Organizational Context and Job Purpose
The Olefins & Polymers USA division of INEOS is one of the largest producers of olefins and poly-olefins in North America. From its manufacturing locations at Chocolate Bayou and the Battleground Manufacturing Complex, it is a merchant marketer of butadiene, ethylene, polypropylene and high-density polyethylene with annual revenue of over $4b.
The Chocolate Bayou Site is located in Southeastern Texas about 40 miles South of Houston and consists of two Olefins units that produce approximately 4bn pounds/year of ethylene, 2 Polypropylene units that produce approximately 1.0b/year of polypropylene, and the Light Ends storage & transfer facilities at Stratton Ridge.
The C3 Operations Specialist is responsible for delivery of training instructions for the safe, efficient, environmentally sound, and cost-effective operations of the C3 operating assets and act as the subject matter expert for the C3 Olefins process. They are jointly responsible with working with the C3 Learning and Developmental Coordinator, Working Team Leaders, and Process Coordinator to assure compliance with all related OSHA 1910 training requirements and assist in unit operational needs. This role reports to the C3 Operations Superintendents at Chocolate Bayou Works.
RESPONSIBILITIES AND ACCOUNTABILITIES
The position is accountable for understanding and putting into practice the INEOS 20 Principles. Additionally, the C3 Operations Specialist has a special responsibility to cascade the understanding of these principles into their training activities.
Safety, Health, & Environmental
Assure compliance with all INEOS Training and OSHA 1910 requirements
Develop, Review, and/or Revise training modules and operating manuals and ensure they are up to date
Assists with training reviews and audits
Participate in HAZOPS, Incident Investigations, MOC’s, audits, etc.
Ensure resolutions of MOCs, HAZOPs, and Tractions action items pertaining to (but not limited to) training
Operational
Develop, review, and update Area LOTO and Blind lists
Update Operations PRIDE rounds/routes and review adequacy for each process area
Provide input to Standard Operating Procedures by field reviewing with Operators; submit red lines to Area Process Coordinator
Work to ensure continuity of operational experience and expertise across all shifts
Work closely with process coordinator and working team leader to assist in unit operational needs
Assist with the development, facilitation, implementation of operator training programs and job instructions
Gather and update appropriate training material and data to ensure the most appropriate material is being utilized, i.e. training manuals
Assist Working Team Leaders and C3 Learning and Developmental Coordinator for initial training/on-boarding of operators
Work with C3 Learning and Developmental Coordinator to develop job instructions documents for operator training
Participate in training and course development for new and incumbent operators
Work with C3 Learning and Development Coordinator to update qualification training materials
Perform individual training assessments and provide feedback and coaching
Identify gaps in the training process and work with C3 Learning and Developmental Coordinator to design effective plans for resolution
Perform quality-related jobs such as investigating, documenting and providing corrective action
Read and interpret P&IDs
Ability to operate process using plant Distributive Control System (DCS)
Computer tasks up to 2 hours per day
Review policies and procedures annually or per required frequency if different
Co-train fellow process technicians per training and qualification requirements
Assists in performing safety reviews, safety audits, and incident investigations
Assist in emergency response situations
Skills & Knowledge Required
Educational Background
High School Diploma or GED equivalent.
Operating Technical Degree or minimum eight (8) years’ experience in operations position with board experience required.
Prior Olefins (pyrolysis cracking, front-end acetylene reactor, C2/C3 fractionation) experience preferred.

Physical Requirements
Positions may work straight days or be placed on-shift working 12-hour shifts, rotating between days and nights.
Willing and able to work in a safe but sometimes extreme environment. For example, parts of the plant may be accessible only via narrow platforms and walkways, tall ladders and/or steep stairs. Conditions will sometimes be hot, cold, loud, elevated, confined, smelly and/or dirty.
Willing and able to perform physically demanding work which may include standing and/or walking for long periods of time, lifting and carrying heavy objects (e.g., fire extinguisher) and entering confined spaces.
Candidates will be administered a battery of tests to demonstrate adequate physical ability to safely perform all aspects of the job.
Must be able to lift and carry up to 50 lbs, exert up to 50 lbs of force occasionally, up to 30 lbs of force frequently, and up to 10 lbs of force constantly to move objects.
Must have ability to see written documents, computer screens and to adjust focus.
Must be able to hear/perceive nature of sounds at normal speaking levels with or without correction. Must have the ability to receive detailed information through oral communication and make discriminations in sound with and without protective hearing as required.
