SHE Manager EMEA  (F/M/D)

Organisational context and job purpose

The EMEA Safety, Health and Environment (SHE) Manager directs and coordinates all SHE related initiatives for the EMEA manufacturing sites and offices. The position ensures that SHE activities are performed in accordance with the business plan and meets INEOS expectations. The position provides technical SHE expertise to the Antwerp, Cologne, Ludwigshafen, Schwarzheide and Wingles sites, as well as office locations, in particular for the head office in Frankfurt am Main (FFM). The role manages resources for gap analyses, systems/ document development and audit activities required to ensure SHE compliance..
   

Responsibilities and Accountabilities

Accountability 1. Develop / Implement / Support common Global SHE initiatives

Most important activities:

  • Key contributor of Global SHE team in development of Company SHE strategy.
  • Lead implementation and support Global SHE initiatives for region
  • Responsible for region’s sites & offices monthly SHE KPI reporting
  • Prepare regular SHE updates for operations director(s) and other business leaders.
  • Coordinate annual SHE letter of assurance (LOA) review for operations Director(s).
  • Region lead for Company safety campaigns, behavioural & process safety efforts, tracking of environmental liabilities, sustainability, incident investigation, transportation & distribution safety (TDS) support, Company risk & control program, and site insurance audits.
  • Support region, sites and office staff to define, communicate and establish effective SHE policy and practices.
  • Coordinate & validate SHE data reported by regional sites for annual sustainability reporting.
  • Regional lead for SHE software administration & new module implementations
  • Review and authorize SHE budget expenditures as required by VP Global SHE and/ or operations director.

Accountability 2. SHE performance improvement initiatives

Most important activities:

  • Lead safety performance improvement initiatives on a regional/ global basis
  • Monitor, validate, track and report progress for corrective actions associated with SHE improvement initiatives.
  • Ensure that HAZOPs are conducted for all unit operations at each site at a regular interval and with appropriate involvement and advice sites with technical solutions for HAZOP action items, as necessary.
  • Review SHE applicability for new and existing projects in region. Follow Company project guidelines with respect to SHE requirements for projects.
  • Coordinate with office managers, plant managers, project managers and external consultants to ensure required SHE deliverables occur.
  • Identify and develop internal / external resource competencies supporting SHE in the business unit/ region.  
  • Appraise regional and country leadership on monthly/ annual status with respect to regional and site specific SHE targets.
  • Review and authorize SHE budget expenditures as required by operations director(s).

Accountability 3. Compliance with Local Regulations & INEOS standards/ expectations

Most important activities:

  • Maintain working knowledge of local SHE regulations applicable in the region, as well as, INEOS/ Company specific requirements.
  • Advise sites/ office locations on INEOS 20 Principles, IGGNs, Asset Care program and Life-Saving Rules.
  • Coordinate gap analysis as required for new IGGNs.
  • Ensure completion of regular SHE compliance audits/ checks in accordance with local regulations for Company manufacturing sites, R&D facilities, and logistics operations.
  • Schedule and Coordinate INEOS 20 Principles compliance assessments/ audits.
  • Assist region operations director in performing Asset Care audits.
  • Monitor, validate, track and report progress for corrective actions associated with various audits to operations director(s).
  • Collaborate with internal/ external subject matter experts (SMEs) as needed to meet SHE compliance objectives.
  • Maintain team of trained 20P auditors in region.
  • Review and authorize SHE budget expenditures as required by operations director(s).

Accountability 4. Technical Expertise

Most important activities:

  • Provide SHE technical expertise to operations director(s), sites, office and external stakeholders.
  • Support Global SHE to ensure SHE initiatives comply with Company expectations, and respective jurisdictional regulatory requirements.
  • Review and authorize SHE budget expenditures as required by operations director(s).

Skills & Knowledge Required

Education/Experience

  • Relevant engineering, or science degree in chemistry, occupational safety & health, environmental science, or related technical degree.  
  • Advanced degree in engineering or management/ business would be preferred.
  • Preferred knowledge and experience working at management capacity in a SHE-related role for a chemical manufacturing business, or comparable industrial operation.


Experience in General

  • Background in chemical industry, experience in regional and international organizations.
  • Several years of progressive industry experience.
  • Must be fluent in English language. Other preferred language fluency includes Dutch, German and/or French.

Technical Skills

  • Knowledge of chemical industry safety, health and environmental compliance systems and best practices.
  • Knowledge of SHE compliance for country specific & international regulations, and best practices.
  • Knowledge of Microsoft Office applications (especially MS Word, Excel, Outlook and PowerPoint), SAP, and sequel server type database software.
