Site Procurement Manager

Role synopsis:

The Site Procurement Manager is accountable for overall procurement delivery at the Cooper River site in Wando, South Carolina. As the site relationship owner for Manufacturing Procurement, the Site Procurement Manager must effectively liaise between site leadership,  Indirect Procurement and site end users to deliver best value to the business for all Procurement and Contracting issues. The Site Procurement Manager also provides direction, coaching, assisting in training and career development for site-based Procurement employees. The role currently has reporting responsibility to the Chief Procurement Officer and is also accountable to the Plant Manager. The Site Procurement Manager delivers value as a strategic business partner in a cross-functional team setting, influencing and guiding a broad range of stakeholders to optimum commercial benefit. The successful candidate will have demonstrated the ability to work effectively with a wide range of people, using a broad array of communication and influencing techniques and skills. The successful candidate must be able to effectively engage, influence and guide groups not under Procurement’s direct control.

Responsibilities and Accountabilities:

Principal Accountabilities:

  • Comply with all INEOS’s Health, Safety, Security and Environment (SHE) policies and procedures including, wearing of personal protective equipment (PPE); accident, injury, incident and near miss reporting; and the correct use of equipment
  • Comply with all SHE direction of the Plant Manager or SHE Manager
  • Participate in SHE training and discussions, workplace inspections and audits, and assist in the resolution of health and safety issues as required
  • Contribute to successful implementation of SHE programs and initiatives
  • Champion INEOS’s SHE aspirations for our suppliers and contractors

Help manage the performance of a procurement team, including:

  • provide mentoring, coaching and personal / career development for team members
  • ensure that all People Basics for the team are met in a quality manner
  • Develop with input for individual direct reports objectives and monitor/modify/interview as needed to ensure individual performance meets business needs.

Manage the procurement activity

  • Ensure effective communication and flow both upward and downward.
  • Allocate resources effectively, including mobilizing and de-mobilizing of contract resources seamlessly into the team
  • Manage and direct strategic procurement across the site, including ongoing implementation of the PSCM resource strategy to assure uninterrupted organizational capability.
  • Identify and manage third party spend needs for the site. This will include coordinating and collaborating with the Market Sector teams as well as addressing local requirements and Supplier Diversity.
  • Maintain strong key supplier relationships, including initial contracts and ongoing terms of reference.
  • Manage and communicate supplier performance in collaboration with site stakeholders.
  • Negotiate and manage significant supply arrangements; assist others with preparation and implementation of negotiation strategies.
  • Identify and manage the procurement related risks through development and execution of the supplier and procurement risk mitigation plans.
  • Create and direct strategic procurement initiatives designed to extract third party cost, service and quality improvements.
  • Employ financial analysis skills to evaluate supplier proposal pricing and develop flexible contractual pricing models which accommodate risk mitigation such as currency, inflation and scope changes.
  • Liaise with Legal to ensure the development and assessment of pertinent contractual terms and conditions to ensure risk to the business is mitigated.
  • Provide information and advice to key stakeholders on market trends, commodity cost drivers and cost control strategies.
  • Provide professional expertise in the development of solutions to procurement sourcing activities.
  • Ensure that purchase orders for all site procurement activities are issued in a timely manner.
  • Engage with Market Sector Managers and Petrochemical Category Managers and ensure the understanding and inclusion of all appropriate spend in Market Sector Strategies in the development of the Procurement Plan.
  • Interface with other regional and global procurement teams to identify and exploit synergies.
  • Contribute to the development and execution of the procurement transformation agenda to improve procurement related processes.
  • Ensure procurement savings realized through strategy implementation are accurately recorded monthly.
  • Manage the assurance of compliance to all INEOS policies and procedures, the Code of Conduct and ethics, site-specific standards, and policies, etc. extending this to third party contractors when appropriate.
  • Ensure procurement commitment authority is delegated in accordance with the principles of the INEOS Delegations of Authority Policy and that the delegated party (either INEOS individual or contracted third party) clearly understands.

Skills & Knowledge Required:

Education/Experience:

  • University degree in an appropriate technical or commercial discipline

Essential Experience and Job Requirements:

  • Minimum of 5 years of experience in the procurement function managing multiple categories
  • Minimum of 5 years of experience in a manufacturing environment
  • Experience with SAP or other ERP systems

Leadership role managing performance of others

Desirable Criteria / Qualifications:

  • Experience with e-sourcing and e-procurement systems
  • Management of global category strategies and participation in global category teams
  • Minimum of 10 years relevant work experience
  • MBA helpful but not essential
  • CPSM helpful but not essential
