The INEOS Joliet facility was originally constructed by Amoco starting in 1957.  At our ~775-acre site in Channahon township, (about 40 miles southwest of Chicago) we produce three products - Purified Isophthalic Acid (PIA), Trimellitic Anhydride (TMA) and Maleic Anhydride (MAN). The proprietary technologies used by INEOS Joliet were originally developed by Amoco at the site.   

 

Main Purpose

The role covers the INEOS Joliet Chemicals business which is one of the Enterprises Business Units. The job holder will lead the procurement team responsible for all direct and indirect procurement needs as well as material inventory management required to support the Joliet production facility. The job holder will be responsible for professionally and efficiently managing all procurement activities for the INEOS Joliet business.  Additionally, the job holder will be responsible for managing the safe and efficient operation of the Storehouse. As part of a relatively small, stand-alone supply chain team the individual must be flexible in approach and will be called upon to assist in various activities for which they are capable. The individual will report to the Economics & Supply Chain Manager and be supported by the Group Procurement Leader.

RESPONSIBILITIES and ACCOUNTABILITIES

Oversee business procurement processes

  • Review and provide feedback on capital expense proposals.
  • Responsible for ensuring purchase to pay work process are optimized through objective review of purchase to pay data via SAP reports and timely resolution of identified issues.
  • Develop and enforce procurement work procedures.
  • Review historical purchasing data and review proposed projects/process changes to identify and capture cost savings opportunities.
  • Work with stakeholders to understand needs and priorities to efficiently manage the purchase to pay process for the INEOS Joliet business.
  • Leverage the INEOS procurement network to identify opportunities for cost reduction, alternative sourcing, and procurement feedback.
  • Develop and oversee employees within the procurement team.
  • Interact with site leadership to identify and resolve issues.

Support site procurement needs

  • Issue, confirm and expedite purchase orders to support the INEOS Joliet business.
  • Participate in outage planning meetings to ensure all material needs are addressed in a cost effective and timely manner from both a procurement and storehouse standpoint.
  • Maintain professional relationships with vendors in order to optimize cost and risk for the INEOS Joliet business.
  • Set up new, modify and archive vendor information.
  • Work with counterparty to develop goods and services agreement. 
  • Work with production teams to proactively identify supply issues and drive resolution with suppliers for material and service non-conformances.
  • Support resolution of vendor invoicing issues as required.
  • Work with key stakeholders to develop RFQs, evaluate alternatives and present recommendations for both goods and services in a professional and timely manner.
  • Be able to efficiently solicit bids from vendors.
  • Be able to place purchase orders for emergency/rush orders.
  • Develop, issue, and evaluate bids for raw materials, engineered goods, and site services as requested by the Economics & Supply Chain Manager.

Safe and efficient day to day operation of the Storehouse

  • Oversight storehouse housekeeping to meet AsCare requirements.
  • Responsible for performance of Buyer/Inventory Analyst as well as storehouse personnel.
  • Develop and implement storehouse policies and procedures to safely and efficiently support order fulfilment.
  • Ensure storehouse operation conforms to INEOS Enterprise guidelines.
  • Oversight storehouse cycle count process and inventory adjustments to ensure both processes conform to INEOS Joliet guidelines and delegation of authority.
  • Proactively work with operations and maintenance to set up new, modify, and archive materials.

 

To be accountable for the record retention of the following documentation

  • Custodian of site purchase orders and purchase agreements.
  • Custodian of inbound material delivery paperwork.
  • Custodian for Certificates of Analysis for inbound material received by Storehouse.
  • Custodian for inventory cycle count documentation.
  • Custodian for warehouse inventory request forms.

 

Skills & Knowledge Required

Education/Experience

  • Procurement and inventory management experience required.
  • Previous experience managing personnel required.
  • High school diploma or equivalent.

 

Skills/Competencies

 Technical Skills

  • Knowledge of procurement & storehouse processes and controls.
  • Familiar with Microsoft Office suite.
  • Experience of SAP– or similar ERP system exposure.

Physical Requirements:

While performing the duties of this job, the employee is regularly required to sit and perform tasks requiring repetitive use of hands.  The employee is required to have close visual acuity to perform an activity such as preparing and analyzing data on a computer monitor.  The employee must walk, stand, and travel by car or other means. They must be able to work in a variety of environments that include both fieldwork and deskwork.
