JOB DESCRIPTION Job title: Maintenance Supervisor(E&I)

A. Purpose /Role of the job /: Describe in 1 phrase what contribution the job is expected to make to the organization’s objectives

The Maintenance Supervisor OSBL is responsible for planning, supervising and carrying out the necessary maintenance, renewal and repair work in the installations within his/her area of responsibility in order to ensure reliable and safe operations and guarantee required availability of the assets

Internal factors:

Within Maintenance team

With production team such as production manager, production Engineer and shift Supervisor to organize, prioritize and align on daily maintenance work

With technical engineering team for implementation of MOC’s, Capex projects, inspection activities and any improvements in the installations

With procurement for indirect spend on maintenance spares and order processing

With SHE team to ensure safe maintenance work

External factors:

3rd party supplier for equipment

3rd party contractor for preparation, discussion and follow-up of maintenance activities

 SHE 25 %

Participate on regular safety training at site:

Safety rules and guidelines

Operating procedures

Incident sharing and learning

Permit to work and Risk Assessment, etc.

Active support to the safety culture at site and works safely for incident free operation.

Understand and follow annual SHE improvement plan for the site.

Work in line with SHE KPIs and Targets set by management from time to time.

Contribute to Behavior Based Safety (BBS) program at site.

Participate on training at site to take BBSO to next level of reporting.

Support Site SHE committee to resolve safety issues and drive SHE performance.

Be conscious that all incidents including Near Miss at site must be reported, investigated and action items must be tracked to closure.

Active use of KMS for incident reporting and investigation, MOC, action item tracking

Collaborate to track and close all SHE related action items from audit, plant walkthroughs.

Follow site procedures aligned with INEOS Group Guidance Notes (IGGNs).

Accountable for:

Following and practicing INEOS 20 principles of Behavior Safety and Process Safety at site through site rules and procedures

Following and practicing Life Saving Rules at site

Safety of other Employees, Contractors, Visitors and partners at site

Performing job safety analysis (JSA) for each maintenance task before starting to identify hazards and assess risks, ensures that the proposed measures to reduce the risks are documented and followed by the technicians and contractors

Following Permit to Work as per the site procedure

Following Management of Change (MOC) as per the site procedure.

Work in compliance with all legal regulations.

Adherence to site licenses and permits.

Participate on the INEOS Styrolution Sustainability program at site.

Stop work whenever there is an unsafe condition and immediately inform the Shift Leader and/or Head of Department.

Directly intervene with those in your working area not using PPE or not following INEOS Styrolution standards and procedures.

Maintain the respective workplace in order and clean, as per best practices of housekeeping.

Mechanical and E&I Maintenance 40%:

Coordination, organization, prioritization and follow up ongoing mechanical and E&I maintenance work (corrective and preventive) together with the Mechanical Maintenance Coordinator OSBL and E&I Coordinator OSBL. Ensures final control of the maintenance job by himself or his coordinators

Keeps the overview about on-going maintenance work and workload

Monitors the administration regarding the maintenance work (work assignments to third parties, PTW, quotations to companies that provide materials and service, purchase requests,

Plans the maintenance work on a daily and weekly basis (corrective, preventive, MOC, inspection) and ensures that qualified personnel resources are available to meet the deadlines. Communicates the maintenance plan with employees involved in a timely manner

Reviews the work of the coordinators and guides with expertise on maintenance work

Responsible that job safety assessment are documented, up-to-date and followed

Responsible that maintenance documentation of equipment and technical drawings are up-to date

Checks the daily malfunction reports from Operations in SAP PM. Tracks the lists of breakdowns and preventive maintenance jobs, evaluates the priorities planned execution dates in comparison with the set deadlines

Joins the daily meeting with Operations to discuss ongoing and planned maintenance and inspection work, defines priorities in relation to available resources

Reviews with inspection engineer the status for governmental required inspections for equipment

Supports the TAR preparations and organization

Participates in the development and execution of MOC’s and Capex projects

Cost Management 10%:

Monitors the maintenance costs within his/her area of responsibility, checking the timesheets of external companies and invoices to be paid

Supports the maintenance manager in preparing the maintenance budget

Supports technical engineering team in preparing cost estimates for MOC’s and small Capex projects

Team Management 20%:

Supervises and gives instructions to the employees and contractor workers during their work and performs maintenance work himself/herself whenever needed or in case of urgent breakdowns

Reports staffing problems and tries to solve them

Informs, guides and motivates the employees, checks the work and makes adjustments.

Ensures that employees are properly trained according to governmental and INSTY required training together with site training coordinator

Arranges leave planning and completes the necessary administrative formalities

Conducts performance interviews with his employees

Monitors the performance of new internal/external employees        

Interface Management 5 %

Responsible for smooth work interface between E&I and mechanical maintenance disciplines

Coordination maintenance activities with Operations and ISBL maintenance team

D. Required profile:

Level of education & Knowledge:

Bachelor degree on mechanical engineering/chemical engineering or equivalent by experience with at least 10 years of experience in maintenance in a petrochemical environment.

Additional knowledge and experience in manufacturing, safety, health and environment as well as in personnel management is preferred

Technical skills:

Broad general technical knowledge of electromechanics and E&I techniques, applied engineering and technical trouble shooting

Knowledge of:

Technical specifications and guidelines

Technical legislation (i.e. project and construction related)

Process safety

Project management

Knowledge of SAP beneficial

Knowledge of process control - and associated software systems (DCS, SIS,..) beneficial

Budgeting and cost control

Thorough knowledge of SHE leadership, including clear understanding of Process and Occupational Safety standards and basics

Fluent in Chinese

Fluent in English beneficial

Physical abilities:

General work day hours, in case of severe emergency on site, requested to support production management with expertise on safety and process

Must be able to infrequently (5-10%) stand, ascend and descend stairs, ascend and descend caged ladders, bend, reach above shoulder height, tolerate repetitive motion and utilize fine motor dexterity and reach at/below shoulder height.

Must be able to frequently (70-100%) sit and walk.

Must be able to infrequently (5-10%) twist.

Must be able to work inside 95% of the time and work outside 5% of the time.

Must be able to infrequently work in extreme cold or heat and around high noise levels over 85 Db.

Must be able to wear ½ face respirator or full-face respirator as needed.

Must be able to wear steel-toed shoes, safety glasses, long sleeves, hearing protection, fall protection and other PPEs as warranted.

Must be able to complete and maintain Governmental required training for safety personal and process polymerization as required

Must be able to complete and maintain INEOS process training for on-boarding

Must have the ability to see written documents, computer screens and to adjust focus.

Ability to receive detailed information through oral communication and to make discriminations in sound. Must perceive the nature of sounds at normal speaking levels, with or without correction.

This position is considered a “safety critical job”, which requires continuous study (SOP’s, Training Manuals, procedural updates), for the employee to be always alert, able to concentrate on their task at hand, and not impaired by medications (prescription, non-prescription, illegal or legal substances including alcohol), or any other mental condition which adversely affects alertness, concentration, or judgment.
