Job Title:

Lead Inspector

Role synopsis:

This position provides leadership, manages resources, and cost management oversight to successfully deliver plant and business performance targets and objectives. This position is responsible for developing and administering inspection programs designed to ensure long- range reliability of plant fixed equipment and piping systems. The position determines the physical status of existing plant equipment/piping, reports results, and advises plant personnel of code inspection requirements for consideration in operational and maintenance planning. The incumbent functions as single point of accountability (SPA) for inspection and provides project control and cost control oversight for inspection activities. The incumbent determines the inspection and testing requirements for new or repaired equipment/piping and advises plant management as appropriate. The incumbent provides and manages inspection services to the plant as specified by identified codes, standards, and plant practices, and ensures equipment/piping is safe to operate, while minimizing unit downtime and optimizing repair costs. The position works jointly with the inspection team to provide assurance for compliance with the sites integrity management programs for fixed equipment and piping systems to eliminate loss of containment incidents that could result in process safety or environmental events. The position will also conduct various inspections as needed in support of the site.

Responsibilities and Accountabilities:

· Champions safe work practices among work group and contractors

· Develops long-term equipment and piping inspection plans

· Communicates and champions cost control for inspection related items in the maintenance organization

· Provides inspection related cost analysis and initiates methods for improving performance

· Assists in developing strategies to lower inspection costs

· Establishes boundaries and accountabilities for team members for achieving results, monitors progress, and tracks metrics

· Provides oversight of plant inspection and relief valve integrity systems

· Interfaces with manufacturing teams and other customers regularly to ensure their needs are met

· Sets performance objectives and provides leadership for your area to minimize impact on the environment

· Conducts routine review of inspection activities and findings

· Leads quarterly inspection update meeting and inspection scorecard

· Assures equipment inspection and testing is completed on time

· Implements and maintains inspection plans that comply with OSHA 1910.119 requirements and conform to INEOS Group Guidance Notes

· Develops and stewards thickness monitoring program

· Defines intervals for internal and external inspections of fixed equipment

· Monitors service delivery of non-destructive examination activities primarily performed by contract inspectors

· Provides input for and participates in the development of maintenance forecasts and turnaround worklists

· Participates in planning and execution of temporary repairs

· Evaluates corrosion monitoring data, predicts equipment life, and adjusts inspection intervals as required

· Maintains inspection records and adjusts inspection intervals as necessary for all planned inspections

· Conducts welding quality assurance activities in accordance with industry standards

· Directs contractors in support of plant inspection activities when necessary

· Identifies opportunities to improve reliability and lower costs through inspection

· Identifies long-term improvement projects for the Inspection and Reliability group

· Establishes and maintains piping, structural, CUI, etc. programs to ensure long-term plant viability

· Determines internal or external piping/vessel/structural inspection requirements for Turnarounds (TAR)

· Conducts pre-TAR inspections targeting risk areas for emergent work.

· Provides equipment condition information for pre-TAR planning and TAR inspections.

· Provides minimum thickness criteria on all piping and vessels prior to TAR.

· Provides hydro test (strength and tightness) parameters for all pressurized equipment affected by TAR, prior to TAR.

· Determines blind thickness for hydro test/isolation in accordance with work plans.

· Provides facility inspection plans and support needed for incorporation in TAR execution plan.

· Provides inspection support for Outage/TAR discovery work.

· Reviews and approves welding and inspection procedures for planned Outage or TAR.

· Provides resources in support of site flanged assurance process.

-Compliance with and promotion of different behavioral and process safety initiatives and measures – supporting 20 INEOS SHE Principles, INEOS Group Guidance Notes, SHE Key Performance Indicators, risk assessments, etc. These initiatives are reviewed on yearly appraisals.

Skills & Knowledge Required:

Education/Experience:

  • Degree required: HS Diploma or GED
  • Oil and/or chemical industrial experience preferred.
  • Number of Years’ Experience Required for Competency: 8+
  • Certifications Required: Prefer – API 653, 510, and 570
  • Thorough knowledge of NDT Methods & applying them for repairs & mechanical integrity.
  • Proficient level skills using an Inspection related database (Meridium / GE Asset Performance Management (GE-APM)).
  • · Language(s) Needed: Must have excellent communications skills in English
