Purpose of the job:

The Process and Controls Engineer works as part of the site’s engineering team to provide technically sound advice and basic engineering designs. Also manages the operation of the site’s Distributive Control System (DCS), and proactively promote process safety initiatives.

Environment/Context:

The Process and Controls Engineer position reports directly to the Operations Superintendent. The Process and Controls Engineer is accountable for providing chemical process engineering support to other plant staff and for safe and reliable operations of the plant DCS control system for LaPorte PAO plant. The Process and Controls Engineer interfaces daily with maintenance, engineering, SHE and operations personnel to prioritize activities to achieve site performance goals.

Responsibilities and Accountabilities

Accountability 1: SHE Performance

Actively participates in the site’s safety and environmental program by contributing in the following:

  • Provides technical support for the site’s Process Safety Management (PSM) program
  • Leads and/or participates in safety reviews, accident investigations, Layers of Protection (LOPA) reviews, Process Hazard Analysis (PHA), Siting Studies, and Quantitative Risk Analysis (QRA).
  • Represents the site as member of the INEOS Oligomers 20 Principles audit team.
  • Embraces and promotes the INEOS 20 safety principles, INEOS Life Saving Rules, and the implementation of INEOS Group Guidance Notes (IGGN’s).
  • Visibly demonstrates safety leadership.
  • Helps to ensure process hazards are systematically identified, risk assessed, reviewed, and managed.
  • Provides engineering support for all regulatory compliance issues (OSHA, TCEQ, etc.).
  • Provides technical review for any Management of Change within the production areas.

Accountability 2: Engineering Performance

Responsible for continuous development and implementation of ideas to increase capacity, lower cost and troubleshoot any problems that prevent us from reaching the desired safe operating conditions.

  • Participates in process engineering activities to model and document an existing process design.
  • Provides process design / engineering support assistance for production areas, including process simulations.
  • Initiates suggestions for plant improvements with respect to process, bottlenecks, new equipment, or equipment differing from original specification, etc. and implements them as operator training, projects, or procedural changes.
  • Conducts engineering studies for process optimization including recommendations and reports including the investigation and development of tests to provide optimum process conditions for production area
  • Designs and sizes equipment for new processes and changes to existing processes.
  • Conducts reviews of basic and detailed engineering documents to guarantee performance of the plant.

Accountability 3: Controls Systems Performance

Responsible for safe and reliable operations of the plant DCS and PLC control systems. This includes ensuring sustained integrity and reliability of the DCS based plant control system, providing process control support to the plant, and maintains the Process Historian.

  • Has accountability for the proper operation and maintenance of the site’s DCS and PLC systems.
  • Provides monitoring and troubleshooting of the DCS and related control systems and Manage DCS change requests.
  • Maintains DCS control system software and hardware at appropriate revision levels and implement upgrades as needed, as well as current system back-ups.
  • Provides leadership and expert Honeywell TPS/Experion technical support to Operations, Engineering and Maintenance 
  • Monitors performance of control loops and provide troubleshooting as necessary
  • Monitor, review, and implement changes to DCS configuration requested by Operations and Maintenance.
  • Leads the site’s DCS alarm rationalization effort to meet industry standards.
  • Performs PI Process Historian configuration changes, database backups, and general system maintenance.

Accountability 4: Leadership

  • Maintains open communications with plant personnel to ensure continuity of safe, efficient operations.

Skills & Knowledge Required

Education/Experience

  • Bachelor’s degree in Chemical Engineering, Electrical Engineering, Computer Science or closely related discipline is required
  • Minimum 5 years progressive experience in a Chemical manufacturing facility
  • Experience with both DCS and PLC control systems required
  • Knowledge of PSM preferred
  • Experience participating in LOPA, PHA or HAZOP’s preferred

Skills/Competencies

Technical Skills

  • Strong process knowledge and ability to learn and stay abreast of industry changes.
  • Strong knowledge on unit operations, controls concepts, engineering, and quality assurance methodologies.
  • Experience and knowledge of process safety management.
  • Experience with process simulation such as Aspen Plus and HTRI preferred

ADA Physical requirements, visual acuity requirements and environmental conditions

While performing the duties of this job, the employee is regularly required to sit and perform tasks requiring repetitive use of hands.  The employee must occasionally walk, stand and travel by car, airplane or other means.   Exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Employee must have the ability to see written documents, computer screens and to adjust focus.

Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication and to make discriminations in sound.

Work Environment:  This job is performed mainly in a temperature controlled office environment.
