FPS is a 100% INEOS-owned integrated oil and gas liquid transportation and processing system with a nominal capacity in excess of one million barrels per day serving the central area of the North Sea.

Oil and gas liquids from over 50 offshore fields and St Fergus flow through pipelines into FPS. FPS transports crude oil and gas liquids from offshore and onshore entry points, processes the liquids at Kinneil and redelivers to the customer Forties Blend crude oil at Hound Point and either Raw Gas or fractionated Gas Products at Grangemouth.

Job Purpose

Reporting to the Projects Manager, the holder is responsible for managing the Project Services function and for the provision of resources and systems to support the Senior Project Managers, Project Managers and when required the Decommissioning Manager to develop and deliver the agreed engineering projects within the schedule and cost performance targets set by the INEOS FPS organization in all project areas connected to planning, cost estimating, and reporting. In addition, the Project Services Manager will make recommendations improve business performance and meet regulatory/compliance requirements.

Principle Accountabilities

  • Lead a group of up to 10 internal resources focused on Project Services support
  • Be accountable for the definition of end-to-end plans and cost estimates for each of the projects until final hand-over to operations
  • Appoint estimating and planning resources to the different projects under portfolio across all phases of a project or a minor-mod lifecycle to ensure that cost estimations and plans for phase and full-project are robust and meet FPS accuracy requirements
  • Provide assurance to estimates and plans built for each project to ensure these are in line with defined processes and standards, and that meet FPS quality requirements
  • Assess project cots and progress vs. baseline, and provide insights and information to (Senior) Project Manager in case of deviation and assist in the definition of potential remediation actions
  • Assist Project Manager in the development of project cost estimate & schedule for every project prior to full sanction and in alignment with the organization sets the baselines for the phase and for full project
  • Define, agree on project contingencies and support managing it throughout multiple stages
  • Define and implement appropriate project controls to deliver management information necessary to achieve sanctioned cost and schedule commitments
  • Represent projects services organization interests early in the contracts with external parties to ensure that estimates, plans and progress & forecast reports are in line with FPS’s requirements in terms of detail, quality, update frequency, structure and system inter-operability
  • Provide timely input in the early project stages to ensure costs and schedules associated to construction, pre-commissioning and commissioning strategies and associated contracting strategies are fully incorporated in the project  
  • Challenge and develop project scopes and specifications which satisfy appropriate requirements

Qualifications and technical experience

  • Degree qualified engineer or equivalent with substantial experience and at least 10 years of experience in project management services roles
  • Minimum 10 years of relevant experience in oil and gas or equivalent
  • Strong knowledge of project services processes and best practices
  • Experience in setting up and running functions
  • Experience working with EPC and EPCM contractors in definition of project services criteria to be applied under the defined contracting strategy
  • Experienced in the definition and use of estimating, planning and reporting applications and tools (e.g. Primavera)
