The Safety Specialist’s primary role is to champion the site behavioral safety process by facilitating the Employee Safety Team (EST) and the Safety Champions Team. There are other key roles described below. This role is expected to model practices that are aligned with the mission and vision of the site. This position reports to the Safety & Industrial Hygiene Specialist.
B. Environment/Context: describe the most important internal and external factors influencing the job
Internal Factors:
- IGGN and 20 Principles implementation and gap closure
- Process and Behavioural safety performance of site
- A subject matter expert providing employees knowledge and monitoring (auditing) for compliance
- Advise the site on Contractor management and execute the defined SHE accountabilities and support identified Job Representatives
External Factors:
- Contractor Induction/Orientation and site Crane, Mobile Equipment and Lifting compliance (including site training)
- OSHA standard compliance (including site training) for areas of responsibility
- Monitor emerging regulatory issues and their impact on the site and recommend solutions
- Clear communications with all regulatory agencies.
- Participate in the Mid-Atlantic Safety Council and Low Country Safety Council, Board of Directors to ensure positive delivery of MASC safety training for contractors coming onto the site.
C. Accountabilities of the job: describe the main results expected from the job
Accountability 1: SHE Excellence:
- Lead, support and promote the 20 Principles for Managing Behavioral Safety and Process Safety and the Lifesaving Rules
- Leads the safety effort by setting expectations, participating, and leading SHE activities for their role (Risk Assessments, training, incident investigations, Safety Observations, and audits).
- Completes investigation/assessment corrective actions
- Assuring that all Safety and Health regulatory and INEOS requirements have been properly identified and that processes are designed to ensure compliance
- Accountable for the delivery of Safety and Health Programs at the Cooper River Facility
- This position – and all positions – within the INEOS Aromatics organization requires that the incumbent commit to learning, following and practicing the INEOS Aromatics 20 Principles of Process and Behavioral Safety as applicable to the position. Each employee must also commit to following the INEOS Aromatics Life-Saving rules and the site SHE Policies and Procedures including Stop Work Authority and Safe Work Guidelines daily.
- Owner and Subject Matter Expert for the site behavioral safety program, including soliciting feedback for improvement of personal and safety processes, listening to and understanding workforce concerns on safety processes, and conveying important messages to site management
- Encourage participation in the Safety Observation Process with all employees and provide observation/intervention training
- Manage the behavioral safety program in accordance with site procedures, including collection of observations, and reporting/analyzing results to assist site management in the development of actions to prevent incidents
- Lead/facilitate the Employee Safety Team (EST) to review and understand data from the behavioral safety program
- Lead and facilitate the SHE Champions team by coordinating the preparation and sharing of the Monthly Safety Theme Packet
- Look for opportunities to support and grow EST Members and SHE Champs in how they can be better safety leaders
- Subject Matter Expert supporting and setting the direction of the site Energy Isolation, Work Permitting/Risk Assessment processes in accordance with OSHA, INEOS and good work practices.
- Subject Matter Expert supporting and setting direction of contractor management through program development, training and advising personnel on contractor management issues
- Subject Matter Expert advising the site on safe lifting practices to ensure compliance with legal and INEOS requirements
- Subject Matter Expert for vehicle safety
- Act as SHE representative on assigned unit management teams, including regular meeting attendance, permit audits, behavioral safety system participation, timely completion of assigned actions, ensuring that SHE knowledge is shared among all units, and similar unit-related activities
- This role may at times serve on the Incident Management Team (IMT)
- Actively participate in Asset Care in operating units

D. Required profile:
Level of education & Experience in general
- Engineering/Environmental Bachelor of Science degree and/or at least 10 years of related industrial experience in SHE compliance or equivalent combination of education and experience.
- Experience in petrochemical manufacturing or SHE roles, with an understanding of issues related to specific types of equipment, contractor management, unit operations and maintenance is preferred.
- Must be fluent in written and spoken English
Technical skills
- Strong knowledge of safety OSHA requirements, including crane lifting and contractor management systems and the pro-active application of new techniques to improve SHE performance.
- Strong bias for action to identify potential problems and co-ordinate their resolution before they become an issue.
- Detailed knowledge of industry safety standards as applied to petrochemical facilities.
- Strong experience and knowledge in the leading of incident investigations.
- Strong experience and knowledge in the leading of risk assessments.
Behavioural skills
- High level of safety awareness and a demonstrated solid safety and environmental performance history.
- Proven ability to work with others with strong inter-personal, influencing and leadership skills.
- Strong written, verbal, and communications skill including the development and delivery of effective safety training.
- An ability to manage work priorities to deliver real performance improvements in a busy and demanding work environment.

F. Essential Job Functions: Physical Requirements, Visual Acuity, and Environmental Factors
- Exerting up to 40 pounds of force occasionally and 10 pounds of force frequently and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
- Must have the ability to see written documents, computer screens and to adjust focus and to receive detailed information through oral communication, make discriminations in sound, and perceive the nature of sounds at normal speaking levels, with or without correction.
- This position is considered a “safety critical job”, which requires for the employee to be always alert, able to concentrate on their task at hand, and not impaired by medications (prescription, non-prescription, illegal or legal substances including alcohol), or any other mental condition which adversely affects alertness, concentration, or judgment.
- Must be physically capable of performing Safety/IH duties in a field environment, including the wearing of respiratory protection. Must pass a post offer physical and drug screen.
