Organizational Context:

INEOS Olefins and Polymers USA includes the Polyethylene and Polypropylene plants in La Porte, TX, the Chocolate Bayou Plant (CBW) south of Alvin, TX, which manufactures Olefins and Polypropylene, the Carson, Ca. Polypropylene manufacturing plant and the Hobbs, NM gas plant. 

The primary function for the Central Planning Supervisor is to provide leadership and oversight to the maintenance planner/schedulers, maintenance data analyst and materials coordinator. In addition, to serve as the custodian for the sites Maintenance Work practices (MWP).  This includes overseeing the development of planned job packages for repair work and preventative maintenance work, monitoring the weekly schedules from Web Focus, daily schedule updates, metrics, meeting the needs of operations, outages, and TAR updates.

Responsibilities AND Accountabilities

Oversee the sites maintenance planning/scheduling activities

Most important activities:

  • Ensure the creation and publication of a centralized weekly maintenance schedule.
  • Ensure the creation of a planned, prioritized backlog for maintenance crafts.
  • Ensure job plans are adequate for the tasks and are conducive to efficient work execution. 

Key plan elements shall include:

  • Required skill crafts and duration
  • Required tools and equipment
  • Optimal scheduling logic between operations
  • Creation and usage of material masters
  • Requisitions for necessary parts, materials, services using material masters
  • Creation, correction, usage of bill of materials (BOM)
  • Accurate assignment of order and maintenance activity types
  • Usage and creation of task lists for repetitive jobs
  • Special instructions, required documentation such as RFC info, QA/QC needs, P&IDs, etc.
  • Ensure backlog is accurate including elimination of duplicates, revisions assigned for TARs and outages and closing of complete orders.
  • Ensure similar notifications are merged into one work order to optimize resource use.
  • Ensure preventive maintenance (PM) plans are created/scheduled/maintained in accord with recommendations from the engineering authorities.
  • Maintain equipment criticality and work criticality indices.
  • Maintain RIME ranking process for prioritization of maintenance work.
  • Ensure publication of site maintenance metrics are accurate representation of work run by the maintenance data analyst.

Personnel Management

Most important activities:

  • Ensure personnel training is conducted as needed and VTA training deadlines are met.
  • Conduct annual performance appraisals of planner/schedulers, maintenance data analyst and materials coordinator.
  • Interview potential candidates for new vacancies.

SHE Management

The position is accountable for understanding and putting into practice the INEOS 20 Principles. Additionally, the team leader and a special responsibility to cascade the understanding of the principles through their team.

Most Important Activities:

  • Ensure job plans are consistent with policies and procedures.
  • Ensure completion of near miss/accident Traction reports assigned.
  • Complete annual safety training. Conduct necessary SHE training as required.
  • Monitor team VTAs for completion prior to due dates. Issue waivers when necessary.

Skills & Competencies and Experience Required

Experience  and Education Required

  • High School Diploma or G.E.D.
  • Minimum of ten (10) years of experience in maintenance craft and planning roles.
  • Strong SAP skills in the plant maintenance module. Including but not limited to, creation and maintaining PM plans, equipment movements, overseeing and monitoring SAP for the site, etc.
  • Proven ability to effectively build relationships at all levels of organization.
  • Proven ability to influence without direct control.
  • Proven track record of challenging and improving existing work systems and procedures.

Skills and Competencies

  • Knowledge of safety, maintenance and operations management systems.
  • Written and verbal communication and good interpersonal skills.
  • Leadership and conflict resolution.
  • Providing constructive feedback to peers and subordinates.
  • Planning & scheduling.
  • Organizational skills, day-to-day consistency, recognize when urgency is needed.
  • Ability to go above and beyond when called upon.
  • Building effective teams across functional boundaries.
  • Proficient in Outlook, SAP, Gensuite (Traction), Excel, MS Word.
