INEOS FPS
The Forties Pipeline System (FPS) is 100% INEOS owned and predominantly serves the central area of the North Sea. FPS has a nominal capacity in excess of one million barrels per day.
FPS transports crude oil and Natural Gas Liquids (NGLs) from over 60 offshore fields to the Kinneil terminal in Grangemouth. The crude and NGL products are stabilised at Kinneil where the majority of the stabilised crude oil is sent to the Dalmeny and Hound Point (DHP) terminal for tanker export. Associated gas is also processed at Kinneil into dry gas (exported to the Grangemouth refinery) and propane plus butane, which is sent for LPG export.
Job Purpose
The Civil & Structural Engineer defines and oversees the implementation of the Structural and Civil Integrity Management Strategy (SCIMS). The Engineer is also accountable for defining and maintaining Civil and Structural engineering standards for INEOS FPS. The primary purpose of the standards is ensuring safe, reliable and compliant operations for the business.
The full suite of Civil and Structural equipment which comes under the discipline’s remit is vast. This includes offshore platforms & jetties, quays, island berths, moorings, dolphins, roads, process buildings, bunds, culverts, access platforms, walkways and the primary, secondary and tertiary Structures relevant to the Operating Assets.
Principle Accountabilities
The Civil and Structural Engineer is primarily accountable for the development and implementation of a risk based Structural and Civils Integrity Management Strategy. In addition, the role shall
- Develops and maintain the long term inspection plans for civil & structural inspectable items. This includes primary, secondary and tertiary structures
- Coordinate the delivery of the required inspection program through day to day management of the civil and structural inspection resources
- Where anomalies are discovered, the role coordinates or conducts Fitness for Service assessments in accordance with discipline engineering codes and standards
- Define corrective actions or recommendations for discovered anomalies. This includes definition of repair orders
- Raise and facilitate MOCs for Civil and Structural modifications or equipment changes
- Provide discipline review of related Management of Change (MOC)s
- Provide a discipline view on business budgets required to implement the Civil and Structural Integrity Management Strategies. This includes budgets for specialist inspection & engineering services
- Deliver detailed engineering activities in support of the SCIMS. This includes detailed studies that may require external support by 3rd parties
- Provide discipline support in the application of regulatory and company standards to the Asset and Project Organisations
- Own and performance manage the suite of Civil and Structural services contracts
- Seek internal and external subject matter expertise (SME) as required
- Where required by legislation or other standards, define Performance Standards and provide independent assurance
- Ensure that significant equipment failures & external learnings are reviewed and changes / recommendations are implemented to our standards to prevent reoccurrence
- Undertake risk based discipline engineering assurance activities across Asset Operations and Projects
- Support and provide technical guidance to discipline practitioners such as Civil and Structural Construction Supervisors
Qualifications, KNOWLEDGE and SKILLS
- Degree in Civil / Structural Engineering or equivalent
- Chartered Engineer
- 10+ years’ experience
- Experience of Oil & Gas, Refining or Chemical Industries.
