Cost Engineer – Contract (6 months)
INEOS, one of the largest independent global chemical companies is seeking to recruit a highly motivated Cost Engineer.
Having committed to significant investment over the next few years, we now require an experienced Cost Engineer preferably with relevant experience in refining or petrochemical facilities to play a key role in the delivery and support of our business projects.
Principal Accountabilities
- Responsible for the production, integrity and accuracy of detailed cost reports to each asset
- Analyse estimates and forecast costs to ensure they are accurate and will be maintained within the target cost or lump sum depending on contract strategy.
- Maintain detailed Work Breakdown Structure (WBS) for the Assets and interface with planning teams to ensure that cost and schedule progress are monitored.
- Calculate actual spend and Value Of Work Done (VOWD) figures through consultation with various sub-contractors and interrogating the various system on site (SAP, Maximo, Planning, etc)
- Collate and analyse all Project commitments to ensure that cost remains within sanction and is reported accurately.
- Arrange journal transfers where costs have been allocated inappropriately/incorrectly to ensure proper cost allocation.
- Analyse spend report on any unusual spend or unbudgeted spend to ensure projects remain on budget.
- Maintain detailed referenced files and supporting documentation to give a complete picture/audit trail and ensure historical data is retained for future use.
- Assist Purchasing with the validation of Variation Requests from 3rd parties and audits
- Maintain records pertaining to all Change Orders arising from variation requests
- Assist with risk mitigation
- Assist Purchasing with claims arising
- Ensure efficient and timely close out of all budgets
Qualifications, Knowledge and Skills
- Appropriate Quantity Surveying/Cost Engineering qualification
- Experience in cost engineering (min 5 years) in a large complex manufacturing environment and have a proven track record of negotiation of high value contracts ( > €5m) that bring quantifiable benefits to the business
- Expert negotiation skills
- Familiarity with Maximo/SAP systems is desired
- Ability to manage time effectively to achieve targets and objectives within deadlines.
- Ability to use, manipulate and organise systems to obtain required data.
- Self starter and comfortable with communications at all levels in the organisation
