The Olefins & Polymers USA division of INEOS is one of the largest producers of olefins and polyolefins in North America. From its manufacturing locations at Chocolate Bayou and the Battleground Manufacturing Complex, it is a merchant marketer of butadiene, ethylene, polypropylene and high-density polyethylene with annual revenue of over $4b.

The Chocolate Bayou Site is located in Southeastern Texas about 40 miles South of Houston and consists of two Olefins units that produce approximately 4bn pounds/year of ethylene, 2 Polypropylene units that produce approximately 1.0bn pounds/ year of polypropylene, and the Light Ends storage & transfer facilities at Stratton Ridge.

There is a need for an Environmental Engineer at the Chocolate Bayou facility.  The Environmental Engineer position is responsible for supporting regulatory compliance at the CBW facility.  This position works within the framework of existing procedures and policies, but is expected to challenge policies and recommend improvements for routine tasks.  Responsibilities include the accurate and timely completion of compliance reports, permit applications, and project support.  The position involves extensive communication with the CBW Operations, Laboratory, Maintenance, Safety, and Management teams.  The position also functions as a liaison with State and Federal environmental regulatory agencies as well as intra-company environmental technical groups.

Responsibilities AND Accountabilities

The position is accountable for understanding and putting into practice the INEOS 20 Principles.  Additionally, this position has a special responsibility to cascade the understanding of these principles through their work group.

Environmental

  • Champions 20 Principles; applies them to all SHE goals and work processes.
  • Supports the timely completion of Air (primary), and Water/Waste (secondary) compliance reporting.
  • Identifies improvement opportunities in existing work processes, working with the environmental team to define scope and priority.
  • Leads environmentally impactful Six-Sigma Green Belt projects.
  • Provides guidance to Operations, Maintenance, and other plant groups as needed.
  • Participate in various environmental audits/assessments and action plan development.

Agencies/Permits

Texas Commission on Environmental Quality (TCEQ):  TCEQ air quality permits, TCEQ Title V Permits, United States Environmental Protection Agency (USEPA):  Prevention of Significant Deterioration (PSD) air permits.

  • Supports preparation of permit applications and/or amendments to allow for improvements at CBW or as regulations require.
  • Participates in audits and provides other environmental surveillance as necessary to ensure facilities are in compliance with applicable environmental laws, regulations, and permits.
  • Provides pre-commissioning and start-up assistance to Operations for capital projects.
  • Provides review of Operations, Maintenance, and Laboratory work processes for environmental compliance.
  • Provides environmental engineering support to Operations and Maintenance for environmental control equipment and systems.
  • Networks with other INEOS sites to share best practices, enhance network operation, and determine ways to implement value-added ideas.

  • Continuous Emission Monitoring Reports
  • Hazardous Organic NESHAPs (HON)
  • Permit By Rule (PBR) Records
  • Emissions Inventory and TRI Report
  • Fugitive Emissions(LDAR) Program
  • Permit amendments and PBR submittals
  • Coordinate Stack Testing
  • Maintenance Startup and Shutdown Reporting
  • NOX Mass Emissions Cap-And-Trade reporting and planning
  • Maintain and coordinate Emissions database
  • BWON TAB reporting and auditing

  Release Programs:

  • Air Emission Event and Maintenance Emission records
  • Coordinate TCEQ investigations and enforcement of these events
  • CERCLA reportable quantity reports

Skills & Knowledge Required

Education

  • Chemical Engineering, Environmental Science or related degree required.

Experience

·Minimum one (1) year of plant experience. Prior environmental experience or training is a plus.

Preferred Qualifications

  • 5+ years of plant experience.
  • Olefins and/or Polymers manufacturing experience is beneficial.
  • Six-Sigma Green Belt certification.

Key Skills & Knowledge

  • In-depth knowledge needed of chemical reaction and distillation process design to effectively demonstrate routine emissions for permit applications and upset conditions.
  • Excellent knowledge of chemical engineering math needed to calculate mass balances, partial vapor pressures, and combustion reactions for various routine reports and demonstrations.
  • Strong initiative to solve problems and make timely and effective decisions.
  • Proficient use of computer applications and databases allowing position to implement environmental programs and to use sophisticated modelling programs to predict emissions and releases.
  • Strong technical written and oral communication skills needed to interact effectively with regulatory agencies, community and plant representatives.
  • Strong interpersonal skills needed for teambuilding and networking in order to influence others.
  • Self directed and self motivated team player.

Other Requirements

New employees must be fully vaccinated against COVID-19 prior to their start date.

Must be able to perform office tasks to include but is not limited to computer work that involves but is not limited to generation of reports, scheduling, data entry, calculations, research and electronic mail.  Computer tasks may be performed up to 4-6 hours per day.  These tasks may include but would not be limited to frequent: 

  • prolonged sitting

  • prolonged mouse and keyboard usage

  • prolonged visual focusing

  • reaching in various planes 

  • other physical tasks as needed
