FPS is a 100% INEOS-owned integrated oil and gas liquid transportation and processing system with a nominal capacity in excess of one million barrels per day serving the central area of the North Sea.

Oil and gas liquids from over 50 offshore fields and St Fergus flow through pipelines into FPS. FPS transports crude oil and gas liquids from offshore and onshore entry points, processes the liquids at Kinneil and redelivers to the customer Forties Blend crude oil at Hound Point and either Raw Gas or fractionated Gas Products at Grangemouth

job purpose

  • To define and operate a UKAS accredited Inspection Quality System to ISO/IEC 17020:2012 that determines fitness for service and demonstrates compliance with all relevant legislation as well as Ineos internal practices and procedures.
  • To set requirements for the definition, execution and reporting of all inspection related activity against all static mechanical plant and equipment across all FPS assets in accordance with all appropriate legislation, but primarily the Pressure Systems Safety Regulations (PSSR) 2000.

principle accountabilities

  • Determine fitness for service of pressure systems equipment to ensure business goals and legislative requirements are met.
  • Acting as Site Inspection Authority for Mechanical Equipment, and Technical and Quality Manger, set requirements (standards, practices and procedures), for implementation of in-service inspection of static mechanical equipment within the FPS business, to achieve business goals for SHE & Mechanical Integrity. Audit compliance with these standards, to provide assurance to operating assets on equipment condition and continued fitness for service.
  • Maintain UKAS accreditation for the INEOS FPS Type B Inspection Body in line with Health & Safety Executive & UKAS guidance, to provide assurance to the business and to external stakeholders.
  • Acting as Site Inspection Authority, assess all requests for postponement of major examination and deferral of inspection repair orders, to determine if approved or rejected, in accordance with legal and INEOS FPS bounds of acceptable risk.
  • Manage the Pressure Systems team including prioritisation of workload, coaching individuals as particular activity or issues arise, develop the overall capability of the team and utilisation of the performance management process.
  • Prepare and present a Monthly Integrity Management Report, as well as an annual assessment summary at board level, documenting performance of the FPS North and South assets against an agreed suite of Inspection Key Performance Indicators. Evaluate performance of each area against the KPI’s and establish any relevant inspection team specific actions to improve performance where inspection can have a direct influence on the outcome.
  • Define requirements for PSIE & Inspector competence. Assess team members against competence requirements and authorise scope, extent and authority level of individual inspectors by issue of Letter of Authority.
  • Control, direct and monitor the Inspection and Testing Term Contract. Assess the service, control spend within the agreed budgets and make recommendations to the Integrity Manager in relation to areas of improvement, increased efficiency and/or cost saving opportunities.
  • Consult with the INEOS FPS Projects team across all key stages of the Capital Projects process to aid in the definition of inspection requirements for newly constructed equipment to support initial period of endorsement.

  • The post holder is the INEOS FPS Inspection Authority and fulfils the roles of ‘Technical Manager’ and ‘Quality Manager’ for the UKAS accredited Inspection Body. The post holder operates a formal Quality System to maintain the INEOS FPS UKAS accreditation.
  • As Inspection Authority and in order to maintain UKAS accreditation of the INEOS FPS Quality System, the post holder must demonstrate independence and impartiality, i.e. freedom from commercial, operational or business pressures that may influence the post holder’s judgement.
  • The post holder is the Inspection Subject Matter Expert and is required to provide a response to all Inspection related queries, either in support of assessment by the Mechanical Technical Authority or direct from another source of the organisation.
  • Maintain expert knowledge of the Credo Inspection System including how the system operates, how the system interacts with the FPS maintenance management system and the use and application of the Risk Based Assessment module.

qualifications and technical experience

Minimum Qualifications and Technical Experience

Degree qualified Mechanical Engineer and Chartered Engineer.

Extensive mechanical engineering experience covering pipelines, pipework, mechanical protective devices, heat exchangers, pressure vessels and fired heaters. Experience of fabrication, design, commissioning, maintenance, inspection, turnarounds and plant operations on high hazard upstream, refining or petrochemicals sites.

Job-Specific Skills:

Demonstrated leadership and problem solving skills with the capability to manage a team of specialists as well as the ability to guide, coach and instruct where necessary, the operations organisation to ensure legislative compliance.

Job Knowledge Skills:

  • A thorough knowledge of petrochemical processes and mechanical equipment, materials selection, degradation mechanisms and engineering codes and standards.
  • A thorough knowledge and understanding, from a combination of theoretical and practical experience, of inspection practices including non-destructive testing techniques, both conventional and specialist as well as the application of a thorough, risk based assessment approach to in-service inspection.
  • The post holder is required to have a thorough knowledge of the law as it applies to design, manufacture, operation, maintenance, inspection and decommissioning of mechanical equipment, (PSSR, PUWER, LOLER, HSAWA, PED, DSEAR, PSR & Offshore Safety Case).
