BUSINESS CONTEXT:

Ethylene oxide (EO) is an important building block for the preparation of a wide variety of EO derivatives (EODs), including various surfactants, as well as a host of other chemical intermediates including Glycol Ethers, Polyethlene Glycols, Ethanolamines, and Alkyl Alkanolamines. 

INEOS Oxide is one of the world’s leading producers of Ethylene Oxide (EO) and Ethylene Oxide Derivatives (EODs).  We currently have a total EO capacity of 920 kta spread across three different production units throughout Europe. These units have leading cost economics, due to economies of scale, state-of-the-art technology, strategic locations, etc. Our recently announced EO project in the US is targeting the fast growing merchant EO market, building on our experience and leadership position in Europe.

Purpose of the Job:

The Project Engineer is responsible for the delivery of capital projects for the site and achieving best-in-class results in safety and capital productivity for those projects while executing projects consistently with published objectives, guidelines, company principles, and the interests of the project stakeholders. 

The Project Engineer works closely with operations, maintenance, technical, and business development personnel to generate and support capital projects, which is critical to the success of safely executing capital projects.

Responsibilities AND Accountabilities

SHE

  • This position – and all positions – with the INEOS Oxide organization requires that the incumbent commit to learning, following, and practicing INEOS 20 Principles of Process & Behavioral Safety as applicable to the position.  These Principles are posted throughout each Oxide facility and each employee must commit to following INEOS’ Life-Saving rules on a daily basis.  These are posted within each Oxide facility.
  • Keep OSHA PSM mechanical integrity program in compliance and management informed
  • Ensure the site safety principles are adhered to by third party vendors and contractors
  • Maintain and control the safe and efficient operation of the production unit using established operating disciplines and procedures
  • Lead by example when it comes to safety and encourage others to work and perform in a safe manner at all times

Engineering

  • Work with the Maintenance & Engineering Manager to ensure capital projects meet INEOS plant standards.
  • Consults with operations, maintenance, technical, and business development personnel to generate and support capital projects.
  • Manages all site capital projects.  Prepares cost and schedule estimates, makes recommendations as to the methodology, equipment, and material requirements
  • Deliver established capital project targets for Oxide businesses; complying with quality specifications
  • Support the Management of Change process
  • Assist with Dow projects
  • Support turnaround for capital project execution
  • Directly responsible for the training and development of contract project engineers, planners, and construction superintendent for INEOS project standards and SHE performance
  • Works with Maintenance & Engineering Manager to manage 5 year capital plan and plant asset life plan
  • Maintains and reports capital budget for Growth, Sustenance and SHE projects.
  • Primary responsibility for the capital project management of the site.

Skills/Competencies

Level of Education & Experience in general

  • Bachelor of Science in engineering
  • Minimum 7 years of relevant experience in petro-chemical, refining or manufacturing.
  • Minimum 5 years of direct expereince as Project Engineer and or Project Manager
  • Experience with project management of small/mid-sized projects with a record of accomplishment in successful execution
  • PE and/or PMP Certification a plus

Technical Skills

  • A demonstrated familiarity with a staged-gate Capital execution process and underlying project methodologies
  • Working knowledge of industry standards for engineering, design and construction (i.e. NFPA, IEEE, ANSI, ISA, PIP, ASME)
  • Extensive knowledge of SAP preferred
  • Experience with Microsoft products, such as Project, Excel, etc. required

While performing the duties of this job, the employee is regularly required to sit and perform tasks requiring repetitive use of hands.  The employee must occasionally walk, stand and travel by car, airplane or other means.   Exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Employee must have the ability to see written documents, computer screens, and to adjust focus.

Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction.   Ability to receive detailed information through oral communication and to make discriminations in sound.

Work Environment:  This job is performed mainly in a temperature controlled office environment.
