Organizational Context and Job Purpose
The Olefins & Polymers USA division of INEOS is one of the largest producers of olefins and polyolefins in North America. From its manufacturing locations at Chocolate Bayou and the Battleground Manufacturing Complex, it is a merchant marketer of butadiene, ethylene, polypropylene and high-density polyethylene with annual revenue of over $4b.
The Chocolate Bayou Site is located in Southeastern Texas about 40 miles South of Houston and consists of two Olefins units that produce approximately 3bn pounds/year of ethylene, 2 Polypropylene units that produce approximately 800m pounds/ year of polypropylene, and the Light Ends storage & transfer facilities at Stratton Ridge.
The incumbent will report directly to the Mechanical Integrity & Reliability Superintendent and will take on the responsibilities of the Chief Inspector, as needed. The Inspection and Software Specialist will be instrumental to the Inspection team. Responsibilities include maintaining compliance, coordinating with Operations and Maintenance regarding any upcoming inspection activities that require Maintenance and Operations support, and reporting to upper management through KPI the inspection activity and goal progress. These are the highlights of the roles and responsibilities of this position.
Responsibilities AND Accountabilities
Accountability 1: SHE Stewardship
- The position is accountable for understanding and putting into practice the INEOS 20 Principles. Additionally, this position has a special responsibility to cascade the understanding of these principles throughout their work group.
- Leads by example, remains in compliance with and ensures work group is also in compliance with CBW SHE policies and procedures.
- Promotes and demonstrates safe behaviors through personal and team participation in SHE activities including incident investigations, HAZOP's, audits, near miss reporting, observations, housekeeping and in reviewing team and others' safety incidents and near misses.
- Provide team support and participation in processes such as SHE procedure reviews, audits and observations.
- Participate in monthly safety meetings covering reviews of site procedures.
- The responsibilities for this position shall include but are not limited to;
- PSM Compliance for process piping and fixed process equipment,
- Ensure the mechanical integrity of the unit’s process equipment and provide support to team members as needed to ensure compliance.
- Ensure training records and certifications for inspectors are up-to-date (schedule & select required classes)
Accountability 2: Compliance and Routine other Inspections Activities
- Subject matter expert in the implementation of Risk Based Inspection (RBI) and IGGN 30 at CBW site and other O&P sites.
- Work with Chief Inspector to ensure all daily inspection activities are properly performed in accordance with the INEOS Mechanical Integrity Management and Inspection Quality Assurance manuals.
- Ensure all inspection compliance activities are completed in a timely manner and entered into PCMS.
- Support inspection programs, practices and procedures that are designed to help ensure the mechanical reliability availability and operational safety of fixed equipment.
- Work with Chief Inspector, Reliability, and maintenance to support temporary repair process and ensure temporary repairs are entered in PCMS and tracked
- Communicate with and educate customers and other individuals who have varying degrees of understanding of the fixed equipment inspection processes and programs.
- Conduct periodic quality assurance audit of inspections activities and documentations.
- Develop the list of upcoming inspections that are due and share with Maintenance and Operations so that activities can be planned ahead.
Accountability 3: Training
- Provide frequent training to inspectors on PCMS.
- Provide technical support on PCMS for other INEOS site users as needed
Accountability 4: Support TAR and Inspection Projects Activities
- Provide technical support for Inspection activities during each phase of TAR (planning, execution, document findings and results).
- Incorporate all base line activities into inspection software.
- Future incorporation of RVs inspection and repair data into inspection software.
Accountability 5: Data Management and Reporting
- Lead and support implementation of new technology such as using tablets and advanced NDE.
- Incorporate the implementation of new technology into PCMS
- Develop/monitor/track KPIs for inspection activities and report out to upper management.
- Incorporate the implementation of new technology into inspection software
- Work with IT for the Implementation of new software such as digital tablets
Level of Education &Experience
Required Experience:
- High School Diploma or GED equivalent
- 5 or more years of Inspection Data Management Systems
- Subject Matter Expert (SME) in implementation of Risk Based Inspection (RBI)
Preferred Experience:
- A Two-year Associate of Applied Science Degree in Welding Inspection and/or Non-Destructive Examination (NDE) or similar related technical school diploma or higher.
- 10 or more years of direct chemical plant inspection work experience
- 10 or more years of inspection or mechanical integrity work background.
- Current API-510 and API-570 certification
- Previous certification with ASNT-TC-1A or equivalent Level II NDE certification in VT, PT, MT, UTTM & RTFI.
- Knowledgeable ASME and API Codes
- Proficient in AutoCAD
