The INEOS O&P USA (O&P) business includes the product lines Ethylene, Propylene, Butadiene, Polypropylene and Polyethylene.  Manufacturing sites include Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (LaPorte, TX), Carson (Carson, CA), Pipeline Operations with a division office in League City, TX.  Overall O&P has ~ over 1,200 employees, 1,400 contractors, and annual revenue of $3 to $4 billion. The O&P business purchases significant quantities of Natural Gas Liquid feeds, naphtha, and energy commodities for the production of the above-mentioned product lines.

How the Role Fits In:

Compliance with Health and Safety (H&S) regulations and industry standards can affect O&P operations.  The incumbent primary responsibility is to serve as the corporate Health and Safety expert.  The role requires the monitoring of site H&S performance and seeks to identify opportunities for improvement.  The incumbent must have the ability to network with site staff to effect the continuous improvement of INEOS H&S programs.   

The Main Purpose of the Role: 

The H&S Manager ensures that external regulatory requirements and standards in areas such as safety, health, hazard communication, and chemical safety are understood and followed by the organization.  Additionally, the H&S Manager ensures that effective safety management systems are in place across the O&P operations and business activities to maintain compliance and to identify and pursue further opportunities to reduce risk and drive continuous improvement.

Responsibilities AND Accountabilities

Develop and maintain H&S management systems with clear expectations and accountabilities that ensure the organization understands internal processes that enable appropriate management of risks related to H&S matters.

  • Develop, recommend and oversee execution of H&S standards, systems, programs & tools that support O&P business strategy.
  • Identify and pursue new H&S process improvement tactics and tools that will drive performance and continuous improvement in all of O&P operations.
  • Provide primary technical expertise and oversight for business-wide H&S systems and programs (e.g., occupational health).
  • Lead implementation of policies and procedures ensuring compliance with legal requirements and risk mitigation strategies
  • Ensure site H&S compliance management systems are populated with applicable legal requirements, associated tasks, and operational controls. 

Establish and lead integrated H&S auditing/assessment/improvement program for O&P operations

  • Coordinate a consistent approach to site-based audits as required by INEOS.
  • Coordinate with sites to agree on audit schedule and site resource times.
  • Schedule audit team resources to perform effective audits across the necessary technical disciplines.     
  • Lead and track to closure assessment and audit recommendations.
  • Willing to learn and participate in the O&P ISO 9001 quality programs. 

Monitor and/or establish H&S performance indicators in understanding and trending the health of H&S site programs.  Track regulation changes and recommend program improvements to ensure compliance.

  • Establish key H&S performance indicators and targets for O&P sites and businesses. 
  • Establish tactics and tools that will engage all levels of the workforce in desired behaviors and activities that will derive desired performance results.
  • Measure and communicate H&S metrics identifying trends and opportunities to drive improved performance.
  • Monitor H&S regulations and external/industry practices to drive benchmarking.

Other critical responsibilities of the successful incumbent candidate. 

  • Provide H&S training to site personnel as needed. 
  • Capable of networking with industrial peers through organizations such as ACC, TCC, HBR and AFPM and in seeking industry practices that will improve O&P H&S programs. 
  • Communicates frequently with site management teams on successes, areas of opportunities, and upcoming priorities.
  • Coordinating with site leadership in the development of mutually beneficial solutions to complex health and safety challenges.
  • As requested, lead, participate in, and support incident investigations.
  • Provides input and supports management of the cost center budget(s).
  • Willing to support O&P broader businesses such as WL Plastics and Oil and Gas as requested. 

As needed, provide assistance to other SHEQ disciplines. 

  • As needed, consult with and/or manage industrial hygiene/toxicologist resources to assist with interpreting legal liabilities as they relate to chemical registration, safety, and toxicology.
  • Ability to manage environmental permitting under the direction of a provided subject matter expert. 

Skills & Knowledge Required

Education/Experience

Level of education & Experience in general

  • Bachelor’s degree in engineering, technical or related field
  • Preferred Certified Safety Professional
  • 10+ years experience in petrochemical related businesses.
  • Willing to become knowledgeable in the areas of industrial hygiene and toxicology to support projects. 
  • Ability to manage environmental permitting SPA function with the oversite of an SME

Technical skills

  • Detailed knowledge and experience with legal and other external and internal requirements and the underlying science & technology in the following functional areas:
    • OSHA general industrial and construction safety regulation and field application
    • OSHA 1904 Recording and Reporting Occupational Injuries and Illnesses as related to occupational medicine
  • Understanding the science of petrochemical processing
  • Specific experience in Petrochemical manufacturing and product distribution with an understanding of issues related to specific types of equipment, unit operations, maintenance and all related activities that are affected by legal requirements.
  • Familiarity with risk assessment methodologies and techniques and their appropriate application for petrochemical manufacturing and distribution.
  • Understanding and experience with management systems and tools related to H&S including industry standards, software databases, and models, theory, etc.
  • Experience managing third party providers of specialized services including optimum methods to resource projects, provide oversight and ensure cost-effectiveness.
  • Previous experience designing and implementing quality-based performance management systems including an understanding of advantages and disadvantages of various approaches
