Engineer are to safely maximize unit availability and minimize fixed costs associated with repairs to rotating equipment. This is accomplished by a combination of problem prevention and problem resolution techniques. Problem preventions techniques would include development and implementation of rotating equipment reliability plans such as proper startup and shutdown procedures, development of operating envelopes, defining condition monitoring tasks and resolving equipment vibration condition monitoring signatures and oil analysis results with corrective recommendations. 

Problem resolution techniques would include identification and resolution of repeat failures (either RCFAs or field troubleshooting), development of repair scopes and quality assurance verifications of equipment repairs and installations. The Engineer would work closely with the Reliability Group vibration specialists, unit mechanical specialists, unit maintenance personnel, operations and outside repair shops as a technical resource to ensure INEOS specifications are followed during repairs and installation of rotating equipment. As a technical resource, the Sr. Reliability Engineer would be expected to be able to champion the implementation of any recommended upgrades and/or equipment improvements.

This position also helps support the Capital Projects group with review of specifications for new equipment, bid  reviews, and installation guidelines for equipment including hold and witness points.  Notes, and providing technical support during TAR execution.

Responsibilities AND Accountabilities

Accountability 1:  SHE Stewardship

  • The position is accountable for understanding and putting into practice the INEOS 20 Principles.  Additionally, this position has a special responsibility to cascade the understanding of these principles throughout their work group.
  • Leads by example and ensures work group is in compliance with CBW SHE policies and procedures.
  • Leads the work group’s efforts in promoting and demonstrating safe behaviors through personal and team participation in SHE activities including incident investigations, HAZOP's, audits, observations, housekeeping and in reviewing team and others' safety incidents and near misses.
  • Ensure SHE delivery, compliance and self-verification processes for departmental maintenance activities.
  • Develop job plans that are logically sequenced for safe and efficient for work execution.  Key plan elements include:
    • required skill crafts and duration
    • required tools and equipment
    • optimal scheduling logic between operations
    • requisition for necessary parts and materials
    • task lists for repetitive jobs
    • accurate Bills of Material (BOM's) where appropriate
    • special instructions and required documentation such as QA/QC needs, piping schematics, safety such as hazard identification and mitigation as well as environmental compliance directives as applying to the specific work activities.

Accountability 2:  Engineering Duties

  • Responsibility for specific unusual maintenance budget projects as applicable, include developing project scope, design, bid specifications and budget estimates. 
  • Involvement with awarding the bid and assisting with the field execution of the project.
  • Coordination of safety kick-off meetings, Job safety analysis (JSA) reviews, schedule development and coordination of the project with other site resources. 
  • Assist the Reliability & Integrity Team Leader in monthly budget tracking and forecast updates.
  • Interact daily with maintenance supervision, maintenance resource teams, and maintenance Team Leaders, in addition Operations Unit Engineers, Operations Team Leaders and the Site Fixed and Rotating Equipment Reliability Groups.
  • Support Capital projects by providing input into initial scope reviews, project package IFA reviews and assisting with field execution. 
  • Develop work scopes and bid packages for unusual maintenance projects by working with Procurement to obtain quotes/bids and contractor selection; work closely with Job Reps on field execution.
  • Coordinate completion of Maintenance assigned HAZOP recommendations.
  • Participate as required in area Reliability Teams’ meetings to endure Top 10 Reliability lists identification and management; complete as necessary assigned unit reliability top ten list items.
  • Support Planning, staffing and managing labor & other resources under unit Turnaround/shutdown conditions (short timetable, multiple shifts, etc.).  
  • Preparation of plans and schedules for TAR events.
  • Coordinate efforts with site scheduling team to build Maintenance schedule with all operations, maintenance and project tasks.
  • It is expected that the Sr. Rotating Engineer will serve in the Maintenance Superintendent capacity as/when needed.

Skills & Knowledge Required

Required Education Requirements:

  • Bachelor’s degree in Engineering is required.  Mechanical Engineering degree is preferred.
  • At least five (5) years’ experience is required.  8 years’ experience is preferred.

Required Job Requirements:

  • Experience in an integrated chemical processing plant is preferred.
  • Previous polyolefins experience is preferred. 
  • Previous Six Sigma experience is preferred.
