Organizational context and job purpose

Organizational Context:

INEOS is a global manufacturer of petrochemicals, specialty chemicals and oil products.  It comprises 36 businesses each with a major chemical company heritage.  Its production network spans 194 sites in 29 countries throughout the world.  The INEOS Olefins & Polymers USA business is a major participant in the North American chemical industry, with an annual manufacturing capacity of 9.6 billion pounds of petrochemicals.  Manufacturing sites include Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (La Porte, TX), and Carson (Carson, CA), with a corporate office in League City, TX.

The 300-acre INEOS Battleground Manufacturing Complex (BMC) was originally built in 1956 and is located on the Houston ship channel east of Houston, Texas.  Currently, BMC produces both high-density polyethylene and polypropylene.  The polypropylene line has a capacity of approximately 320 million pounds per year, and the seven polyethylene lines have a combined capacity of approximately 3 billion pounds per year.  The BMC site has a state-of-the-art technical center which integrates research and development, technical services and quality assurance.  

Purpose of the job:

The successful candidate who fills this position will work as a member of the I/E Reliability Team, consisting of engineers, specialists, and technicians who report to the E/I Engineering Authority. This role will play a key role in providing instrumentation engineering support to the site Capital teams. This position will primarily support the capital projects and SIS projects at the BMC site.

The Electrical Reliability Engineer will participate in all aspects of capital projects, from Front End Engineering & Design (FEED) or Front End Loading (FEL) through Detailed Design through Start-Up & Commissioning. Projects execution and sustainability support includes the development of documentation to deliver stage reviews and preventive maintenance requirements to deliver a robust life cycle.  Additional responsibilities is to identify reliability improvement opportunities, lead small instrumentation projects, perform root cause failure analysis (RCFA) and provide technical support in completing repairs to instrumentation systems in support of the  Operations Department and Maintenance Department.

Responsibilities AND Accountabilities

The position is accountable for understanding and putting into practice the INEOS 20 Principles.

Accountability 1: FEL Engineering

  • Working with Operations, Maintenance and Capital teams to understand the opportunity and desired outcome Investigating and verifying options associated with project scope
  • Assessing project assumptions
  • Leading and/or participating in FEL 1 and 2 activities associated with development of a Design Basis that accomplishes the best solution
  • Providing I/E and analyzer engineering support to projects led by other engineers in the BMC and Capital group.
  • Evaluating project solutions to determine impact on current operations
  • Support and actively participate in hazard and risk assessments resolving electrical safety issues.
  • Reviewing engineered design packages developed by outside engineering contractors to ensure project objectives and INEOS practices and standards are met
  • Developing Inspection and Test Plans for new equipment
  • Specifying new instrumentation and incorporating them into various control systems (DCS, PLC, SIL rated PLCS, and controllers)
  • Support Safety Integrity Level (SIL) .calculations and documentation of Safety Instrumented Systems (SIS)
  • Review and provide comments on engineering design packages (issued for approval and construction packages) issued by engineering and capital projects team
  • Ensure the technical integrity of projects, including compliance with the project scope, job specifications, accepted good engineering practices, and meeting customer requirements
  • Team member of FAT and SAT which may be performed at manufacturer or vendor site
  • Coordinate auditing of documentation and compliance testing (e.g. preventive maintenance)
  • Assess changes by: supporting MOC’s, validating programming changes prior to implementation, verifying all pertinent documentation changes (e.g. procedures, narratives, PM’s) are accurately defined/documented and supporting training (if required)
  • Review, update, create INEOS O&P Engineering Design Standards as assigned

Accountability 2:  Project Management

  • Leading the stage gate project execution process by completing stage gate reviews to obtain management approvals for FEL 1 and 2
  • Overseeing and interfacing with external engineering firms to develop detailed engineering packages for field implementation
  • Provide technical direction to contractor staff to ensure compliance with INEOS procedures/practices, codes and standards, and delivery of the project goals
  • Coordinating work with construction planners to implement the established scope of projects
  • Controlling project cost by ensuring engineering design and materials procured align with project scope and specifications
  • Minimizing scope changes but facilitating the approval and implementation of scope changes when required
  • Facilitating project care, custody, and turnover of new installations to operations and providing support for commissioning activities
  • Capturing, communicating, and applying lessons learned and best practices on projects
  • Ensuring proper financial and document control close out of capital projects
  • Promote safety leadership and deliver injury-free projects

Accountability 3:  I/E Maintenance Support

  • Participating in various internal audits (20P, PSM, Insurance, ESTF, etc)
  • Support and actively participate in hazard and risk assessments resolving process safety management (PSM) issues (scenarios).
  • Developing scope of work packages to execute select maintenance activities
  • Troubleshooting operational and maintenance issues as requested and to provide back-up support to other I/E Reliability Unit engineers
  • Perform RCFA following detailed design and troubleshooting guidelines, using investigating techniques for system failures
  • Implementing MOC’s
  • Support Site SIS engineer in providing maintenance life cycle of installed SIS/SCE systems
  • Lead, drive and assure that BMC site Critical Equipment Lists is up to date, maintained and documentation kept in accordance with Site procedures, PSM and ISA requirements

Skills & Knowledge Required

Education/Experience

  • Bachelor of Science degree in Electrical Engineering
  • Minimum of 2 years’ experience in an Instrumentation or I/E Engineering position primarily in capital projects.  SIS projects is a preferred
  • Formal training in Safety Instrumented Systems preferred with understanding of IEC 61511, ANSI/ISA 84.00.01-2004 (IEC 61511), API RP 14C and 556, NFPA 85 requirements. TUV or ISA certification is a plus.  Must be able to obtain TUV or ISA certification within 2 years of hire
  • Engineer-In-Training (EIT) or Professional Engineer (PE) a plus

Most Important Skills & Knowledge

  • Strong I/E engineering skills with knowledge of capital project methodology 
  • Experience and understanding of P&IDs, PFDs, instrumentation loop drawings, and logic controller terminology, and Industry Standards (ANSI, NFPA, ISA, IEC, API, NEC, etc.)
  • Process hazard analysis (PHA) and risk assessments
  • Safety Integrity Level (SIL) calculations and documentation of Safety Instrumented Systems (SIS).
  • Development of Functional Requirements Specifications and site and O&P procedures/guidelines.
  • Review and provide comments on engineering design packages (issued for approval and construction packages) issued by engineering and capital projects team
  • Review of the technical integrity of projects, including compliance with the project scope, job specifications, accepted good engineering practices, and meeting customer requirements
  • Knowledge of programmable electronic safety systems logic solvers and their associated application programming
  • Knowledge of programmable logic controllers (PLC) and their associated application programming
  • Design and program control and interlock systems
  • Size and select instruments and control valves
  • Instrument and control system reliability background required
  • Experience with execution of capital projects and project expense projects observing site procedures and protocols
  • Experience working with multiple engineering disciplines, as well as contractors supporting delivery of capital projects
  • Must be a self-starter and capable of working on an individual basis and in a team environment
  • Strong organizational skills, ability to prioritize work, utilize available resources and deliver quality results on time
  • Knowledge of polyethylene and polypropylene manufacturing and process control preferred
