INEOS Joliet is a leading producer of chemical intermediates. At our 775 acre site in Channahon, Illinois (about 40 miles southwest of Chicago) we produce three products - Purified Isophthalic Acid (PIA), Trimellitic Anhydride (TMA) and Maleic Anhydride (MAN). The site also has a Waste Water Treatment facility with a capacity equal to a city of 200,000 people.
Main Purpose
The position is an integral part of the INEOS Joliet Safety, Health & Environmental (SHE) Compliance Team. The SHE Compliance Team helps prioritize safety and environmental objectives and set compliance expectations for the plant. As part of the Compliance Team, this person is expected to respectfully challenge any plant operation or proposed operation that puts compliance at risk and work as part of the team to find a solution that maintains compliance objectives. While primarily focused on environmental compliance, this individual may be required to assist H&S on implementation and oversight of safety initiatives. This role requires the ability to communicate professionally and clearly to internal leadership and operations, as well as to external regulatory agencies.
RESPONSIBILITIES and ACCOUNTABILITIES
- Actively work to assure the INEOS Joliet site is in compliance with all applicable local, Illinois EPA (IEPA) and federal EPA regulations.
- Ensure compliance with applicable federal, state, and local environmental regulations at the INEOS Joliet site, including Title V, CEMS, HON, MON, LDAR (VV, ILQ, HON), CISWI, CAMD, Boiler MACT, etc.
- Compliance system owner for Leak Detection and Repair (LDAR) program.
- Act as a liaison between the IEPA and/or EPA and INEOS Joliet on air permitting and compliance matters.
- Provide oversight Boiler CEMS to assure system is collecting data properly, and data is in compliance with all permit limits.
- Manage consultants and contractors used for compliance projects. This includes managing project timeline, quality oversight for data and written reports received from contractors.
- Accurate and on-time completion of all required reporting, testing, and commitments to stakeholders.
- Accurate and on-time submittal of all facility air report requirements.
- Assist with environmental calculations for release reporting and fugitive emissions tracking.
- Perform and/or participate in incident investigations and root cause analysis of incidents.
- Manage permit development, submittal, and permit condition negotiating process. Facilitate effective change management for new and/or updated permit conditions
- Work with departments across the site to assure operational activities result in compliance with the site’s operating and construction permit requirements.
- Maintain, and update as needed, a repository of all Title V permit requirements
- Develop applications for, and negotiate, new or modified Title V permits, open burn permits, and construction permits (minor and major PSD).
- Attend capital project meetings to determine air permitting applicability requirements.
- Evaluate air compliance systems and implement changes that make compliance with regulations more effective and/or more efficient.
- Act as an environmental advisor for a production unit. This includes, but is not limited to, active participation in daily production meetings, environmental review of MOCs, providing additional clarification or guidance on environmental requirements.
- Periodically review and update air compliance policies and procedures to keep them up to date with current regulatory requirements.
- Identify, communicate, and address environmental compliance risks.
- Coach, train, and provide guidance to operations and leadership on air compliance regulatory, operations limits and guidelines.
- Assist operations team with alarm strategies for environmental limits.
Skills & Knowledge Required
Education/Experience
- B.S Engineering (Chemical, Environmental), or related Science.
- Experience in a plant environment (1 year minimum).
- Proven knowledge of Illinois and Federal environmental regulations, and air permitting requirements.
- A demonstrated ability to apply fundamental concepts of science and engineering to solve problems in a manufacturing plant
- Advanced computer skills in spreadsheets, word processing, and database software
- Must have a strong, demonstrated commitment to safety

Physical Requirements:
While performing the duties of this job the individual will perform primarily office tasks requiring repetitive use of hands; however, will be required to enter production areas to complete all duties of this role.
- Maintaining constant awareness of personal safety and the safety of all other personnel. This includes knowledge of INEOS 20 Safety Principles and other safety procedures and rules.
- Being physically able to wear and navigate with a respirator if needed.
- Being able to pick up a 50 lb object such as a fire extinguisher or a large book/binder.
- Being able to work at a desk and operate routine items such as a computer and calculator; close visual acuity to perform an activity such as: preparing and analyzing data and figures, transcribing, viewing a computer terminal and extensive reading
- Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make discriminations in sound.
This is a Monday-Friday, daytime job; however, will be on-call approximately one week per month, including holidays, with ability to provide in-person response to the plant if needed.
