Purpose of the job:
This role is responsible for assisting in the develop of, and executing, the commercial marine logistics strategy to provide safe, reliable and cost-effective delivery of products day-to-day for and to customers internationally and across North America; balancing cost and service levels to maximize business value. Via participation in negotiation and management of contracts with vessel owners/charterers and 3rd Party Logistics providers, the role provides and aligns logistic assets and activities internally and externally to drive operational performance excellence in terms of Oligomers and Gas/Spec business requirements, customer service, fleet management and financial delivery.
Lead responsibility for definition of requirements for, and operation of the Oligomers barge fleet consisting of 7 vessels with activities throughout the USGC. Annual spend on the order of $45M. Value of commodities moved is ~$1.5B. Approximately 22 contracts managed.

Responsibilities and Accountabilities:
Accountability 1: Management of the Logistics function
- Be the lead interface between Plant site Logistics and Corporate marine Logistics.
- Forecast marine market directions and trends. Broadly communicate market information in order to promote sound and timely commercial decisions. Communicate short term impacts to services.
- Work closely with Product Manager to understand short-term and long-term shipping requirements to optimize service provision and supplier value through operational efficiency.
- Develop and maintain barge fleet sizing models and equipment provision. Work closely with Product Manager and Logistics Procurement Manager to support long term plant operations as well as short term issues incurred due to changes in product mix.
- Support annual marine equipment budget process including leases, regulatory compliance, and spot charters. Monitor contractors spend to budget.
- Manage marine spill incidents as required including equipment repairs, replacement barges and management incident reporting. Process parcel tanker demurrage claims as well as product damage/insurance claims.
- Investigate/Initiate new software tools to enhance supply chain optimization.
- Audit import duty application against regulatory HTS codes.
- Maintain quarterly container/isotank and semi-annual parcel tanker rate negotiations against market.
- Review freight settlement invoices which fall outside of normal business operations recommending payment or reason for dispute.
- Perform vetting checks on deep sea marine vessels and barges to insure compliance with INEOS Marine assurance standards and assist with IMAS policy development.
Accountability 2: Provide Subject Matter Expert support to Procurement. Negotiate and Manage Marine Services contracts.
- Define service needs based on short-term and long-term shipping requirements in close cooperation with Product Managers and Logistics Procurement Manager.
- Define technical requirements based on current rules, regulations, and industry standards applicable to the products transported.
- Assist Logistics Procurement Manager in setting up RFQs of all marine services procurement including providing support in running the bid process, reviewing the bids, and concurring with the management recommendation.
- Assist Logistics Procurement Manager in negotiating marine lease contracts.
- Provide 24/7 coverage for any marine operational issues and emergencies to mitigate commercial damage.
- Act as Oligomers lead for INEOS Marine Assurance relating to domestic barge operations.
- Manage provision of marine services within the boundaries of negotiated contracts; assure compliance with service requirements and contract obligations.
- Negotiate spot rates within established marine contracts.
- Primary contact for other INEOS business groups regarding marine transportation and services.
- Facilitate carrier operational performance reviews to provide feedback operational performance and opportunities for improvement. Address/resolve service infringements.
Accountability 3: Management of Change and Regulatory Issues
- Ensure full compliance to Department of Transportation (DOT) 49 CFR, US Coast Guard, Customs and Border Protection (CBP), and International Maritime Dangerous Goods (IMDG) requirements for marine movement.
- Establish and maintain specifications and handing protocols for marine equipment by product and within industry and regulatory guidelines. Ensure all equipment, services, and service providers (both domestically and internationally) meet these requirements as well as provide proper product stewardship to maintain product specifications.
- Analyse potential changes in US Customs, US Coast Guard, US DOT and IMDG regulations for impact to Oligomers operations and provide the business with proactive advice on changing regulations.
- Work closely with SHEQ to investigate and resolve issues and incidents efficiently and expeditiously. Support SHE group in efforts of root cause identification and development of programs to reduce/eliminate carrier incidents.
- Single point of accountability for import/export document compliance, including ISF and SED filings.
- Single point of accountability for vetting and aligning of customer Letters of Credit against logistics offerings.
- INCOTERMS expert to synchronize utilized terms against customer offering and business model.
Accountability 4: Management of People
- Management of key 3rd Party personnel relating to marine equipment management, inspection, analytical and import/export documentation.
- Manage in-house BDP resource FTE personal.
- Lead efforts in any required modification of barges.
- Oversee proper invoicing of customers for marine demurrage.
Skills & Knowledge Required
Level of education & experience in general:
- Technical Degree (BS, BE or BA), preferably in Maritime Transportation/Administration.
- Minimum of 10+ years Logistics Operations experience in marine logistics.
- Manages a variety of assignments effectively displaying project management competency.
- Experience working with Marine Charter Parties and Contracts of Affreightment
- Ability to drive operational performance both through managing internal teams and third-party service providers
- Strong track record of enforcing HSSE compliance
- Skilled in identifying commercial opportunities through analysis of the fundamental business drivers
- ISO 9001/6000 Quality Trained
- INCOTERMS 2020 conversant.
- Strong written and verbal communication skills
- Root Cause Failure Analysis (RSFA) Trained
