Process Safety Management Specialist

The Process Safety Management (PSM) Specialist is accountable for the implementation, management, and continuous improvement of the Process Safety Management program for the INEOS Styrolution Bayport and Texas City sites.  Responsibilities include leading the Process Hazard Analysis program at both sites, ensuring regulatory compliance guidance to all elements of OSHA 29 CFR 1910.119, developing tools to identify and mitigate process safety risks, and sharing learnings between the sites. This position will also support compliance to EPA’s Risk Management Program (RMP) 40 CFR Part 68.

Program Management & Support

  • Manage development and implementation of both tactical and strategic Process Safety Management (PSM) and Risk Management Plan (RMP) programs.  Serve as PSM Authority, providing regulatory compliance guidance for PSM/RMP programs for the Gulf Coast sites.  Advise and assist Managers, Supervisors, and Contractor Safety Representatives to ensure that Gulf Coast sites operate within company policies, procedures, and performance standards.
  • Lead the development, implementation, review and sustainability of site policies and technical guidelines associated with PSM and RMP elements (e.g., Process Hazard Analysis, Management of Change, Contractor Management, Process Safety Information, etc.) to deliver compliance.
  • Collaborate with site operations leadership and engineers to scope and prioritize capital improvement projects to improve process safety.
  • Develop process workflow to identify and maintain Recognized and Generally Accepted Good Engineering Practices (RAGAGEP).
  • Monitor regulatory changes, publicly available information, and significant incidents at plants.  Support the workforce in understanding and applying lessons learned.
  • Manage KMS database to track action items from inception to completion.  Provide technical support to the KMS software system and serve as a backup Administrator.
  • Collect and analyze process safety KPIs, providing results to the Gulf Coast Leadership Team to help assess effectiveness of our PSM/RMP programs.
  • Arrange for contract services support for PSM-related activities.
  • Interface with regulatory agencies as it relates to PSM, as needed.
  • Support DOT Training and compliance issues as needed.
  • Coordinate Facility Siting evaluations for temporary buildings and site study enhancements.

Process Hazard Analysis

  • Facilitate activities necessary to conduct PHAs, including node-by-node analysis and Checklist/What If methodologies.
  • Lead Process Hazard Analysis and Layers of Protection Analysis (LOPA) to meet internal INEOS Group Guidance Notes and external regulatory schedule requirements while providing necessary documentation, completing management reviews and issuing reports within established deadlines. 
  • Support project managers and site teams to define resources, schedules, and associated activities required to complete risk assessments (PHAs, LOPAs). 
  • Ensure PHA/Hazop participants (or other facilitators) are appropriately trained.  Mentor individuals on the methodologies, tools, and practices used to conduct PHAs/Hazops.  Review results of PHAs/Hazops for quality and thoroughness.
  • Assist with addressing needs for Safety Instrumented Systems documentation, Safety Integrity Level scenario analysis and Functional Safety Assessments.
  • Lead safety studies for new projects and work with site engineers to ensure effectiveness and consistency of PHA’s and LOPA’s.
  • Support PHA/LOPA action item holders in the evaluation and review process to ensure alignment with site policies and procedures.  Assist INEOS Styrolution sites in the closure of risk related action items.

Management of Change/PSSRs

  • Lead Management of Change program by participating in the gatekeeping, approval process, and identification/resolution of opportunities for improvement.  Maintain associated procedural and technical documentation. 
    • Provide guidance for Pre Start-Up Safety Reviews (PSSRs).

Employee Participation

  • Routinely interact with employees and contractors on Behavioral and Process Safety Principles concerns and issues.  Participate in employee safety committee initiatives. 
  • Support development and implementation of PSM awareness and education programs (i.e., training, toolkits) for employees and contractors.
  • Lead/participate in incident investigations to identify root causes and corrective recommendations to prevent reoccurrence.
  • Perform formal and informal audits of PSM elements to ensure compliance with INEOS Safety Principles and other company and regulatory requirements. Serve as local lead for INEOS Process Safety Audits. 
  • Provide field safety support to operations and maintenance departments.

REQUIRED PROFILE

Level of Education & Knowledge

  • Bachelor’s degree in in Engineering, Occupational Safety & Health, Environmental Science, or related technical degree required.  Chemical Engineering preferred.
  • Master’s degree or safety certification(s) preferred.
  • Demonstrated experience with EPA, OSHA, and DOT regulations including knowledge of regulatory compliance standards, 29 CFR 1910 series and 40 CFR Part 68 with emphasis on Process Safety Elements and Risk Management program elements required.
  • Possess a working knowledge of common chemical industry process safety policies, procedures, guidelines and best practices.

Experience in general

  • Minimum of 10 years of progressive process safety experience 
  • Fluent in English, both oral and written communication, required to interpret EPA, OSHA, various other Federal and State agencies and know their applicability to site processes.
  • Presentation and or training experience preferred
  • Must be physically able to climb steps (20' sections -75' tall), and enter manways of varying heights (max 200') and various diameters.
  • Must be physically capable to wear respirator and air supply, hear sound changes in the plant sites, smell differing aromas in the plant sites, and identify visual clues to wind direction.

Technical skills

  • Demonstrated working knowledge of Microsoft Office applications (especially MS Word, Excel, Outlook and PowerPoint), SAP, and sequel server type database software at least at an intermediate level.

  • Technical writing skills required.

  • Must be able to use math and algebra to determine flows, concentrations and calculate emissions.

  • Hazard Analysis Team Leader Certification preferred.
