How the Role Fits In:

The Rail Operations Team Lead is responsible for the overall coordination of off-site logistics activities to include third party management of supply chain service providers.  This role serves as Supply Chain Operations’ face to market with all Class 1 railroads, short lines, rail storage facilities and related service providers for all shipments in Canada, Mexico, and the United States.

The position will interface externally with several delivery service providers and third party logistics companies.  The position also will be influenced by changes in customer demand, INEOS production and carrier performance and capacity.

Purpose of Job

  • Main areas of responsibilities: Rail operations and rail fleet optimization of 7000+ cars, transit and fulfillment management, scheduling, new service provider qualification, rail car claims process, and rail car storage optimization.
  • Lead and optimize the Car Flow Process of rail cars to/from our manufacturing sites and across the cusotmer network.
  • Optimize the use of forward inventory staging to source customers.
  • Manage the relationship of the IntelliTrans third party Operations Team.
  • Manage and coordinate off-site rail car washing.
  • Lead Optimization Projects across the Supply Chain platform.
  • Lead investigator for customer quality events.
  • Perform extensive data monitoring and analysis of performance trends for rail operations and  have the ability to coordinate with a diverse team of logistics professionals against contract execution, safety objectives, business goals and improvements.
  • Serve as a member of the Supply Chain after hours response team.
  • Audit third party terminals and rail yards. (Does require some travel)
  • Serve as backup coverage for the Packaging Coordintor and Terminal Operations Coordinator as needed.
  • Requires the ability to schedule and set priorities with supply chain operations, service providers and related teams and organizations which balances total cost and operations performance with the benefits to Supply Chain and the Business Teams.

Possess advanced Excel skill including the ability to utilize pivot tables, complex formulas, and graphics.

Responsibilities AND Accountabilities

Accountability 1:

Safety, Health. Environmental and Quality (SHEQ)

 • Support and monitor activities to ensure compliance with federal, state and industry regulations and operating rules.

 • Promote, ensure and sustain commitment to manage logistics operations with no harm to people, property and the environment by demonstrating SHEQ and Operations Leadership.

 • Support and lead logistics operations SHEQ activities, meetings, and inspections to ensure compliance with Supply Chain policies and procedures.

 • Ensure compliance of Management of Change (MOC) and customer complaint action items.

 • Supports the quality management process and provides oversight to the day-to-day activities of site logistics to ensure operations meet or exceed the requirements of customers.

Accountability 2:

Financial

• Facilitate/prioritize the activities of logistics operations to meet the performance goals for Supply Chain Operations and the Business.

 • Monitor and facilitate performance management of Supply Chain service providers on variable cost and operating metrics.

• Supports the Supply Chain Manager and the Logistics Operations Manager in the management of financial forecast, prioritization and allocation of resources to meet cost objectives versus budget.

Accountability 3:

Stewardship of people

 · Identify the resource levels related to supply chain operations (direct manpower, 3rd party logistics or fulfilment providers) to safely meet the execution operating plan, car flow management shipment requirements, and customer demand requirements.

 · Identify and define training requirements

 · Define resource levels related to training and development

Accountability 4:

Optimization

  • Manage the car flow process for cost optimization.
  • Developing actions to facilitate improved operational effectiveness for the car flow process.
  • Actively share lessons in operations performance and best operating practices across the Supply Chain organization to include other functional areas and site logistics and packaging.
  • Support the Supply Chain operations and Bustiness teams by identifying improvement opportunities in the areas of Safety, Reliability, and Productivity and Cost Reduction.
  • Manages prioritizing and assignment of technical service requests, and monitoring their completion.
  • Operations management of external services.

Skills & Knowledge Required

Education/Experience

  • BS/BA in Logistics/Supply Chain Management.  Will consider other business or related degrees. 
  • 5+ years of experience in rail operations.
  • Working knowledge of transportation management systems, SAP, Order to Cash processes is advantageous.

Skills/Competencies

Technical skills

  • Proven commitment and delivery of SHEQ compliance and advancement. Knowledge of safety and quality management systems
  • Experience in complex network optimization techniques and quantitative analysis utilizing Excel and other analysis packages as required.
  • Experience in Logistics operations
  • Principles of Commercial / Economic Optimization
  • SAP SD module knowledge and experience with a transportation management software system.
