INEOS Organization: INEOS is a global manufacturer of petrochemicals, specialty chemicals and oil products. Its production network spans 60 manufacturing facilities in 13 countries throughout the world. INEOS is one of the world’s largest chemicals company with $40b of sales per annum and 15,000 employees worldwide. INEOS Olefins and Polymers (O&P) USA is one of the largest subsidiaries within the INEOS group of companies and is headquartered in League City, TX.

Business Context:  The O&P USA business produces a variety of commodity grade petrochemicals, of which the most important are Ethylene, Propylene, Butadiene, Polypropylene and Polyethylene.  Manufacturing sites include Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (LaPorte, TX), and Carson, (Carson, CA). The O&P USA business purchases significant quantities of Natural Gas Liquids, Naphtha, and other energy commodities for the production of the above mentioned product lines. The O&P USA business manages all of its raw material acquisition and has a robust trading and optimization group.  The US NGL Team also serves as face to market and manages logistics for NGL exports to INEOS plants in Europe and 3rd party sales.

How the Role Fits In:

Feedstock supply and trading is a core activity within the O&P USA business that generates significant income and develops new sources of business value.  The NGL Export Logistics Specialist role is a key part of the feedstock procurement and trading function and is responsible for performing a variety of activities to support feedstock procurement, logistics and trading.  The NGL Export Logistics Specialist works for O&P USA but supports INEOS Trading and Shipping (ITS) under a Support Level Agreement (SLA).

The Main Purpose of the Role: 

The NGL Export Logistics Specialist acts as the face to market for INEOS Trading & Shipping’s (ITS) logistical operations in North America and conducts business at their direction. 

Responsibilities and Accountabilities

Accountability 1: Logistics and Operations

  • Serve as North American face-to-market for logistics, operations, and nomination activities with suppliers, pipelines, and terminal operators
  • Serve as US face-to-market for logistics and operations activities related to maritime shipping, including communication with Evergas, marine terminals, inspectors/surveyors, and agents for ethane and ethylene.
  • Coordinate with ITS to develop monthly US shipping and logistics plan.
  • Communicate updates to appropriate scheduling, operations, and commercial groups in O&P USA and ITS.
  • Track movements and inventory balances to verify compliance with nominations.
  • Monitor and report on volumes transported, product imbalances/losses, and volume deficiencies.  Ensure supplier, pipeline and terminal accounts are reconciled and paid on time.
  • Make optimization recommendations to ITS for maximizing pipeline and terminal commitments, while utilizing deficiency and banked volumes before expiration and minimizing disruption to the shipping schedule.
  • Manage intra-month changes to the supply plan in response to disruptions (unplanned outages, shipping delays, etc).
  • Balance Northeast ethane supply portfolio by negotiating and purchasing spot ethane volumes on a month-to-month basis as required.
  • Manage export compliance requirements. Provide relevant information on commodity export, USPPI allocation and document instructions to freight forwarder.  
  • Serve as primary point of contact for vessel strainers used during loading operations  Establish and maintain filter maintenance program.
  • Work closely with the O&P USA Feedstock Team and ITS to develop and execute plans to integrate  operating activities into US Feedstock organization, leveraging as appropriate the existing US systems.
  • Integrate new suppliers and midstream counterparties into existing Logistics and Operations activities.
  •  Participate in regular conferences between US team and ITS to ensure that US operations are aligned with Rafnes, Grangemouth, Zwijndrecht, and 3rd party needs; identify and implement opportunities for value added optimization.
  • Supply ethane volume and financial inputs for ITS business forecasting model on a weekly basis.
  • Execute time trades with terminal customers to maximize utilization of shipping fleet.
  • Provide insights into market fundamentals and industry network critical to achieving the highest value for the business.
  • Provide back-up coverage for the NGL Product Export Specialist.

Accountability 2: Product Quality Management

  • Identify, develop, and execute quality initiatives in conjunction with ITS, O&P North, and O&P UK counterparts to maximize the quality of material delivered to the European petrochemical sites. 
  • Lead negotiation of contracts with 3rd party analytical providers to ensure satisfactory service is provided at a competitive cost.
  • Work with 3rd party analytical providers to increase the availability of testing equipment in the Northeast and Gulf Coast markets to encourage competition, improve testing time/quality of service, and reduce costs.
  • Leverage relationships with suppliers, midstream companies, pipelines, and terminal operators to execute quality initiatives.
  • Act as primary contact for off-spec product incidents; responsible for interfacing with ITS team to determine response to off-spec product. Requires strong coordination and communication with team members at ITS, Rafnes, and Grangemouth. 

Accountability 3: Term Contract and Market Management

  • Face-to-market for the logistics and operational issues related to term contracts with suppliers, pipelines, and terminal operators.
  • Maintain strong relationships with logistics and operational counterparts at suppliers, pipelines, and terminal operators to ensure effective communication and a reliable supply chain.
  • Meet with logistics and supply counterparts on a periodic basis.
  • Assist with negotiating amendments and additional supply and service agreements as necessary.
  • Develop and implement commercial and logistics systems required to facilitate exports out of U.S. Northeast and U.S. Gulf Coast.
  • Monitor and report KPIs with individual suppliers. Summarize and communicate performance to improve economics and reliability of the supply chain in coordination with ITS.
  • Develop and manage processes to handle off-spec product, operational upsets, FM events, scheduled/unscheduled maintenance, turn-arounds, etc..
  • Develop strong working knowledge of term contracts and commercial provisions (pricing, term, performance requirements, cover for non-performance, FM, payment terms, assurance/credit language, specs, nominations, scheduling, etc).
  • Monitor contract triggers and provisions and execute when necessary to optimize system and maximize value..

Accountability 4: Project Implementation

  • Support project implementation activities at Sunoco (Mariner East) and Enterprise (Morgan’s Point and Beaumont) terminals in coordination with the ITS and O&P USA management teams during start-up and expansion phases of these projects.

Most important activities:

  • HSE (OSHA recordable, environmental, near miss) – Ensure responsible operation of assets and follow best practices; management of change processes.
  • Product Quality – Ensure compliance with contractual and manufacturing product specifications.
  • Security of Supply – Manage product logistics to ensure timely supply of ethane and ethylene.
  • Cost Control – Optimize contractual optionality while minimizing operating costs.
  • Engage in 20 principles process and behavioral safety procedure reviews.
  • Foster a learning environment around safety.
  • Flexible schedule ideal due to time differences with European counterparts.

Skills & Knowledge Required

Education/Experience

  • Degree in engineering, science or business required.
  • Understanding and experience with the Petrochemical and NGL industries. 
  • Maritime operations and logistics and LPG quality testing practices a plus. 
  • Skills/Competencies

  • Excellent communication skills are critical along with the ability to work closely in a high performing team environment. 
  • Candidate should be highly motivated; detail oriented and possesses good planning skills. 
  • Good interpersonal and influencing skills are beneficial.
