INEOS FPS

FPS is a 100% INEOS-owned integrated oil and gas liquid transportation and processing system with a nominal capacity in excess of one million barrels per day serving the central area of the North Sea.

Oil and gas liquids from over 50 offshore fields and St Fergus flow through pipelines into FPS. FPS transports crude oil and gas liquids from offshore and onshore entry points, processes the liquids at Kinneil and redelivers to the customer Forties Blend crude oil at Hound Point and either Raw Gas or fractionated Gas Products at Grangemouth.

Job Purpose

Reporting to the Projects Manager, the holder is responsible for managing the Construction Services function and with the provision of resources and systems support the Senior Project Managers and Project Managers to develop and deliver the agreed projects within the schedule and cost performance targets set by the INEOS FPS organization in all project areas connected to construction and pre-commissioning. In addition, the Construction Manager will make recommendations improve business performance and meet regulatory/compliance requirements.

Principle Accountabilities

  • Lead a group of up to 5 internal resources focused on construction and pre-commissioning support to project managers
  • Ensure that construction contractors are set-up to comply with all INEOS SHE regulations and Control of Work procedures incl. “gate entry criteria” process for site works
  • Coordinate the activities of the Construction Leads in support of the Project Manager during construction and pre-commissioning activities
  • Provide input on construction strategies, construction contracting strategies, plans and costs estimates for on all site works during Select, Define and Execute phases on construction and pre-commissioning activities, and support Project Manager in the definition and approval of the cost and plan baselines for Execute Phase (and where applicable, to Define)
  • Define owner’s construction and pre-commissioning assurance strategies, requirements and plans in alignment with Project Manager, Commissioning Manager and external parties
  • Assist Construction Leads in the development of integrated construction and SIMOPS plans for multiple projects and for portfolio in scope in full alignment with sanctioned dates and baselines and resolve integration issues when required with FPS’s operations team and Header contractor
  • Assist Construction Leads in the delivery of project assurance as per defined strategies, and ensure project is commissioning ready (MC-1 achieved) and handover systems to Commissioning Manager for “live commissioning”
  • Consolidate construction and pre-commissioning performance & progress reports from external parties for portfolio: schedule, cost and SHE
  • In case of variance to plan/cost/SHE and in conjunction with Project Manager, evaluate and validate remediation approaches proposed by external parties
  • Appoint construction resources to the different projects under portfolio across all phases of a project or a minor-mod lifecycle to ensure that construction and pre-commissioning for phase and full-project are robust and meet FPS accuracy requirements
  • Provide guidance to Construction Leads in areas of assurance to construction plans developed by external parties to ensure these are in line with defined processes and standards, and that meet FPS quality requirements
  • Assist Project Manager in the development of project cost estimate & schedule for every project prior to full sanction in areas of construction and pre-commissioning
  • Support Project Manager and Project Services Manager to define, agree on project contingencies  
  • Challenge and develop project scopes and specifications which satisfy appropriate requirements
  • Define and own processes and standards related to construction and pre-commissioning activities

  • Ability to monitor, identify and manage uncertainty across project portfolio for construction and pre-commissioning activities
  • Challenges existing working practices and proposes improvements
  • Defines, owns and implements the project construction process and standards
  • Good decision making skills within all aspects of project construction management
  • Ability to recruit, coach and develop resources under construction function

Qualifications and technical experience

  • HNC/ HND qualified and time served craftsman / engineer with a minimum of 10 years of relevant construction experience.    (Degree qualified desirable however not a pre-requisite.) 
  • Relevant experience in oil and gas or equivalent, with strong knowledge of project construction, pre-commissioning and commissioning processes and best practices
  • Demonstrable experience in setting up and running functions
  • Experience working with EPC and EPCM contractors in definition of project construction criteria to be applied under the defined contracting strategy
