The Olefins & Polymers USA division of INEOS is one of the largest producers of olefins and polyolefins in North America. From its manufacturing locations at Chocolate Bayou and the Battleground Manufacturing Complex, it is a merchant marketer of butadiene, ethylene, polypropylene and high-density polyethylene with annual revenue of over $4b.

This position is part of the Maintenance team at the Battleground Manufacturing Complex. 

How the Role Fits in:

The Contractor Coordinator has the ultimate role to promote safety, ensure that the site meets its obligation of zero injuries, no harm to people and no damage to the environment. This position will be responsible for the safe and efficient execution of maintenance activities performed by our in house maintenance contractors. This will include interfacing with Ineos proprietary maintenance crafts and Operations. This position also requires monitoring field routine and small project work and ensuring effective integration into the Central Planning Process. The CC needs to be familiar with the contract terms for the embedded contractors under their purview.

Key Roles and Accountabilities

Accountability 1:

SHE Management

Most important activities:

  • Audit in-house contractor policy and procedure compliance to SHE, LOTO, and job execution requirements.
  • Monitor field routine and small project work of mechanical in-house contractor crafts (pipe fitters, welders, heavy equipment operators, millwrights, carpenters, iron workers, laborers, etc.) for productivity, compliance to health, safety, and environmental policies.
  • Interface with In-House Contractor Superintendent and General Foremen to address skill training, productivity, SHE, and other areas of opportunity.
  • Conduct routine (weekly) safety and housekeeping audits with in-house contractor supervision.
  • Support achievement of site target of reportable safety and environmental events.
  • Support and lead SHE activities, meetings, and inspections to ensure compliance with plant policies and procedures, OSHA, PSM, DOT, EPA.
  • Promote, ensure and sustain appropriate employee and management involvement in SHE systems and processes
  • Ensure SEAHAWK Observer Training for all contractors
  • Ensure Safe Start training for all contractors (regular maintenance and all TAR personnel)
  • Conduct weekly and quarterly Joint Contractor Safety meeting for all in-house contractors.
  • Participate in safety audits
  • Ensure safety audits and performance reviews are completed for contract companies
  • Participates, leads JSA’s and ensure site procedures applies across BMC site

Accountability 2:

Effective Execution of Maintenance Activities

Most important activities:

  • Perform field job rep functions for the in-house contractor maintenance group.
  • Monitor welding training / certification of in-house contractors and review / input into welding procedures used by in-house contractor.
  • Ensure direct involvement in all decisions concerning contractor overtime. Verify the need and a lack of alternatives to avoid overtime.
  • Ensure in-house contractor is up to date on required compliance training for mechanical crafts. Also work with contractor to ensure craft training meets our needs.
  • Work with in-house contractor to ensure proper control of tools to minimize lost tools and the use of defective tools.
  • Ensure excavation permits are completed properly and excavations are shored up properly.
  • Conduct annual Contractor Safety Performance Reviews
  • Ensure staff are competent on all policies and regulations
  • Maintain costs within budget for each cost center.
  • Work with contractors to reduce the average monthly/annual cost of services provided.
  • Review and approve invoices and enter service entries into SAP.
  • Accrue costs in months that materials or services are received and continue to accrue until goods receipt or service entry is completed.
  • Work with suppliers to ensure invoices are received no later than 90 days after the materials or service was received.
  • Submit framework requisitions for embedded contractor quarterly spend.
  • Intervene wherever necessary to prevent and deal with safety, cost, and schedule problems.
  • Ensure expectations, policies, and procedures are adequately communicated.
  • Ensure staffing levels, overtime, and quality of work is monitored.

Accountability 3:

Review of engineering packages

Most important activities:

  • Review and comment on engineering packages for routine mechanical and civil maintenance and small projects for completion by in-house contractors.
  • When appropriate, conduct field walk through with engineers or draftsmen to ensure proper routing of piping in the field.

Level of education & Experience

High School Diploma or Equivalent

Experience:

  • Preference will be given to individuals with a strong mechanical background and aptitude.
  • Prefer minimum of 5 years’ experience leading contractor projects
  • Prefer 10 years industry or polymer facility experience

Technical skills

  • Knowledge of facilities operation, maintenance and repair, planning, scheduling, management and administration of plant and federal, state and local government regulations
  • Skills in budgeting, financial administration and contract negotiations
  • Ability to define technical business criteria for solutions and ensures development of long term, strategic solutions
  • Proficient in use of SAP, Gensuite, MOC, MS Word, Excel, Outlook, Powerpoint
