FPS is a 100% INEOS-owned integrated oil and gas liquid transportation and processing system with a nominal capacity in excess of one million barrels per day serving the central area of the North Sea.

Oil and gas liquids from over 50 offshore fields and St Fergus flow through pipelines into FPS. FPS transports crude oil and gas liquids from offshore and onshore entry points, processes the liquids at Kinneil and redelivers to the customer Forties Blend crude oil at Hound Point and either Raw Gas or fractionated Gas Products at Grangemouth

job purpose

Reporting to the Plant Manager (Export), the post holder will deliver required terminal operating performance within all applicable regulatory including SHE, legislative and cost requirements.  The Marine Operations Manager will identify and manage all the resources required to optimise the operation and meet plans and targets on a short/medium/long-term basis.  As Marine Subject Matter Expert the post holder will provide information and advice to the FPS Leadership Team, Technical Authority and staff on legislation, regulation, business requirements and industry best practice.

principle accountabilities

• The Marine Operations Manager is accountable for supporting safe marine operations within FPS in a systematic and controlled manner.
• Key interface with significant marine contractor(s) operation providing terminal ops/towage/marine support in jointly providing safe, compliant and competent operations.  Focused ability in the optimisation of income from towage/marine services and rigorous cost management.
• Accountable for ensuring delivery of the export plan for Hound Point terminal ensuring the terminal Marine Supervisors are able and fully supported in the optimisation of scheduling, stock management, tanker selection/alongside management and the correct completion of all required commercial and customs documentation.
• Marine support to RLPG Grangemouth operation and provide timely advice on terminal and vessel issues including procedural/guideline documentation.
• Lead, liaise and otherwise contribute to the necessary collaboration, discussion and agreements with local and national statutory authorities and marine related organisations.
• Act as FPS Marine SME advising on legislation, regulation, business requirements and industry best practice including marine support to C&CM for emergency/oil spill preparedness and response.
• Act as ISPS Port Facility Security Advisor for Hound Point Marine Terminal and RLPG Grangemouth.
• Collaborate with Ineos Marine Assurance Staff to ensure ongoing selection of suitable vessels for both Hound Point and RLPG and contribute authoritatively to the appropriate resolution when vessel issues arise.
• Ensure that marine or marine related projects are appraised, planned executed or otherwise supported as necessary to ensure that the necessary commercial and highest practicable safety standard is consistently achieved.
• Seek, identify and appraise opportunities for marine/related commercial development in FPS.
• Develop and implement strategies in pursuit of operational excellence to improve operating performance.
• Produce necessary operating documentation in line with FPS SMS specification for Hound Point as well as terminal ship/shore documentation and navigational direction in the form of Marine Guidelines agreed by Port Authority/Towage Contractor and Pilots.

Support to the FPS IMT/OSC and local stakeholders’ mutual aid arrangements in relation to marine emergencies in the Hound Point, Grangemouth and the Forth estuary.

qualifications and technical experience

• MN Master Mariner – Class 1 STCW II/2 Unlimited area/tonnage (Chief Mate unlimited will be considered with appropriate experience).  Dangerous Cargo Endorsement (Petroleum). Degree / Higher Diploma in nautical science/maritime related discipline.
• Senior supervisory experience within an oil & gas environment.  Command experience on medium/maximum sized crude tankers and/or floating production/storage installations.
• Strong knowledge of marine terminal management and the hazards, risks, controls and mitigations involved.
• Experience of managing marine services contracts – involving owned and chartered vessels.
• Strong knowledge of pilotage and towage issues.
• Strong knowledge of the marine related elements of offshore/terminals project appraisal, planning and execution.
• Strong knowledge of site operating working practices, standards and procedures and relevant HSE, IMO, MCA, other related marine legislation and regulatory standards.
• Proven ability to manage, coach and develop Marine Supervisory and Operating personnel as well as the ability to familiarise Management and Engineering staff in the marine context of operations and projects.
• Good level of communication skills, dealing with all levels within the organisation.  Able to communicate with positive personal impact and influence with external parties.  Effectively manage a diverse range of these internal/external relationships.
• Experience/qualifications in auditing operations/vessels, incident investigation and occupational health & safety.
