Organizational Context and Job Purpose

The Olefins & Polymers USA division of INEOS is one of the largest producers of olefins and polyolefins in North America. From its manufacturing locations at Chocolate Bayou and the Battleground Manufacturing Complex, it is a merchant marketer of butadiene, ethylene, polypropylene and high-density polyethylene with annual revenue of over $4b.

The Chocolate Bayou Site is located in Southeastern Texas about 40 miles South of Houston and consists of two Olefins units that produce approximately 3bn pounds/year of ethylene, 2 Polypropylene units that produce approximately 800m pounds/ year of polypropylene, and the Light Ends storage & transfer facilities at Stratton Ridge.

The I&E Engineer FEL (Front End Loading) role’s primary responsibility is to support a portfolio of projects as either the FEL lead or as a supporting member of a multi-disciplinary team.  As a member of the FEL team, the perspective candidate will support the definition, investigation, generation, and alignment of FEL deliverables for projects that support the site’s continued safe, compliant and reliable operations.   This role is also accountable for providing technical support to Capital Project Managers in project construction and commissioning. 

The I&E Engineer role will assist the site Process Technology team with mid to small capital technology improvement efforts that have I&E discipline requirements.  This role will also work with established reliability improvement teams to help identify and initiate reliability improvement opportunities.  Coordinate and act as the single point of contact for I&E technical evaluations performed by external technical resources.  Work with the Document Control Specialists to develop procedural flow charts to help improve current project documentation processes for equipment information.    The perspective candidate will also work on the maintenance of FEL tools and procedures as part of continuous improvement.  The perspective candidate is also expected to perform engineering assessments for existing I&E related equipment as needed.  In addition, the I&E Engineering FEL role will also support the appropriate course of action to resolve Process Hazard Analysis (PHA) action items in accordance with the INEOS O&P USA Process Safety and Integrity Management [PSIM] Policy.

Responsibilities & Accountabilities

The position is accountable for understanding and putting into practice the INEOS 20 Principles.  Additionally, this position has a special responsibility to cascade the understanding of these principles through their work group.

Accountability 1:  Project Front End Loading

Technical assurance for the timely front end engineering design for capital projects, including:

  • Selecting the most appropriate technology for the application
  • Manage intellectual assets
  • Defining and communicating the appropriate engineering specifications that will be utilized.
  • When appropriate, perform field project reviews for assigned projects
  • Ensuring that process and personal safety risks are mitigated to tolerances specified by INEOS’ PSIM guidelines
  • Regular incorporation of feedback from Operations and Maintenance groups as well as other functional teams
  • Provide appropriate deliverables for each stage of the project per INEOS’ capital projects standards
  • Ensure the project objectives are met with respect to safety, environmental, quality, reliability, cost and schedule.
  • Resolve design and construction conflicts
  • Initiate, review (acceptance or rejection) and negotiate project change orders when necessary
  • Advocate for the complete transfer of project information to the appropriate Ineos documentation repositories
  • Follow Management of Change work process through the project process
  • Identify and implement innovation and trends into project plans to reduce cost and schedule.

Accountability 2: Process Safety and SHE Stewardship

Ensure that the following process safety information as required in Section 4.3.3 of the O&P PS&IM Policy is updated following capital projects and/or engineering studies:

  • Adherence to Ineos’ 20 principals for managing Behavior and Process Safety. Additionally, this position has a special responsibility to cascade the understanding of these principles throughout their work groups.
  • Areas of Classification on Site Plot Plns
  • Piping and instrument diagrams (P&IDs)
  • Promotes and demonstrates safe behaviors through personal participation in SHE activities including incident investigations, HAZOP's, audits, observations, housekeeping and in reviewing safety incidents and near misses.

Accountability 3: I&E Engineering

The following accountabilities reflect additional key aspects of the I&EFEL role.

  • Act as instrument and electrical equipment resource 
  • Knowledge and expertise in the application of I&E codes and standards, industry standard practices, and recommended practices (NETA, National Electrical Code (NEC), NFPA, API)
  • Develop company and industry contacts to network issues on codes, standards and practices
  • Knowledge of engineering tools, systems, practices commonly used in the petrochemical and pipelines industries. Utilize this background to peer assist sites and specific projects as appropriate.

Skills & Knowledge Required

Level of Education & Experience

Undergraduate degree in Electrical, or related field preferred.  Minimum of 2 years’ experience in an Instrumentation or Electrical Engineering position primarily in capital projects. Exceptionally strong communications skills drive, sense of urgency and problem-solving abilities will be critical for the success of this individual.  The ability to work across all disciplines and throughout all levels of the organization in a persuasive and credible manner is necessary.  The successful candidate should possess the skills of a change agent and have demonstrated success in implementing engineering processes/procedures. 

Technical skills

  • Experience and knowledge of chemical/maintenance operations and regulation.
  • Working with Operations, Maintenance and Capital teams to understand the opportunity and desired outcome Investigating and verifying options associated with project scope
  • Assessing project assumptions
  • Leading and/or participating in FEL 1 and 2 activities associated with development of a Design Basis that accomplishes the best solution
  • Providing I/E and analyzer engineering support to projects led by other engineers
  • Evaluating project solutions to determine impact on current operations
  • Support and actively participate in hazard and risk assessments resolving electrical safety issues
  • Reviewing engineered design packages developed by outside engineering contractors to ensure project objectives and INEOS practices and standards are met
  • Specifying new instrumentation and incorporating them into various control systems (DCS, PLC, SIL rated PLCS, and controllers)
  • Team member of FAT and SAT which may be performed at manufacturer or vendor site
  • Review, update, create INEOS O&P Engineering Design Standards as assigned
  • Knowledge of safety and quality management systems
  • Ability to grasp technical aspects of Engineering Codes and Standards

Basic Requirements

  • Legally authorized to work in the US without sponsorship
  • Bachelor’s Degree in Electrical Engineering
  • Must currently hold or be able to qualify to receive a Transportation Worker Identification Credential (TWIC) card.

Other Requirements
