The Forties Pipeline System (FPS) is a 100% INEOS-owned integrated energy transportation and processing business serving the central area of the North Sea.

Job Purpose

Reporting to the Risk Manager, the successful candidate will act as the subject matter expert for Emergency Response, Oil Spill, Security and Business Resilience in line with INEOS Group Requirements and Industry Good Practice.

The post holder will oversee both strategic and day-to-day management of Emergency Management & Business Resilience, delivering effective risk management and preparedness expertise across operating assets and business support functions to safeguard business interests.

Principle Accountabilities

  • Deliver high quality technical guidance and leadership in all aspects of Emergency Management and Security including defining, developing and maintaining appropriate INEOS FPS Processes and Procedures;
  • Lead on the development and implementation of Emergency Management exercises to drive improvements in our response and security systems;
  • Manage and oversee a range of emergency response contracts, including inter-company Service Level Agreements (SLA) and 3rd party consultants, ensuring deliverables are appropriately scoped and delivered;
  • Provide expertise to projects, other set piece activities and external events and protests to ensure that Emergency Management and Security risks are sufficiently managed;
  • Provide input into updates of key license to operate documentation such as COMAH Reports,  Offshore Safety Case and Oil Pollution Emergency Plans (OPEP) to ensure that adequate mitigation plans are in place;
  • Provide input and competent advice into the risk management process with respect to crisis management, business continuity, emergency response and oil spill risks;
  • Ensure systems and incident response related infrastructure is available and fit for purpose;
  • Develop and test detailed oil spill response plans for INEOS FPS infrastructure, including oil spill waste management plans;
  • Ensure compliance with Government Counter Terrorism Security requirements;
  • Participate within industry bodies, collaborating with other INEOS businesses, industry and regulatory bodies to share learnings and good practice;
  • Undertake assurance activities to verify critical Emergency Response and Security barriers are effective. Ensures an effective lesson learned process is in place to capture improvements identified during exercises and actual responses.

Job Requirements

  • Good knowledge of offshore and onshore facility oil spill response requirements;
  • Good knowledge of UK regulatory requirements with respect to emergency preparedness and security;
  • Track record of working productively with internal and external stakeholders;
  • Good understanding of risk-management principles and Incident Management Systems;
  • Occasional travel between Falkirk, Aberdeen and offshore is required.

Qualifications, knowledge and Skills

  • Bachelor's degree in Engineering, Science, Environment studies or equivalent;
  • Incident Command System (ICS) 100, 200, 300 accreditation (preferable);
  • Proven track record of implementing high quality emergency preparedness and security arrangements within a high-hazard environment;
  • Strong understanding of risk and barrier management with respect to emergency preparedness and security.
