FPS is a 100% INEOS-owned integrated oil and gas liquid transportation and processing system with a nominal capacity in excess of one million barrels per day serving the central area of the North Sea.

Oil and gas liquids from over 50 offshore fields and St Fergus flow through pipelines into FPS. FPS transports crude oil and gas liquids from offshore and onshore entry points, processes the liquids at Kinneil and redelivers to the customer Forties Blend crude oil at Hound Point and either Raw Gas or fractionated Gas Products at Grangemouth.

job purpose

Manages Control of Work and Day Operations team, recognised as asset focal point for Control of Work. Working with team and stakeholders ensures that all work activities are planned, risk assessed, authorised, executed in a controlled manner and that plant/equipment is safely returned to service. Responsible for the operation of the COW system and ensures that the procedures and processes are consistently followed.

principle accountabilities

  • Manages the asset Control of Work and day operations team. Working with COW system stakeholders, ensure that all work activities are planned, adequately risk assessed, authorised, executed in a controlled manner and safely returned to service.

  • Sets priorities of team to meet operations and maintenance plans including responding to and communicating approved emergent activity. Ensure team are fully focussed on delivering asset SHE objectives in support of safe, reliable and compliant operations.

  • Ensure that asset complies with the INEOS FPS Control of Work procedure and that the COW team are trained and competent in it’s use. Responsible for the operation of the COW system and ensuring that the procedures and processes are consistently followed.

  • Ensure that the COW system is subject to regular monitoring, verification and auditing, acting upon the results of these to maintain the integrity of the system and proposing recommendations for system improvement to the SME. Ensures team fully complies with the Self Verification rota.

  • Responsible for authorising the Area Authority (AA), Issuing Authority (IA), Performing Authority (PA), Isolating Authority (IsA), TRA Facilitator and Authorised Gas Tester (AGT) as competent to carry out their duties within the COW process, as described in the INEOS FPS COW procedure. Ensures that a controlled log of all authorised personnel is maintained. Ensuring that the training and competency standards, as defined in this document are followed.

  • Approval of WCC and ICC risk assessments to the risk level noted in the INEOS FPS CoW Procedure.

  • Authorising of all categories of Work Control Certificates (WCCs) and Operational Risk Assessment (ORA) once appropriate approvals are in place.

  • Ensures that SHE priorities and communications (eg. Weekly Score Card and Process Safety beacon) are effectively delivered at weekly team meetings.

  • Ensure the COW team works effectively with the shift operating teams to ensure the safe and efficient operation of the plant.

  • Ensure that the COW team fully supports the safe recovery of the plant from planned and unplanned interventions / outages.

  • Ensures that all ‘stopped work’ events and reports of unsafe work are assessed and recorded, and, if appropriate, that a suitable level of investigation is carried out.

  • Undertake role of AsCare ‘Champion’. Leads on AsCare clean up initiatives involving stakeholders from across the business and contractor partners. Continue to lead a targeted intervention plan to ’transform’ asset site housekeeping standards. Ensures ‘Worksite Remediation’ process for permit/worksite handback is fully followed to maintain standards.

  • Participate in planning, coordination & gate meetings, giving relevant inputs with regards to COW ‘readiness’.

  • Ensures work activities are executed as per plan and there are no safety critical jobs overdue.

  • Working with OTL (Ops), ensures that Operational Risk Assessments are in place for operations out of normal parameter and effectively communicated effectively to stakeholders.

  • Ensures no work is carried out on equipment where a modification is required without confirming that the MoC is ‘Approved’. Ensures MOC is ‘Authorised’ prior to authorising reinstatement of equipment.

  • Ensures that the Completions process for Operations, maintenance, projects and TARs is being followed by all stakeholders and that systems are subject to regular QA and audit protocols.

qualifications and technical experience

  • >5 years experience in Oil and Gas Operations. >3 years experience in Control Of Work.
  • Proven technical/operational troubleshooting skills.
  • Detailed knowledge of site & COW standards and relevant legislative requirements.
  • Strong knowledge of all relevant disciplines – Mech, I/E, Control, DCS, Maintenance.
  • Proven ability to lead and manage teams.
  • Strong and wise decision making skills, both within and outwith area of direct expertise.
  • Proven ability to coach and develop personnel.
  • High level of communication skills, dealing with all levels in the organisation.
