Organizational Context & Job Purpose
The Chocolate Bayou Works site is located in Southeastern Texas about 40 miles South of Houston and consists of two Olefin units that produce approximately 3bn pounds/year of ethylene, 2 Polypropylene units that produce approximately 800m pounds/ year of polypropylene, storage and transfer facilities at Stratton Ridge. The Site also provides knowledge sharing support and functional guidance through relationships with the PE / PP facilities at Battleground, Carson California PP facility, and the Hobbs gas processing facility in New Mexico.
The Turnaround Planner is accountable for the thorough and accurate planning of fixed equipment (exchangers, towers, drums, reactors), piping replacement and new installation, and TAR logistics turnaround work, ensuring that all planned activities are performed proactively, in a safe and environmentally sound manner, assuring compliance with established codes, procedures, and good work practices, and for identifying cost-effective means of completing necessary work, prior to the start of Turnaround work activities for the area.
This work includes the development of planned TAR job packages for non-capital improvement projects, for capital projects as required, and for TAR maintenance work. The turnaround job packages will be developed to match the organization’s needs with turnaround resource availability, and for large turnarounds providing oversight for turnaround materials management which includes ensuring that materials for scheduled jobs are kitted and delivered to the correct location.
The Planner is responsible for visiting the specified job site to identify the scope of work, planning and estimating all resources required to perform I&E specific jobs including temporary power requirements, MCC job plans, Control valves and all other I&E work. He/she also requisitions all needed material and external services. The planner works closely with the sites requesting the work as well as those performing work to ensure adequate detail has been provided. The planner references plant equipment specifications to determine proper repair methods and proper material purchases.
The I&E TAR Planner will create detailed work packages for each job being planned. This package will include all information needed for the Technician to efficiently execute the work, i.e., estimated man hours and duration for each step, P&IDs, pictures, drawings, bill of materials, plot plans, tools, equipment and logical progression of work.
The I&E TAR Planner reports directly to the TAR Coordinator.
Roles & Responsibilities
Front-End Loading
- Travel to other INEOS sites as required to facilitate TAR planning (up to 10%)
- Develop top quality job plans which are accurate for the task(s) and are conducive to efficient work execution.
Key TAR Job Plan elements include:
- Required skill crafts and accurate work duration(s)
- Required tools and equipment to properly execute the work
- Optimal sequencing logic between operational steps
- For small TARs, requisition for necessary parts and materials via the Procurement department
- Accurate assignment of order type and turnaround activity types
- Re-usable task lists for repetitive jobs
- Accurate Bills of Material (BOM's) where appropriate
- Special instructions and required documentation such as IFC information, QA/QC needs, piping schematics, etc.
- Manage turnaround orders such that they can be planned and worked as a single order that optimizes resource use.
- Audit turnaround work orders for correct entry data and cost settlement information.
- Coordinate activities on purchases and deliveries through the Procurement department team lead for small TARs. Work with the procurement team lead when required to ensure the most cost effective materials and services are sourced to execute planned/unplanned work.
- Plan Capital IFC work as required.
- Audit engineering project orders for assigned area to ensure complete information is assigned.
- Audit repairable and non-stock parts to ensure availability and adjust inventory as required.
Execute
- Solicit feedback on executed job plans and make necessary changes to ensure that planning and work efficiency continue to improve.

Operate
- Assist in the identification of re-usable job plans and ensure such plans are placed in the proper repository for future use
- Use feedback from completed TAR to continuously improve and update reusable job plans
- Participate in TAR debriefs and Lessons Learned Workshops to assist in identifying issues and solutions to drive continuous improvement
- Resolve material issues on work orders that have been cancelled after material has been ordered or purchased.

Skills & Knowledge Required
Level of Education & Experience:
- High School diploma required. Undergraduate degree in related fields a plus.
- Minimum of 5 years experience in chemical, refining or industrial manufacturing and/or capital projects is required
Key Skills & Knowledge
- Prior responsibility for facilitating maintenance planning/execution functions/practices is a plus.
- Exceptionally strong communications skills, drive, sense of urgency and problem-solving abilities
- Ability to work across all disciplines and throughout all levels of the organization in a persuasive and credible manner
- Possess the skills of a change agent
- Demonstrated success in implementing maintenance planning/scheduling processes/procedures.
- Strong technical knowledge of materials, equipment design and function.
- Create drawings of piping systems with corresponding bills of materials for piping and components required.
- Ability to open, print and read engineering drawings, P&ID’s and equipment detail drawings.
- Ability to visualize necessary repairs and communicate best practices with management and plant employees.
- Ability to read, understand and follow technical specifications.
- Exposure to various mechanical repairs and techniques preferred. Welding and piping fabrication and repair, heat exchanger repair, painting and insulation processes, scaffolding, etc.
- Strong knowledge of SAP and Microsoft products. Strong application of Excel and familiarity with Access.
- Strong written and oral communication skills
- Strong interpersonal skills, the ability to work with diverse groups in sometimes time-compressed situations to gain consensus and a clear path forward required.
