THE POSITION

This role leads the development, implementation, and maintenance of Risk-Based Inspection Programs (RBI) for two styrene monomer plants.  It provides deep technical expertise for applying risk-based methods to set the optimum inspection plans for fixed assets; leads engineers and inspectors to ensure plans are appropriately executed; and collaboratively determines creative solutions to mechanical repairs that meet Process Safety requirements and maximize equipment availability within defined cost parameters.

REQUIREMENTS

  • BS in Mechanical Engineering or related engineering field required.
  • Masters or Ph. D. in Mechanical Engineering or related work preferred.
  • Minimum of 10 years’ experience petrochemical or chemical industry and demonstrated ability in the practical application of the requirements of 29CFR 1910.119 regulations, ASME Boiler and Pressure Vessel Code, ASME B31 series Piping Codes, API 579, ANSI/NB-23 National Board Inspection Code and 49 CFR (DOT Code)
  • Knowledge of risk-based inspection; equipment design, fabrication, and repair codes; and corrosion, damage mechanisms, and materials.  This includes:
    • Working knowledge of API 510, 570, 571, 572, 574, 576, 580 and 581 codes or recommended practices
    • Awareness of additional relevant codes such as ASCE, TEMA, NORSOK, CSA, AGA, DIN, ISO, EN, CGA, IEEE, ISEA, NEMA
  • Must have ability to perform: (1) calculations (2) safety/risk/fitness for service assessments for Fixed Equipment, Relief System and Rotational equipment
  • Supervisory experience preferred

RESPONSIBILITIES

Program Management

  • Develop/manage inspection program to maintain mechanical integrity and compliance with all engineering/regulatory codes.
  • Generate monthly compliance activities report to department leader
  • Support Gulf Coast sites in the definition, implementation and sustainability of risk management initiatives identified to deliver continuous improvement and/or compliance with industry/regulatory changes associated with MI.
  • Integrate management systems supporting Mechanical Integrity for Fixed Equipment and Relief Systems.
  • Support audits and insurance surveys in relation to MI programs for Fixed Equipment and Relief Systems.
  • Manage inspection data and workflow process

Engineering

  • Design fitness for service protocol to improve availability & maintain mechanical integrity of equipment
  • Work with vendors concerning equipment issues, technology issues, failure problems, and quotes on equipment used in some projects.
  • Review and approve engineering repair plans for clamps, piping, pressure vessels, and all fixed equipment at the site
  • Perform calculations for determination of remaining life based on damage mechanisms present
  • Review, modify, and approve pipe and equipment specifications for repairs or capital projects
  • Work with vendors to ensure procedures used in welding and repairs meet engineering code with specific requirements of our material and condition

Functional Leadership

  • Supervise Gulf Coast Mechanical Integrity team, consisting of in-house fixed equipment engineers, in-house inspectors, and a team of contract inspectors
  • Supervise contract inspection staff for TAR events and maintenance projects
  • Direct daily activities and scope of the inspection team & inspection data management system in support of regulatory compliance
  • Develop skills of in-house engineers and inspectors

Safety Leadership

  • Support safety culture and processes including participation in risk assessment processes, management of change, incident investigations, etc.

THE LOCATION

This opportunity involves supporting two plant locations.  One is located in Pasadena, Texas and the other is in Texas City, Texas.  The sites are approximately 20 miles apart.  Pasadena is part of the Houston metropolitan area, about 30 miles from downtown.  Texas City is about 40 miles Southeast of Houston and 10 miles north of Galveston Island.  Please note that relocation assistance is not available for this position.
