  1. Purpose /Role of the job:  Provide Project Engineering & Construction services to Brownfield – Capex projects
  • Projects Requirement Capturing from O&M Team
  • Project engineering especially provide expertise for Equipment & Piping Engineering
  • Project Cost Estimation & Proposals
  • Project planning, scheduling and monitoring
  • Projects procurement including construction contract / services
  • Project Execution and Construction Management
  • Prepare project cost estimate and project proposals
  • Plan, Schedule, coordinate & manage assigned projects and as discipline support
  • Coordinate, follow-up & Execute projects in-house and/or by engaging consultants
  • Vendor & contractors identification, assessment and engagement
  • Ensures follow-up during design, procurement, construction and commissioning of relevant standards and procedures
  • Full time support & supervision of project construction (dis-mantling & installation) & commissioning
  • Material unloading / loading & stores management

Internal:

Total compliance to INEOS Styrolution (INSTY) ‘SHE rules/guidelines’, Development of Capex in compliance with INSTY Guidelines, Ensure the best engineering standards are followed and Implementation of projects from ‘Concept to Commissioning’, in equipment design, layout and piping and other Projects, from Mechanical perspective.

External:

Compliance to, all the statutory requirements of law/regulations.

Coordination with Project consultants and Contractors.

  1. Key Result Areas: Incident free operations, Adherence to INEOS Styrolution SHE guideline, Compliance with local regulations.

Major Activities:

  • Attend regular safety training and ensure the same for project department employees, contractors and visitors on
    • Safety rules and guidelines
    • Operating procedures
    • Incident sharing and learning
    • Permit to work and Risk Assessment etc.
  • To develop safety culture and drive for incident free operation within Project department and all contractors.
  • To ensure that all project employees are communicated about site annual SHE improvement plan.
  • To meet SHE KPIs and Targets set by management from time to time for all project employees.
  • Participate in Behavior Based Safety program at site and ensure the same for all project staff.
  • Participate in Site SHE committee, as required, to resolve safety issues and drive SHE performance at respective site.
  • To ensure all incidents including Near Miss at site are reported, investigated and action items are tracked to closure. This includes all incidents for contractors.
    • Use KMS for incident reporting and investigation, MOC, action item tracking
    • Ensure SHE related action items from audits, plant walkthroughs etc. are tracked to closure.
  • As a member of Project group,
    • Contribute to INEOS Styrolution Asset Care program.
    • Track with respective colleagues for maintaining the assets and integrity of the protective system as required.
  • Ensure that procedures and practices including that of contractors are aligned with INEOS Group Guidance Notes (IGGNs).
  • Accountable for,
    • Cascading INEOS 20 principles within project and contractors
    • Implementation of Life Saving Rules by all project staff.
    • Safety of employees, Contractors and Visitors at site
    • Following Permit to work as per the site procedure.
    • Following Management of Change as per the site procedure
  • Responsible to promote INEOS Styrolution Sustainability program at site.

Outcome:

            Zero incident/ accident in the area of operation

  1. Key Result Areas: Project Development & Approval 

Major Activities :

  • Prepare the project scope of work for all Capex Projects
  • Coordination with discipline leads and operations team members for all cross-functional requirements
  • Prepare the cost estimate for the equipment, packages, Piping and construction
  • Prepare Activity list & schedule for Project, all in coordination with project controlling group.
  • Prepare and Review specifications, datasheets for equipments
  • Co-ordinate with Project Management Lead for seeking approvals according to the ‘Delegation of Authority’ guidelines.

Outcome: Project proposal development according to INEOS Styrolution Capex Guidelines.

  1. Key Result Areas: Project Engineering – Concept / Basic / Detailed

Major Activities :

  • Project Engineering coordination – in-house  or through consultants
  • Review engineering deliverables for completeness
  • Review / Approve vendor drawings
  • Coordinate & collaborate with other disciplines for engineering integration
  • Lead in Engineering Activities like equipment list, layouts, piping GA, Isometrics, fluid list and codes, vendor drawings and documentation requirements, formalize inspection plans and procedures, identify equipment spares and special tools requirements etc.
  • Participates in constructability reviews, supports cost estimation and provides input into

      construction contracts

  • Ensure design basis aligns with INEOS Styrolution Asset Care program

Outcome: Ensure Project Engineering Deliverables for Mechanical discipline for completeness & quality

  1. Key Result Areas: Technical support to procurement

Major Activities:

  • Create Purchase Requisitions  in SAP with enquiry / order specs
  • Preparation & Review of Mechanical Data Sheets and BOQ for material & services
  • Preparation of Technical Bid Comparison for equipment and piping services in conjunction with project procurement manager
  • Ensure technical clarification for timely execution of Orders
  • Post ordering activities; like – design/drawing approval in line with the agreed schedule.
  • Coordinating & participating in stage wise inspection & expediting
  • Support procurement to expedite timely payment to ensure timely delivery 

Outcome: Procure Equipment / Material as per specifications & schedule

  1. Key Result Areas: Project Execution & Construction Management

Major Activities :

  • Project scheduling related to equipment and piping in coordination with Project controller
  • Coordination with Function Head/OPS team for shutdown planning to meet timely completion
  • Ensure all the safety standard are followed during engineering, construction and commissioning
  • Implements a detailed work safety plan, conduct safety briefing and monitor safety measures continuously
  • Ensure desired quality in work, through close coordination with Contractors & Consultants.
  • Creating or Approving test procedures, Lift plans of contractor.
  • Supervise Contractors work for Erection, Installation, Testing & commissioning of the Equipment / Package / System
  • Supervise Contractors work for Fabrication, Erection, Installation, Testing of Structure, Piping including supports etc.
  • Contractors Bill Certification for payment
  • Ensure regular safety training at site for employees, contractors and visitors, including “Behavior Based Safety programs". 

Outcome:

Construction activity completed according to planned timeline, defined quality aspect, and within budget.

  1. Key Result Areas: Pre-Commissioning Activities & Start up

Major Activities:

  • Co-ordinate with contractors and operations team to close all punch points and comply with user requirements
  • Participate for PSSR(Pre Startup Safety Review) with OPS/SCM, SHE and GTO team (if required)
  • Ensuring  implementation/compliance of all PSSR recommendation
  • Lead in pre-Startup activities of all equipment and piping supporting cleaning, flushing, control system checks, loop checking, calibrations, etc.
  • Support final commissioning led by OPS team
  • Lead the on-site coordination with suppliers, consultants & OPS for imparting training for relevant Equipment and packaged systems.

Outcome:

       Safe & Successful startup and handing over of Project

F. Required profile:

Level of education & Knowledge:

  • Bachelor of Engineering (Mechanical)

Experience in general:

  • Relevant experience of  10-12 years of project execution, construction and maintenance, Currently working in projects group, past experience in maintenance. Civil constrcution exprience is preferable.

Technical skills:

  • SHE practices 
  • Knowledge of equipment design Engineering and various packaged equipment.
  • Should have good knowledge of Equipment & piping engineering
  • Projects engineering and management standard practices
  • Knowledge of equipment design standards, piping class specifications and standards and  quality related to project
  • Computer proficiency
  • SAP

Job Requirement:

  • Must be able to climb ladders and stairs
  • Walking up to 8 hours a day
  • Must be able to work in confined spaces

Legal Training Requirements
