Purpose:

This Global CAPEX Manager provides governance, management & oversight on the annual Aromatics CAPEX budget, investment projects and project portfolios. The position must develop & implement a CAPEX budget approach, a project management assurance framework, and associated work processes to assure that projects and other CAPEX expenditures deliver the intended business value. The position supports company strategy with aligned project investment objectives and annual budget timelines.

Responsibilities/ Accountabilities:

Accountability 1. Provides governance, management & oversight on both minor and major investment projects.

  • Provide assurance that the project is ready to pass through project stage gates and following all necessary requirements.
  • Support the site Project Managers in monitoring project performance and advising corrective actions as appropriate.
    • Act as the project focal point for knowledge transfer from Aromatics Global Technical Services.
    • Maintain independent view to ensure the project team follows Ineos Project Common Practices.
    • Conduct assurance with respect to all aspects of project management and execution.
    • Provide and coordinate subject matter expert input to the project team regarding Project Management.
    • Provide guidance to project team regarding general project matters.

 

Accountability 2. Develops major project cost estimation and project schedule validation processes to improve the conceptual and detailed estimates, needed for the company to make better informed strategic decisions.

 

    • Establish a review process for validation.
    • Develop organizational positions to perform the review and validation process.
    • Ensure that industry trends and cost factors are monitored globally, regionally and within specific areas of operations or planned projects.
    • Develop on-line reference tools to help the regions estimate projects, even those that are site level approvals.
    • Develop and evaluate global project opportunities with strategic business fit and work with Global Technology, Global IT and Global Asset Management teams to identify suitable opportunities for capital projects.

 

Accountability 3. Lay foundation for portfolio improvement by developing site benchmarking program to achieve better predictability, capital effectiveness and improved competitiveness for site and sustaining capital projects.

 

    • Optimize site and function capital portfolios by performing site benchmarking that directly measure site performance against top performing sites.
    • Based on benchmarking, setup and monitor key performance measures that serve as health check.

 

Accountability 4. Achieve effective relationships with engineering and construction firms, to promote the interests and image of INEOS Aromatics to achieve favourable costs and resource availability.

    • Must have deep understanding of all contractual aspects of the third-party relationships and apply business acumen as well as technical expertise to execute the contracts appropriately. Provides advice/counsel to Projects and Sites.
    • Help managing conflicts and ensure full value for INEOS Aromatics while meeting contractual terms.
    • Must have vision of projects in the pipeline and base load engineering requirements globally to leverage the best balance between internal and contracted engineering needs.

 

Accountability 5. Responsible for ensuring that lessons are captured and retained for the long term, and for achieving challenging targets that deliver Continuous Improvement programmes to drive standardization and simplification with project delivery.

          

    • Support project teams to complete project close out report which includes lessons learned to sustain strengths and improve weaknesses on all future projects across INEOS Aromatics.
    • Establish and maintain database accessible to all.  

 

Accountability 6. Responsible for providing consolidated reporting and evaluation of progress status for all capital projects across INEOS Aromatics and provide input for budget planning purposes.

    •  Work with site and functional project managers to provide a consolidated CAPEX progress report.
    • Analyse and identify weak signals in early project phases to avoid derailment.
    • Proactively work with sites and project teams to develop mitigation/recovery strategies.

 

Accountability 7.  Responsible for facilitating the annual CAPEX budget process for all capital budget components and providing consolidated, regular status for CAPEX budget line items and overall portfolio.

    • Develop and implement annual CAPEX budget process for all sites and global functions in Aromatics from idea through approvals and implementation.
    • Analyse, identify and address systemic CAPEX portfolio issues early and develop mitigation/recovery strategies.

 

Required profile:

 

Level of Education & Knowledge:

  • Relevant engineering degree.
  • Preferred knowledge and experience working in management capacity in a CAPEX-related role for a chemical manufacturing business or project engineering company.

 

Experience in general:

  • 15-20 years of progressive experience in Engineering & Project Management related to the Chemical & Refining Industry.
  • International experience in major projects is beneficial.
  • Experience in Project Portfolio Management is beneficial.
  • Must be fluent in English. Other beneficial languages include Dutch and Mandarin.

Travel Requirements:

Ability and willingness to travel up to 50% globally to support the business, as required.
