JOB DESCRIPTION - PROJECT ENGINEER
 

A. Purpose / Role of the job: Describe what contribution the job is expected to make to the organisation’s objectives

The Project Engineer implements capital projects to improve safety, health and environmental performance, product quality, asset reliability, production capacity, and optimize overall plant performance. The individual works closely with the Operations teams and the Gulf Coast Project / Engineering team to meet project objectives facilitating through a capital project stage gate approval process. 

B. Environment/Context/Complexity of the job: Describe the most important internal and external factors influencing the job

The ASA plant is currently in final design with initial construction of the asset underway. This position will partner with the INEOS Styrolution Gulf Coast Engineering Team to provide project engineering and design support primarily for the new Bayport Polymer (ASA) site. This position can have any number of ad hoc responsibilities including providing support on issues that occur during the startup, general operation, and shut down of the process unit.

C. Responsibilities/ Accountabilities of the job: Describe the main results expected from the job

  • This position – and all positions - within the INEOS Styrolution organization requires that the incumbent commit to learning, following and practicing INEOS 20 Principles of Process and Behavioral Safety as applicable to the position. These are posted within each INEOS Styrolution facility.  Each employee must also commit to following INEOS’ Life-Saving rules on a daily basis.   • The Project Engineer must be a good steward of company capital. The position is responsible for defining project objectives and justifications working with operations and maintenance for and providing necessary data to validate the project’s merits in the company’s best interest.
  • This position is responsible for the capital project planning, development, budgeting, and execution for the Bayport Polymer (ASA) plant. This includes coordinating the development of detailed engineering plans, specifications, and construction packages to meet the Gulf Coast Engineering standards while working closely with process engineering, construction, reliability, and operations teams to ensure successful project design, implementation, and start-up.
  • The Project Engineer also provides leadership and accountability on capital investment and expense projects and ensures full compliance to Safety, Health and Environmental regulations. The position is responsible for all aspects of cost control and planning on each project ensuring each project is implemented within the approved budget and established time schedule.
  • The Project Engineer will be required to follow the Gulf Coast Region Project Engineering stage gate processes, front-end loading, and constructability. This includes collaborating with the Gulf Coast Region’s subject matter experts (SMEs) in many disciplines from Purchasing to Operations. The project engineer must successfully and efficiently coordinate the organization’s internal resources to complete the project.  A team approach towards project objective completion is expected with emphasis on results.

F. Required profile:

Level of Education & Knowledge (Relevant experience, in some cases, may substitute for a portion or all of the required education):

  • Bachelor Degree in Engineering discipline required.
    • Mechanical or Chemical discipline preferred.
  • Minimum of five (5) years of capital project engineering / management in a petrochemical plant environment is required. 
  • Grass-roots, greenfield, start-up experience, preferred
  • Knowledge and experience in materials selection and metallurgy, preferred
  • Industry knowledge of Process Safety Management (PSM) standards and environmental awareness, preferred.
  • Experience with plastics processes including reaction, extrusion, pelletizing and pneumatic conveying, preferred
     

Technical Skills: (what the jobholder needs to be able to do)

  • Possess an understanding of large equipment (reactors, rotating equipment, heaters, exchangers, tanks, etc.) and piping design principles, including civil and structural requirements
  • Possess an understanding of instrumentation and controls and electrical distribution criteria and requirements
  • Experience with project budgeting and managing scope changes during project execution
  • Good aptitude for critical path reasoning used when setting target deadlines for deliverables and managing project schedule
  • Possess working knowledge of applicable technical codes and standards (ASME, API, NFPA, etc.)
  • Turnaround (TAR) experience including knowledge of plant safety regulations and unit preparation procedures 
  • Capable of implementing and integrating multiple projects during TAR activities
  • Demonstrated ability to work independently and on multiple technical projects simultaneously

An individual employee target agreement and performance dialogue is agreed upon annually in a collaborating effort between the employee and the direct supervisor.    This is reviewed at minimum of twice per year and used to establish the final review for the year.  Generally, performance indicators may include, but not be limited to:
