Electrical and InstRument Engineer

Location        

Kinneil Asset. HQ2, Grangemouth

Job Purpose

Reporting to the Export Engineering Manager, the post holder will provide Instrument and Electrical Engineering support for the Export Assets. Export covers the Dalmeny, Hound Point, PLPG (Pressurised LPG) and RLPG (Refrigerated LPG)

Responsible for maintaining the asset Instrument & Electrical equipment and IP&S (Instrumentation & Protective Systems) integrity.

Site ownership of the Safety Instrumented Systems, these systems range from relay based & solid-state ESD systems to PLC based logic solvers.

Site ownership of the EX registers, ensuring the system is current and all registered equipment is inspected every 3 years.

DIMENSIONS

Diverse LPG & DHP sites with approximately 11200 instrument and electrical equipment.

Responsible for maintenance and modifications to site SIS and Fire & Gas systems.

Manage the Safety Instrumented Functions to ensure compliance with INEOS standards.

The jobholder is the custodian for the sites EX registers

Manage the Export sites safety instrumented functions (SIFs) to ensure compliance with Ineos, national and International standards

Principle Accountabilities

  • Specify, scope and execute improvements to Instrumented and Electrical systems as Job Responsible Engineer for Asset Instrumentation and Electrical MoCs (Management of Change) proposals
  • Act as asset Instrumentation Engineering focal point for site projects, including studies and support site HAZOP’s & LOPA’s.
  • Act as Instrumentation and Electrical single point of accountability (SPA) for long-term Asset strategy and ongoing reliability, availability and integrity.
  • In line with above, lead discipline improvements in plant reliability, equipment strategy, defect elimination and equipment rationalisation.
  • Define and own the asset’s instrument and Electrical spares strategy.
  • Provide ownership and a total asset care service (design, maintenance, modifications, upgrades) ensuring they are maintained to meet business HSE/reliability targets and comply with Ineos FPS standards.
  • Assist with the recovery of programmable systems during major incidents/emergencies to maximize plant availability.
  • Provide technical Instrument & Electrical expertise to LPG and DHP Maintenance Supervisor & E/I Technicians.
  • Maintain and performance manage site EX register ensuring the system is up-to date and all equipment is inspected every 3 years.
  • Ensure EX defects are risk ranked, inputted into Maximo and eliminated promptly.
  • Lead / contribute to safety reviews, risk assessments and investigations as the asset Instrument & Electrical engineering focal point.  
  • Support the maintenance team leader with the implementation of planned maintenance routines.
  • Support the maintenance team in regards to equipment breakdown; including investigation of fault, defect resolution and execution of breakdown maintenance.
  • Monitor and advise on the technical and safety implications of any maintenance backlog.
  • SIS Asset owner of key protective system engineering documentation including SIS Dossiers, Proof Test Procedures, Safety Requirements Specifications and Safety Lifecycle Plan.
  • Self-verification review of Isolations, Safety Instrumented Systems testing to identify reliability issues and determine whether assumptions made during LOPA’s are accurate
  • Ensure all Maximo operating locations are correct and all Safety Critical equipment have periodic inspection scheduled to ensure the integrity of the protective systems.
  • Participation in the FPS Pipeline Emergency Response Officer (PERO) or Incident Management Team (IMT) as required.
  • Maintain and ensure security of local SIS/F&G systems domain to prevent cyber-attacks to meet business availability and HSE targets..
  • Participation in the FPS Incident Management Team (IMT) as required.

Qualifications and technical experience

  • Degree in Instrumentation Engineering or equivalent
  • Chartered Engineer or actively working to achieve chartered status
  • 10+ years’ experience
  • Experience of Oil & Gas, Refining or Chemical Industries.
  • Knowledge and experience of electrical equipment used in explosive atmospheres and in relevant legislation such as ATEX and DSEAR.
  • Knowledge and experience of the design, operation, commissioning and maintenance of Safety Instrumented Systems to IEC 61511
  • Comprehensive understanding and applied knowledge of relevant UK Regulatory and industry standards
