Organizational Context:

INEOS is a global manufacturer of petrochemicals, specialty chemicals and oil products.  It comprises 36 businesses each with a major chemical company heritage.  Its production network spans 194 sites in 29 countries throughout the world.  The INEOS Olefins & Polymers USA business is a major participant in the North American chemical industry, with an annual manufacturing capacity of 9.6 billion pounds of petrochemicals.  Manufacturing sites include Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (La Porte, TX), and Carson (Carson, CA), with a corporate office in League City, TX.

The 300-acre INEOS Battleground Manufacturing Complex (BMC) was originally built in 1956 and is located on the Houston ship channel east of Houston, Texas.  Currently, BMC produces both high-density polyethylene and polypropylene.  The polypropylene line has a capacity of approximately 320 million pounds per year, and the seven polyethylene lines have a combined capacity of approximately 3 billion pounds per year.  The BMC site has a state-of-the-art technical center which integrates research and development, technical services and quality assurance.  

Purpose of the job:

The Safety Instrumented Systems (SIS) Site Engineer will provide technical leadership in conceptual safety and control system front end loading design including, design review, life cycle definition and control strategy development in alignment with ISA-84/IEC61511 Standards and  INEOS PSM principles at O&P facilities.

Additionally, the SIS Site Engineer is responsible to support development and maintaining applicable Site Standards/Procedures while serving as technical support to BMC INEOS O&P site. The SIS Site Engineer interfaces with numerous organizations responsible for Operations, Capital Projects, Process Safety Management (PSM), Reliability and Mechanical Integrity to ensure appropriate alignment in the delivery and sustainability of SIS at BMC Site. This position reports to the Electrical Engineering Authority.  

Responsibilities AND Accountabilities

Safety Instrumented Systems Site Engineer is to support design, delivery, sustainability and documentation of existing and new SIS Systems at BMC. The responsibilities include participating in all aspects of capital project, from Front End Engineering & Design (FEED) through Detailed Design through Start-Up & Commissioning. Projects execution and sustainability support includes the development of documentation to deliver stage reviews and preventive maintenance requirements to deliver a robust life cycle. In addition, the site SIS Engineer will be responsible for the oversight of all existing SIS systems.

Roles & Responsibilities

  • Support and actively participate in hazard and risk assessments resolving PSM issues (scenarios) associated with SIS implementation
  • Support Safety Integrity Level (SIL) calculations and documentation of Safety Instrumented Systems (SIS)
  • Review and provide comments on engineering design packages (issued for approval and construction packages) associated to SIS implementation issued by engineering and capital projects team 
  • Develop/review functional check and proof test procedures for SIS
  • Coordinate auditing of documentation and compliance testing (e.g. preventive maintenance) for SIS Systems  
  • Assess ALL SIS trips and determine if trip was valid/not valid/spurious, etc; and documents findings 
  • Develop and manage SIF KPI’s
  • Manage safety PLC’s (HIMA, Triconex, etc.)
  • Provides resolution on improper execution of trips (including spurious) and challenges resolution/corrective actions to prevent re-occurrences and deliver continuous improvement
  • Assess BMC SIS changes by: supporting MOC’s, validating programming changes prior to implementation, verifying all pertinent documentation changes (e.g. procedures, narratives, PM’s) are accurately defined/documented and  supporting training (if required)
  • Lead, drive and assure that BMC site Critical Equipment Lists is up to date, maintained and documentation kept in accordance with Site procedures, PSM and ISA requirements 
  • Monitor Site Acceptance Tests (SAT), proof testing, capturing and logging areas of improvement and undocumented actions to achieve successful tests; this activity is a joint responsibility with DCS Engineering Authority and/or Process Control Engineers
  • Support SIS Engineering Authority in the Development of Functional Requirements Specifications and site procedures/guidelines
  • Lead and Support SIS Engineering Authority in the effective technology transfer and sharing of SIS best practices between site teams and INEOS O&P facilities

Safety Health and Environmental (SHE)

  • The position is accountable for understanding and putting into practice the INEOS 20 Principles
  • Promote, ensure, and sustain commitment to operate assets with no harm to people and to the environment by visibly demonstrating Safety Leadership
  • Actively support all SHE activities, meetings, and inspections to ensure the assets’ compliance with plant policies and procedures
  • Participate in SHE systems and processes including but not limited to Safety Investigation and Root Cause Analysis
  • Support compliance in resolution of Management of Change (MOC’s) and Gensuite action items

Additional Key Aspects of Role

  • Participate in various internal audits (20P, PSM, Insurance, ESTF, etc.)
  • Ability to continuously emphasize safety and positively influence performance
  • Function effectively with peers in Operations, Engineering, and Maintenance organizations to enable seamless work execution and positive results
  • Experience and knowledge of industry standards and codes as they relate to completion of assigned tasks

Skills & Knowledge Required

Education/Experience

  • Bachelor’s degree in Electrical, Chemical, Mechanical or equivalent engineering degree is required.
  • Minimum 2 years of experience in Petrochemical Industry and/or Manufacturing with direct accountability for instrument, process control, and SIS implementation work.
  • Formal training in Safety Instrumented Systems preferred with understanding of IEC 61511, ANSI/ISA 84.00.01-2004 (IEC 61511), API RP 14C and 556, NFPA 85 requirements. Certification is a plus.

Skills and Competencies

  • Plant level experience and understanding of P&ID drawings, instrumentation loop drawings, and logic controller terminology, and Industry Standards (ANSI, NFPA, ISA, IEC, API, etc.) that influence SIS functionality.
  • Strong working knowledge of programmable electronic (PE) safety systems logic solvers and their associated application programming.
  • Strong instrument and control system reliability background required
  • Experience with execution of capital projects and project expense projects observing Site procedures and protocols.
  • Experience working with multiple engineering disciplines, as well as contractor supporting delivery of SIS project and/or PSM Initiatives.
  • Must be a self-starter and capable of working on an individual basis and in a team environment
  • Strong organizational skills and ability to prioritize work and deliver quality results on time.
  • Ability to coach junior level technical staff is a plus.
  • Demonstrated oral and written communication skills required
  • Strong leadership skills, including ability to lead and motivate individuals and teams, proven ability to influence and manage change.
  • Demonstrated ability to build positive relationships with plant personnel supporting SIS initiatives:   Operations, Maintenance, Technology and Capital Projects team.  
  • Demonstrated  problem solving and troubleshooting skills
  • Self-Motivated individual who takes initiative to get results and seeks opportunities for additional responsibility.
