BUSINESS CONTEXT:
Ethylene oxide (EO) is an important building block for the preparation of a wide variety of EO derivatives (EODs), including various surfactants, as well as a host of other chemical intermediates including Glycol Ethers, Polyethlene Glycols, Ethanolamines, and Alkyl Alkanolamines.
INEOS Oxide is one of the world’s leading producers of Ethylene Oxide (EO) and Ethylene Oxide Derivatives (EODs). We currently have a total EO capacity of 920 kta spread across three different production units throughout Europe. These units have leading cost economics, due to economies of scale, state-of-the-art technology, strategic locations, etc. Our recently announced EO project in the US is targeting the fast growing merchant EO market, building on our experience and leadership position in Europe.
Purpose of the Job:
As SHE Manager, the job holder is responsible for the development and implementation of required safety, health, environmental, and security programs and processes while leading projects that impact plant operations (e.g., develop and ensure implementation of regulatory and risk reduction processes).
The incumbent designs programs and processes to:
- Protect the safety and health of employees
- Ensure compliance with good environmental practices
- Ensure security of people, products, and the facility
- Comply with all applicable regulations.
Environmental Context
- INEOS Oxide Plaquemine Manufacturing Processes, the function holder has the responsibility of understanding the manufacturing processes of the facility in which he works
- INEOS Oxide Plaquemine Policies, Procedures, and Practices, the function holder has the responsibility of understanding all policies, procedures, and practices to ensure compliance and the safety and protection of employees
Most Important External Factors
- INEOS Oxide Plaquemine’s Compliance of Laws, require the job holder to enforce local, state, and federal regulations and those that provide guidance for the protection of employees, their health, and the safety, environment, and the community in which the facility operates.
- INEOS Oxide Plaquemine’s Compliance of Codes and Standards, requirement of the job holder to use OSHA, DEQ, EPA, NFPA codes and standards as local and national resources as compliance requirements.
Responsibilities and Accountabilities
- This position – and all positions – with the INEOS Oxide US organization requires that the incumbent commit to learning, following, and practicing INEOS 20 Principles of Process & Behavioral Safety as applicable to the position. These Principles are posted throughout each Oxide facility and each employee must also commit to following INEOS’ Life-Saving rules on a daily basis. These are also posted within each Oxide facility.
- Responsible for cascading the understanding of these principles throughout the entire organization and ensure the plant population has a sound knowledge of these principles
- Maintain and control the safe and efficient operation of the production unit using established operating disciplines and procedures.
- Ensure safe and environmental compliance is achieved.
- Responsible for developing the site’s safety and health program to include training on specific plant policies and procedures, proper PPE and its use, and monitoring work practices in all work groups to determine the industrial hygiene impacts to the worker
- Establish, conduct, or respond to health and safety assessments/analyses in plant (e.g., medical surveillance, worker exposure, ISO/OHSA’s assessment, defining drug/alcohol testing protocol) to minimize health and safety risks.
- In conjunction with site leadership, lead the implementation of the facility HSE strategy including review and approval of programs and initiatives, review and approval of HSE-related suppliers and design firms, compliance tracking and review/approval of designs for HSE remedial systems and initiatives. Develop implementation strategies, implement, evaluate and/or certify effective implementation of Federal, State and Local regulatory requirements, as well as the Company’s internal HSE standards. Conduct risk assessment by identifying and assessing potential magnitude of risk (e.g., environmental, safety, regulatory, production feasibility and quality) and creating contingency plans.
- Audits INEOS safety policies and procedures, facilitation and maintenance of behaviour based safety systems, case management, and analysis of safety incidents and behaviours.
- Ensure compliant execution of facility Air Emissions Management and permitting regulatory obligations, including oversight of Title V requirements, deviation, reporting, etc.
- Prepare for plant emergency situations by coordinating medical response program and emergency response organization.
- Apply for, file, maintain and renew operating/regulatory permits or certificates to ensure compliance with Federal, State, Local government and internal company regulations and expectations.
- Contribute to safety or environmental training by identifying training needs (e.g., analyse trends/compliance), communicating goals and standards, working with managers to educate associates, delivering training or evaluating training programs.
- Work with site HSE organization on site safety and governance issues including development and compliance with all safety procedures.
- Develop and manage effective data gathering, tracking, analytical tools and databases, to enable effective proactive health, safety and environmental management.
- Prepare effective and relevant reports to facility and corporate peers and stakeholders.
- Develop meaningful safety measures for the site scorecard to drive performance improvements and lower TIR (Total Injury Rate) through continuous improvement
- Oversee Worker’s Compensation claim management from an HSE perspective, in concert with Corporate Risk Management and HR leadership.
- Ensure compliant execution of facility Waste Management programs, including but not limited to RCRA Hazardous Waste Management and Treatment, Recycling and Waste Minimization efforts
- Formulate and/or make recommendations for decision criteria based on issue complexity; evaluate options by considering implications and consequences; choose an effective option. Include fellow work group members, employees across the organization, and occasionally external customers in the decision-making process as warranted to obtain good information, make the most appropriate decisions, and ensure buy-in and understanding of the resulting decisions.
- Represent the INEOS Oxide Plaquemine site to all regulatory agencies for routine reporting, inspections and enforcement actions.
- Represent INEOS Oxide Plaquemine site to the general public in coordination with site leadership
Skills/Competencies
Level of Education & Experience in general
- Bachelor of Science in Environmental Engineering, Occupational Safety & Health, Chemical Engineering or related field
- At least 10 years of experience in a manufacturing environment
Technical Skills
- Possess robust training skills and the ability to communicate exceptionally, both verbal and written
- Safety: Knowledge of technical practices and programs used in the reduction or elimination of workplace hazards. This includes knowledge of worker safety regulations as they relate to manufacturing.
- Environmental Management System Design: Ability to design, develop and implement effective environmental management systems. This includes the ability to coach Associates how to effectively assess environmental management system designs and deployment.
- Environmental and Health & Safety Regulations: Knowledge of local, state and federal environmental, health and safety regulations; how to access resources (e.g., regulatory agencies, consulting firms, web-based information); and evaluate resources as applicable to chemical manufacturing facilities.
- Industrial Hygiene: Knowledge of procedures used to anticipate, recognize, evaluate and control physical, chemical, biological and ergonomic hazards.

While performing the duties of this job, the employee is regularly required to sit and perform tasks requiring repetitive use of hands. The employee must occasionally walk, stand and travel by car, airplane or other means. Employee must have the ability to see written documents, computer screens, and to adjust focus. Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Work Environment: This job is performed mainly in a temperature controlled office environment.
